The report emphasizes the tasks and solutions in the coming time for press management and direction agencies; for press management agencies and press agencies.

Close coordination to implement streamlined and efficient arrangement

Specifically, the Central Propaganda Department and the Ministry of Information and Communications continue to strengthen the leadership of the Party, the management of the State, and the coordination with the Journalists Association and press management agencies to maintain the role of direction and orientation for the press to fulfill its mission well in the new era.

The Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association closely coordinated with relevant agencies to implement the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

In the coming time, the Ministry of Information and Communications will develop a Law amending and supplementing a number of articles of the Press Law according to plan to fundamentally resolve the shortcomings and problems that have existed in the past and promote the press to develop strongly, in the right direction and to do a good job of state management.

The Ministry of Information and Communications continues to closely follow and promote the adjustment of a number of regulations on the financial autonomy mechanism of public service units, the ordering mechanism, and pricing of public service services using the State budget to remove difficulties for press agencies.

The press management and direction agency will strictly handle violations of the law in press activities by press agencies and journalists; have solutions to thoroughly overcome the situation of "privatization" of the press, the "undercover" private sector dominating press activities; the situation of "newspaperization" of electronic magazines...

In addition, the press management and direction agency will apply effective measurement technologies in press management and direction activities; well manage cross-border platforms, especially social networking platforms and digital advertising platforms, and protect the rights of the press on cross-border platforms.

The tasks of press management agencies such as Party committees, Party organizations, and press management agencies need to make great efforts and determination, continue to effectively implement the Press Planning, and streamline the apparatus in accordance with the direction of the Central Executive Committee, the Politburo, and the Secretariat.

The press management agency needs to identify the above requirement as a particularly important task, a revolution in streamlining the organizational apparatus of the political system, requiring a high level of unity in perception and action throughout the Party and the entire political system.

Proactively and regularly coordinate closely with press management and direction agencies and local authorities in reviewing and rectifying the activities of press agencies, especially representative offices and resident reporters of press agencies, to ensure compliance with the law.

In addition, press management agencies need to promptly remove difficulties and obstacles in financial mechanisms, press economics, organizational apparatus, etc.; provide training to improve political awareness, professional qualifications, and press management knowledge for press agency leaders.

Do a good job of ideological work for cadres and reporters

The important task of the press agency is to thoroughly grasp, deeply understand, fully and correctly implement the Party's guidelines and policies, the State's policies and laws. Strengthen training to improve political capacity, educate revolutionary ethics, professional ethics, and professional expertise of journalists.

Press agencies need to do a good job of ideological work for cadres, reporters, editors, and workers on implementing the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Magazine agencies must have a correct understanding of the role and nature of magazine activities; focus on in-depth, specialized information, ensure the quality and content of academic content, theoretical information, analysis, in-depth, specialized interpretations that closely follow the principles and purposes; and end fallacious perceptions about activities based on the principles and purposes stated in the license.

Thoroughly grasp, comply with, and strictly implement the Party's regulations and State laws on press work, press activities, 10 regulations on professional ethics for Vietnamese journalists, and Rules for using social networks for Vietnamese journalists. Strengthen training and improve political capacity, professional ethics, and professional expertise for journalists.
