Each apartment building has only one staircase in the middle. The walls are damp and, over time, covered in mold. Residents have repeatedly petitioned the authorities and the City Council, and the buildings have been repainted, but they quickly become damp and moldy again.
The Da Nang Construction Quality Inspection Center assessed the Hoa Minh apartment building as having a danger level of C, not yet requiring urgent relocation. However, to ensure the safety of residents and urban aesthetics, the city needs to find a solution for relocation.
In 2017, the Da Nang City People's Committee announced that residents would be allowed to use this apartment complex until the end of 2021, after which they would inspect the building's quality and propose solutions. However, to this day, residents continue to live there and it is unclear when they will be relocated to new housing.
