According to the Implementation Plan for the Digital Transformation and Information Technology (IT) Application in the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions, signed by Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, the objective is to support and enhance the access of ethnic minority people to information regarding the Program's support policies in the province. This will help ethnic minority people access information on science and technology and promote local products to friends both domestically and internationally. Simultaneously, it will improve the application and use of IT to support socio-economic development in ethnic minority and mountainous regions. The application of IT and digital transformation in the Program's implementation will strengthen two-way communication between the people and state management agencies on ethnic affairs and the Program management organizations from the central to local levels. Simultaneously, implement digital technology and digital data to innovate and enhance the effectiveness of management, direction, operation, inspection, supervision, and evaluation of the Program. Innovate methods and digitally transform communication and dissemination for the Program.

Specifically, by 2025, 100% of agencies managing and implementing the Program, from the provincial to the commune level, will have deployed information systems to support management, direction, operation, capacity building, communication, and monitoring and evaluation. All periodic reports, monitoring reports, summary reports, and program indicators will be conducted in a synchronized digital environment from the central to local levels, aiming to replace traditional reports. The plan requires 100% of management staff at all levels implementing the Program to receive training and capacity building in digital transformation, and to regularly share information on digital skills, digital technology, and the application of IT in operational processes in a digital environment. All agencies and organizations managing and implementing the Program, from the provincial to the commune level, will receive automated information on the content, tasks, and implementation results. Establish and publish open datasets on the implementation, monitoring, and evaluation results of the Program for public access to organizations and the public. Strive for 100% of published data to be accessible in the digital environment. Ensure that all agencies managing and implementing the Program, from the provincial to the local level, have the necessary infrastructure and equipment for operating online meeting rooms. Ensure that 100% of agencies managing ethnic minority sectors implementing the plan have upgraded IT infrastructure to ensure information security and stable, smooth operation, meeting the requirements for management and implementation. Strive for 100% of influential individuals and ethnic minority communities in the province to understand the Party's guidelines and viewpoints, and the State's policies and laws, and to have full access to information on health, education , science and technology, markets, and security and order information to proactively ensure the stability of their lives and the socio-economic development of their regions through the implementation of the plan. Gradually, the festivals, customs, and traditions of ethnic minorities will be preserved in digital and multimedia formats and widely disseminated and introduced...

Implementation solutions

The province will strengthen communication efforts, raise awareness, and shift mindsets regarding digital transformation among officials implementing the Program at all levels and the general public, integrating and linking these efforts with communication activities in the implementation of the Program. It will enhance the application of information technology in communication work; diversify communication methods on digital technology platforms. Training and workshops will be organized to improve awareness and skills in digital transformation for beneficiaries and implementers of the Project.

Implement the overall architecture of the digital application and database system to serve the management, direction, operation, inspection, monitoring, and evaluation of the Program, forming the core foundation for integrating existing and ongoing information systems. Standardize management processes and evaluation criteria for each task in the management, direction, operation, and implementation of the Program at all levels, from the central to the grassroots. Refine mechanisms and policies, institutionalize management processes into guiding documents; develop and issue regulations and operating procedures for the digital application and database system. Organize training courses, workshops, and skill development programs on digital transformation and the safe exploitation of digital services in cyberspace for management agencies, implementing agencies, and program staff at all levels, departments, and relevant sectors through conferences and seminars… Actively implement training programs and materials on digital transformation, and guidance documents on applying digital transformation compiled and implemented by the Committee for Ethnic Minorities.

In coordination with the Committee for Ethnic Minorities, research and pilot the digital transformation of several activities within the Program that have the potential to be highly effective and widespread. Develop pilot models of digital transformation in the management, organization, and integration of the Program in one district, one commune, and one sector of the province. This will create a basis for replicating the model and establishing a foundation for implementation in the next phase. Invest in upgrading or leasing IT infrastructure and equipment at the Program management agency to carry out tasks supporting digital transformation in Program management. The province will create favorable investment conditions and an environment to attract telecommunications and IT corporations to invest in digital infrastructure and internet connectivity to communes, villages, and particularly disadvantaged areas inhabited by ethnic minorities; and technology infrastructure linked to the development of services in the fields of agriculture, education, health, culture, tourism, and e-commerce. At the same time, it is necessary to mobilize resources, especially by effectively integrating national target programs, socio-economic development plans and projects, and legitimate sources of funding from economic sectors and the people to implement digital transformation.
