At the meeting, comrade Nguyen Thanh Binh expressed his joy at receiving the warm and respectful welcome of the Hua Phan provincial government to the delegation. Over the past time, the cooperative relationship between Thai Nguyen province and Lao provinces, including Hua Phan province, has been constantly strengthened and developed. The two provinces have had many cooperative activities in many fields, especially in the field of education and training. From 2011 to now, Thai Nguyen province has supported the training of 180 Hua Phan international students at Thai Nguyen College from the provincial budget. Every year, Thai Nguyen University and schools in the province also offer many scholarships to train Lao international students.
Based on the results of previous working trips and the spirit of cooperation and development, Thai Nguyen province hopes that the cooperation program of the two localities in the coming time will help Thai Nguyen province and Hua Phan province to be closer to each other and thereby contribute more practically to the friendship, special solidarity and comprehensive cooperation between Vietnam - Laos, Thai Nguyen - Hua Phan forever green, forever sustainable.

Accordingly, on the basis of exchanging, sharing experiences, informing each other about the socio-economic development situation of each province, discussing the advantages and potentials of each province, at the working session, the leaders of the two localities signed a Memorandum of Understanding on cooperation with a number of agreed and focused contents including: Regularly informing each other about the experiences in Party building, building the political system, the socio-economic development situation, thereby proposing appropriate cooperation programs for mutual development. Every year, sending delegations of officials from the two localities to visit and exchange experiences with each other;
Agreed to let the functional sectors of the two provinces propose specific cooperation programs on economy, culture, society, sharing experiences of Thai Nguyen province with Hua Phan province in the field of agriculture and other contents;
Together ensure information is provided and facilitate administrative procedures for businesses of the two provinces in surveying and learning about potential and investment opportunities in each locality in all fields;
The training of international students in the two provinces of Thai Nguyen and Hua Phan, the majors, numbers, and specific training mechanisms according to the requirements and capabilities of the two provinces, will be discussed specifically by the Department of Education and Training and the educational and training institutions of the two provinces, and reported to the leaders of the two provinces for decision and implementation.

On behalf of the Hua Phan provincial government, Comrade Phut Phan Keo Vong Xay, Provincial Party Secretary and Deputy Governor, hoped that the Memorandum of Understanding on cooperation between the two provinces, when implemented, would contribute to creating an important driving force for Hua Phan province to learn from Thai Nguyen province's experience in various fields, thereby gradually developing prosperously and happily.
Comrade Phut Phan Keo Vong Xay affirmed that the Memorandum of Understanding on cooperation is the basis to continue to strengthen the friendship, the sustainable brotherly relationship, to promote investment, business, trade, import and export, human resource training, etc. At the same time, he believes that the comprehensive cooperation relationship between the two provinces will contribute to improving the quality of people's lives; the Thai Nguyen - Hua Phan friendship will become increasingly strong and constantly develop.
Hua Phan is one of 18 provinces of Laos, located in the northeast of Laos. The natural area of the province is 16,500 km2. Hua Phan province borders 3 provinces of Vietnam: Son La, Thanh Hoa and Nghe An, with a 577 km long border. Hua Phan province has 10 districts, 729 villages; the total population of the province is 318,383 people and there are 9 ethnic groups living together. In 2025, the total income (GDP) of the province will reach 6,375.52 billion Kip, the average income will reach 20,017,640 Kip/person/year, equivalent to 931 USD/person/year, with an economic growth rate of 4.15%. |
