On the morning of November 8, the Standing Committee of the Bac Giang Provincial Party Committee held a conference to disseminate documents on Party Congresses at all levels towards the 14th National Congress of the Party. Comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
Attending the conference were comrades: Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Phan The Tuan - Vice Chairman of the Provincial People's Committee. Comrades members of the Provincial Party Committee Standing Committee; Provincial Party Committee members; Secretaries of the Party Committee and Party Delegation under the Provincial Party Committee; heads of agencies, departments, branches, sectors, the Vietnam Fatherland Front Committee and socio- political organizations of the province.
At the conference, Comrade Ngo Van Nam - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Committee disseminated a number of contents of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party; Plan No. 139-KH/TU dated July 17, 2024 of the Provincial Party Committee on Party Congresses at all levels in the Provincial Party Committee towards the 14th National Congress of the Party; Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organization Committee guiding a number of contents of Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; Instruction No. 03-HD/TU dated October 15, 2024 of the Provincial Party Committee's Standing Committee on a number of contents of Directive No. 35-CT/TW of the Politburo; Plan No. 139-KH/TU of the Provincial Party Committee on Party Congresses at all levels in the Provincial Party Committee towards the 14th National Congress of the Party and Decision No. 190-QD/TW dated October 10, 2024 of the Central Executive Committee of the Party on promulgating the Election Regulations within the Party.
Comrade Ngo Van Nam said that Directive No. 35-CT/TW dated June 14, 2024 inherits the relevant contents of Directive No. 35-CT/TW dated May 30, 2019 of the 12th Politburo and adjusts and supplements necessary contents. Directive No. 35-CT/TW sets out requirements for the preparation and organization of Party congresses at all levels to be led and directed by Party committees at all levels in accordance with the Party's regulations and principles. Improve the quality of documents of Party congresses at all levels. Personnel work must ensure the direct and comprehensive leadership of the Party. Personnel preparation and elections must be strictly implemented in accordance with the Party's principles and regulations and the State's laws; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality and transparency. There must be effective screening mechanisms and criteria to avoid missing out on truly virtuous and talented people. The delegation attending the Party Congress at higher levels must be comrades with strong political will, steadfast revolutionary ideals, exemplary in qualities, ethics, lifestyle and working capacity, representing the wisdom of the Party to participate and contribute to the contents of the congress. During the preparation and implementation of the congress, it is necessary to regularly do a good job of political and ideological work, especially information and propaganda work, to ensure high solidarity and unity.
Comrade informed, implementing Directive No. 35-CT/TW of the Politburo dated July 17, 2024, Bac Giang Provincial Party Committee issued Plan No. 139-KH/TU on Party Congresses at all levels in the Provincial Party Committee towards the 14th National Congress of the Party . The plan identifies Party Congresses at all levels in the Provincial Party Committee for the 2025-2030 term as a broad political activity to summarize the implementation of the Party Congress resolution for the 2020-2025 term; determine directions, goals, tasks, and solutions for the 2025-2030 term.
Accordingly, Party committees and Party organizations at all levels must study and thoroughly grasp Directive No. 35-CT/TW, regulations and instructions of the Central Committee, the Plan of the Provincial Party Executive Committee and higher-level Party committees on Party Congresses at all levels for the 2025-2030 term. The preparation and organization of the congress must comply with Party regulations; strictly implement the principle of democratic centralism, fully promote the authority and responsibility of Party committees and Party organizations, especially the heads of Party committees at all levels; ensure safety, thrift, no ostentation, formality, waste.
Improve the quality of documents of Party Congresses at all levels; personnel work must ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the role and responsibility of the collective leadership and leaders according to regulations; election work must be carried out strictly, in accordance with the principles, regulations and instructions of the Party; the delegation attending the Party Congress at higher levels must be exemplary comrades, representing the wisdom of the Party Committee.
In the process of preparing and conducting the congress, it is necessary to do a good job of political and ideological work, create high solidarity and unity, use the positive to push back the negative, use the "good" to eliminate the "bad". Pay attention to leadership and direction, complete well the political tasks of localities, agencies and units, associated with emulation movements. Focus on promptly and effectively resolving and handling limitations, inadequacies, weaknesses and long-standing issues that cause frustration among cadres, party members and people to successfully organize the congress.

Concluding the conference, Provincial Party Secretary Nguyen Van Gau emphasized that the content of the conference is extremely important, containing guiding principles, documents and handbooks for Party committees and organizations at all levels to prepare and successfully organize their Party Congresses; actively participate in preparing and contributing to the successful organization of the Party Congresses at higher levels and towards the success of the 14th National Congress of the Party.
The Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Party Congress, are important political events for the entire Party and Party organizations in the provincial Party Committee. Based on the documents that have been thoroughly grasped and implemented at the conference, he requested Party committees and organizations at all levels, and directly the heads, based on the actual situation of the locality, agency, and unit, to urgently lead and direct the preparation and organization of the Party Congress at their level in accordance with the time, requirements, regulations, and principles of the Party; ensure safety, practicality, and efficiency, avoid formality, and resolutely prevent and combat corruption, waste, and negativity in the process of preparing and organizing the Congress.
The preparation of content and conditions for the Congress must be carried out carefully, thoroughly and meticulously so that the Congress can truly be a great festival for each Party Committee, an important milestone, opening a new development term for each Party Committee and each locality; contributing to improving the leadership capacity, fighting strength, role of Party organizations and Party members; consolidating and strengthening the great national unity bloc and the trust of cadres, Party members and People in the Party.
In particular, documents of party congresses at all levels must be carefully and elaborately prepared, honestly, objectively and comprehensively assessing the situation and results achieved in the 2020 - 2025 term, especially the key and breakthrough tasks; clearly pointing out advantages, disadvantages, causes, especially subjective causes; drawing profound lessons in leadership, direction and implementation. Thereby, clearly defining the directions, goals, tasks, solutions, and breakthroughs of the 2025 - 2030 term, close to the actual situation, with high scientific and feasible nature, avoiding term-based thinking.
During the preparation and organization of the Congress, it is necessary to strengthen propaganda and dissemination to focus attention first on developing truly high-quality Congress documents. The development of Congress documents should not be too long, but must be highly directional; it is necessary to evaluate, summarize, and develop policies, tasks, and solutions that are being effectively implemented in practice; policies and strategies that have been confirmed by reality to be correct and appropriate; continue to innovate and supplement; clearly identify aspirations, visions, orientations, and major solutions that are appropriate to the new situation, bringing the locality to rapid and sustainable development.
In the process of preparing documents, for localities implementing administrative boundary separation and merger, it is necessary to pay close attention to ensuring that documents are drafted in accordance with instructions and to ensure a full and comprehensive assessment of the results of the past term of the merged localities.
Regarding the work of preparing personnel for the Congress, he emphasized that this is a very important task, the "key" of "keys", which is decisive for the successful implementation of the Party's policies and guidelines. Personnel work must be carried out strictly, democratically, scientifically, objectively, impartially, transparently, with high unity in the process of implementing the steps; associated with the work of preparing personnel for the leadership of agencies, the State, the Fatherland Front and socio-political organizations in the coming term.
Focus on discovering, selecting, and introducing outstanding cadres in terms of political mettle, qualities, ethics, practical experience, achievements, results, and effective and specific products in work; pay attention to young cadres, female cadres, cadres who are ethnic minorities, etc. Screen and resolutely not let into the new Party Committee those who are not politically steadfast; have reduced qualities, ethics, capacity, and prestige; have poor sense of organization and discipline; lack solidarity; are evasive, pushy, afraid of responsibility, do not dare to do; show signs of political opportunism, ambition for power, and do not miss out on those who are truly virtuous, talented, and have the desire to serve and contribute for the benefit of the Party and the People.
Strictly prohibit lobbying, flattery, seeking favors, factions, group interests, causing conflicts and disunity in personnel work in general and in the personnel work of the Congress in particular. Pay attention to the new orientations related to personnel selected to participate in the Party Committee from the police force, military, and military political commissars. Ensure that the new Party Committee has a solid transition and inheritance between generations of cadres, with continuous innovation and development of the cadre team; attach importance to quality, have reasonable quantity and structure, and strengthen in important and key positions, areas and fields.
Strictly implement the personnel and election procedures in Party cell congresses and Party committees at all levels; ensure strict and correct implementation of the Party's principles and regulations. In reviewing and evaluating personnel, it is necessary to closely and thoroughly review, evaluate, and examine the standards, conditions, procedures, and other personnel-related contents according to regulations... The election of the executive committee, standing committee, secretary, deputy secretary, inspection committee, and chairman of the inspection committee of Party committees at all levels must be carried out in accordance with the Party's election regulations.
During the preparation and implementation of the Congress, it is necessary to regularly do well in political and ideological work, especially information and propaganda work, to ensure high solidarity and unity; focus on promptly and effectively resolving and handling limitations, inadequacies, weaknesses, and long-standing issues that have caused frustration and concern to public opinion, cadres, party members, and the people.
Lead and direct well the work of receiving citizens, handling complaints and denunciations, ensuring safety, security and order to serve Party Congresses at all levels in accordance with the direction of the Secretariat in Official Dispatch No. 53-CV/TW dated September 17, 2024.
He requested departments, branches, district Party Committees, town Party Committees, city Party Committees, and Party Committees directly under the Provincial Party Committee to review the targets and objectives set out in the Resolution of the Congress for the 2020-2025 term; which targets and objectives have been completed and which have not been completed to focus on leadership and strive to complete before the Party Congress at their level takes place; speed up the construction progress of key projects to welcome the Congress; strive to successfully complete the targets and tasks set out in the Resolution of the 19th Provincial Party Congress for the 2020-2025 term. Focus on leading and directing the launch of patriotic emulation movements and making achievements to welcome the Party Congresses at all levels.
He said that the Provincial Party Committee has chosen the Tan Yen District Party Committee to organize the district-level model congress in the beginning of the second quarter of 2025. He requested the Standing Committee of the Tan Yen District Party Committee to disseminate and direct the grassroots party organizations under its management to develop and implement the congress plan of the Party cell and Party Committee as required; to perfect the document subcommittees, personnel subcommittees, and organizational subcommittees to serve the Congress. At the same time, review and plan the arrangement and assignment of cadres to prepare well for the personnel work of the Congress. Focus on directing the successful organization of the congresses of the Party cells under the grassroots Party Committee for the 2025-2027 term, the grassroots Party Congress for the 2025-2030 term, ensuring the time according to the set plan; creating a premise for the preparation work to well organize the district-level model congress. Each district-level Party Committee needs to focus on the highest level of direction to successfully organize the grassroots model congress according to the roadmap.
He emphasized that there is not much time left from now until the end of the 2020-2025 term, so each Party Committee, Party organization and leader must focus on preparing the best conditions to successfully organize the Party Congresses at all levels for the 2025-2030 term.
