Changes in poverty reduction work in Xuan Duong

In recent years, Xuan Duong commune has made many changes in its approach to poverty reduction, from simple support to accompanying, monitoring and encouraging people to proactively participate in economic development. Thanks to that, many households have gradually overcome difficulties, improved their income, and narrowed multidimensional deficits.

In early 2025, the entire Xuan Duong commune had 642 poor households (accounting for 41.74%) and 173 near-poor households (accounting for 11.24%), most of whom were ethnic minority households. Notably, the major shortages focused on employment, housing quality, income, etc. This created great pressure, but at the same time clearly showed the areas that local authorities had to focus on handling.

In that context, the construction of small-scale livelihood models suitable to local conditions is showing remarkable effectiveness. Mr. Ha Van Dai’s family in Ban Buoc village is a typical example. Being a poor household, last year the family received support for a goat breeding model from the poverty reduction program.

After receiving support for goat breeding, Mr. Ha Van Dai's family built a barn, expanded the grass growing area and applied the techniques instructed by the experts. Without relying on support, his family combined forest planting, fruit tree planting and small-scale livestock farming to have a stable source of income. Thanks to good care, the goat herd grew quickly and began to reproduce, promising to create a new source of income to help the family improve their lives...

Not only Mr. Ha Van Dai's household, many households participating in the village's goat breeding model also recorded positive results. Mr. Hoang Van Luyen, Head of Ban Buoc village, shared: After the village benefited from livelihood support programs, especially goat farming, chicken farming, forest planting, house repair... along with the initiative of the people, the number of poor households has now decreased to 11 households and 3 near-poor households.

People now know how to calculate business, boldly register to participate in production models, most importantly they see the effectiveness, from there they are confident to continue to develop. The change in awareness and determination of the people to rise up is contributing to creating significant changes in Ban Buoc village today.

Not only Ban Buoc, many other villages of Xuan Duong are also changing thanks to resources from the national target program.

In the period of 2021-2025, the commune has implemented a series of projects to support production development. Along with that are other practical activities, such as: Developing vocational education , sustainable employment, supporting labor data collection; communicating on multidimensional poverty reduction; supporting regular poverty reduction policies such as issuing 100% health insurance cards to poor and near-poor households; supporting electricity bills for 640 households, education and training incentives;...

Assessing the initial results, Mr. Nong Van Phong, Chairman of Xuan Duong Commune People's Committee, said: Sustainable poverty reduction must be associated with correct, targeted and supervised support. We require beneficiary households to commit to caring for and managing the supported assets. Village and commune officials regularly check and guide to limit risks. Most importantly, people no longer have a waiting mentality, but proactively participate in the model and develop their own livelihoods.

It is expected that in 2026, the commune will be allocated about 3.6 billion VND to continue implementing projects to diversify livelihoods, support agricultural production, improve capacity and communicate poverty reduction.

Although there are still many difficulties, especially the poverty rate is high compared to the general level, the changes in Xuan Duong are gradually becoming clearer. Up to now, after reviewing the commune, the number of poor households has decreased to 429.
