State Auditor General Ngo Van Tuan has just sent a report to the National Assembly on a number of contents related to the group of questions at the 7th Session of the 15th National Assembly.
In a report sent to National Assembly deputies before the question-and-answer session, State Auditor General Ngo Van Tuan said that recently, the State Audit has pointed out many shortcomings, limitations, and inadequacies in the management, operation, and use of public finance and assets of ministries, branches, localities, and audited units.
Through the audit, the State Audit affirmed that it has made recommendations to rectify the management of finance - budget, accounting, prevent negative behaviors, embezzlement, waste, loss of money and state assets; help units improve their management policies and mechanisms, ensure the management and use of state money and assets in accordance with the law and effectively.
The audit results of the State Audit also provide authentic information on the management and operation of the State budget, money and assets and have many recommendations to the National Assembly and the Government to contribute to amending and perfecting mechanisms and policies.
According to data, in the last 5 years (2019 - 2023), the State Audit has audited and issued 1,345 audit reports, making recommendations of over VND 331,367 billion (including increasing state budget revenue by over VND 30,539 billion; reducing state budget expenditure by over VND 96,183 billion; other recommendations of VND 204,644 billion).
Notably, 663 audit reports have recommendations to review the responsibilities of relevant organizations and individuals. The State Audit has transferred 19 cases with signs of law violations through audit to police investigation agencies at all levels for consideration and handling.

The State Audit report also clearly stated the field of project audit and enterprise audit from the beginning of the term (2021) to present.
Audit results in recent years show that there are still errors right from the stage of investment project preparation to the final settlement of completed projects.
Typical errors include slow appraisal and approval of investment policies, approval without planning or inconsistent with planning; approval of total investment exceeding investment policies;
The basic design has overlapping items with other projects, the design does not meet standards; the design is unreasonable and not close to reality, leading to the need for additional adjustments.
Design and estimate documents still lack information, calculate wrong volume, apply wrong norms and unit prices, which occurs in most audited projects.
The bidding process also had errors when applying the form of designated bidding that did not ensure the regulations. The bidding documents and request documents did not have full content, provided criteria that limited competition among contractors, and divided the bidding packages inappropriately. When signing the contract, it did not comply with the regulations of the bidding documents.
The State Audit pointed out that many projects are behind schedule, lasting for many years, and disbursement does not meet the plan, requiring capital adjustment. Project settlement is also slow, even payment for additional volume is not appropriate; compensation is baseless and not in accordance with regulations.
For state-owned enterprises, the main shortcomings and errors are that debt management is not strict, which leads to large overdue and uncollectible debts; there is still a situation of long-term inventory of poor quality and slow circulation of materials; low efficiency of financial investment, ineffective production and business activities, and losses.
Some units have not managed costs and product prices closely, production and business norms are not suitable to reality; they exploit minerals without a license or exploit beyond the licensed reserves.
“At some corporations and general companies, the representative agency of the owner has not fully performed its responsibilities as prescribed. The representative of the capital has not reported promptly and fully to have solutions to remedy the loss-making companies,” the State Audit report said .
