The case of a 13-month-old girl who broke her leg: Surprised by the preschool's response
On September 12, speaking with Dan Viet reporter , the leader of Hoang Liet Ward People's Committee (Hoang Mai District, Hanoi ) said that the police are still actively investigating the case of a 13-month-old child who broke his leg after returning home from kindergarten.
Accordingly, the People's Committee of Hoang Liet Ward has decided to temporarily suspend the activities of the Van Xuan Independent Preschool Group located at Villa 4, Linh Dam Peninsula, Hoang Liet Ward. The People's Committee of the Ward requested the owner of the Van Xuan Independent Preschool to temporarily suspend all activities of welcoming children, teaching and learning from September 10 until the conclusion of the competent authority.

Talking to Dan Viet reporter , Mr. Dao Hong N. (37 years old, living in Hoang Liet ward) said that his 13-month-old daughter had a broken leg and the doctor recently removed the cast to avoid future effects because the child is learning to walk.
"Currently, my family is still letting my child stay home from school for a while to take care of him. The family is also worried about the future effects of his broken leg, so we are very worried," said Mr. N.
Mr. N. also shared that before that, through the Ward People's Committee, the family had a meeting with the Van Xuan Independent Preschool Group. The family's request was that the school publicly apologize on social media before working.

"However, the school issued a document that the family disagreed with, so we requested and expected the police to verify and clarify everything. Whoever did wrong must be held responsible before the law. The ward People's Committee also informed the family about the temporary suspension of the school's operations until the investigation is concluded," Mr. N. shared.
The student's parents said that on September 7, the Van Xuan Independent Kindergarten Group also posted a document on the school's personal page. Accordingly, the response document was sent to the People's Committee of Hoang Liet Ward, Hoang Liet Ward Police, Hoang Mai District Education and Training Department and the parents of Dao Khanh A.
According to the written response from the facility representative, Ms. Huynh Thi Huong Thang, at 2:32 p.m. on August 13, while looking after child A., Ms. Hoang Thi T. discovered that child A. had soiled her diaper and needed to change it. She took the child to the nearby restroom.
"The action of taking the child was initially by carrying him under the arm, but because the child reacted, the teacher quickly carried him with one hand and took the toy he was holding in his hand with the other hand. Then she carried him with both hands and took him to the bathroom to clean him up. The action was recorded by the classroom camera and during that process, teacher Nguyen Thi Le G. was also in the classroom... The teacher's gesture of taking the child to the bathroom was hasty, and objectively, it was seen that she was not considerate enough when taking care of the child. As the school principal, I evaluate that teacher T.'s care of child A. did not show consideration when taking care of the child."
According to Mr. N., parents only knew that the school posted the document on the school's personal page but did not send it to the family or apologize, making his family extremely upset.
It is known that after posting the document on social media, on September 11, the school later removed this information. Before this incident, Dan Viet reporter also contacted the owner of the facility, Ms. Huynh Thi Huong Thang, but has not received a response.
The preschool was late, irresponsible, and did not inform or report to management levels.
The leader of Hoang Liet Ward People's Committee also emphasized that if the owner of this facility does not comply and continues to violate, the ward will handle it according to the provisions of the law. The ward requested to notify the parents of 43 children studying at Van Xuan Independent Preschool Group, and arrange for them to study at other qualified private preschools, according to the wishes of the families.
Hoang Liet Ward also requested the working group managing non-public educational establishments, ward police, and heads of residential groups to be responsible for inspecting and supervising the implementation of the notice of temporary suspension of Van Xuan independent kindergarten. If any class group is found to be non-compliant, it must be reported immediately to the Ward People's Committee for timely resolution and handling.

Hoang Mai District People's Committee said that it had received information about this incident a few days ago. However, the owner of Van Xuan Independent Preschool Group was slow and irresponsible in coordinating with the family to take care of the child, and did not inform or report to management levels.
This has led to a negative turn of events, causing bad public opinion in the community. Therefore, the District People's Committee requested the Hoang Liet Ward People's Committee to temporarily suspend the activities of the Van Xuan independent preschool group and class (owned by Ms. Huynh Thi Huong Thang) while the police investigate and determine the cause and related responsibilities.
Hoang Mai District also requested the Department of Education and Training to thoroughly grasp and immediately direct all private and independent preschool groups and classes in the area on the management, care, nurturing and education of preschool children. Special attention should be paid to raising awareness and professional ethics of the teaching staff, not allowing substandard behaviors or violations of teachers' ethics to occur.
At the same time, the Department of Education and Training coordinated with 14 wards to strengthen inspection and supervision of the activities of private independent preschool groups and classes, ensuring compliance with regulations on child safety.
The district also requested the district police to coordinate with relevant units to investigate and promptly clarify the incident of the child with a broken leg at Van Xuan Independent Kindergarten Group, and determine the responsibilities of relevant individuals and organizations.
Units must learn from experience, immediately rectify management work and not let similar situations happen.
As Dan Viet reported, the incident began on August 13, when Mr. N.’s family (living in Hoang Liet Ward) discovered that their 13-month-old daughter had broken her leg for unknown reasons when she returned from school. The family contacted the nursery and the school manager, requesting that the matter be handled emotionally. However, it was not until four days later that a school representative came to visit the child.
According to Mr. N., on August 31, the group of children asked the family to come to school to work. The group leader affirmed that the teacher was not at fault and said that it was difficult to determine the cause when the family brought their child home 4 hours later and then discovered and reported it to the teacher. Not agreeing with this solution, the family filed a complaint with the police, requesting clarification of the issue.
"The teacher pulling my child's hand roughly is anti-educational, so the family complained. The incident was only because the school did not respond for too long, so the family was upset," said Mr. N.
