Business support policy
Implementing the national digital transformation program, the Provincial Party Standing Committee issued Resolution No. 06-NQ/TU dated November 10, 2021 on digital transformation in Thanh Hoa province by 2025, with a vision to 2030. Accordingly, the province sets a goal of being among the top 10 provinces and cities in the country in digital transformation by 2025, with the digital economy accounting for 20% or more of the province's GRDP, and digital transformation enterprises accounting for 50% or more of the total number of enterprises generating taxes. By 2025, the province strives to have at least 100 digital technology enterprises, of which at least 10 digital technology enterprises develop key information technology products, solutions, and services.
In order to effectively implement the set goals, the Provincial People's Council issued Resolution No. 214/2022/NQ-HDND dated April 13, 2022 on policies to support enterprises in Thanh Hoa province for the period 2022-2026. As soon as the resolution took effect, the Provincial People's Committee directed the Department of Information and Communications (now the Department of Science and Technology) to develop a plan to support digital transformation enterprises. In addition, the Department of Information and Communications has coordinated with the Department of Planning and Investment (now the Department of Finance) to pilot the construction of a digital map of investment projects in the province to serve the propaganda and promotion of investment promotion activities. In addition, to facilitate the sending and receiving of documents between State agencies and businesses, the Department has declared the document sending and receiving accounts of businesses on the shared TD Office platform to help businesses send/receive documents entirely via the network environment, minimizing time and costs.
At the same time, the Department of Information and Communications coordinates with many units to organize courses and exchange programs on digital transformation. These programs focus on the trends and inevitability of digital transformation in enterprises, the application of information technology in production and business activities, the use of open data to develop enterprises in the digital age and the sharing of experiences from successful enterprises in digital transformation.
Results and development direction
To date, the province has organized 8 conferences with the participation of more than 1,200 businesses. Through these conferences, the development of the digital economy has fundamentally changed the perception and traditional ways of businesses in consuming products in digital space, e-commerce platforms, and expanding the space for product consumption.
Currently, 100% of enterprises, business households, gas stations, shopping malls, supermarkets and 54,620 enterprises and business households use electronic invoices with codes generated by tax authorities, with more than 342.78 million invoices. From 2022-2024, the Department of Planning and Investment has coordinated with digital signature service providers to provide free digital signature support in the first year of operation for 4,498 enterprises.
Regarding training, the province has organized 77 training courses on business start-up and business administration for 3,850 students; 13 direct training courses at small and medium enterprises in the field of production and processing for 195 students; and trained, fostered, and improved professional qualifications and vocational skills for 300 students who are owners and workers in the agricultural sector.
In particular, the province has supported the introduction of 513 OCOP certified products and local specialty products to e-commerce platforms. 100% of enterprises have access to and applied digital platforms in production and business activities, 6,500 enterprises (reaching 40.62%, up 14.82% compared to 2023) have achieved the level of digital transformation according to the regulations of the Ministry of Information and Communications (now the Ministry of Science and Technology). The whole province currently has 5,550 enterprises participating in the survey and assessment of the level of digital transformation completion, the total number of digital technology enterprises in the area is 615 enterprises (1.86 times higher than in 2023).
Despite achieving positive results, enterprises in the province still face many difficulties in the digital transformation process, such as: Many enterprises, especially small and medium enterprises, face financial difficulties when investing in technology infrastructure; unclear strategies and plans of enterprises are also major barriers that make the digital transformation implementation unsynchronized and ineffective; employees having to change their working habits and lack of personnel with expertise in digital technology are problems that enterprises are facing. In addition, linkages to create value chains in production and business between enterprises, especially between large enterprises and small enterprises, are still limited.
To promote the digital transformation process in enterprises, the province continues to accompany and support enterprises according to Resolution No. 214/2022/NQ-HDND. At the same time, the province will strongly implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
With the strong direction from Party committees and authorities at all levels and the spirit of overcoming difficulties and innovation of the business community, our province is gradually affirming its position as one of the pioneering localities in digital transformation, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress.
