The incident occurred at around 10am on July 23rd, when local residents saw two men around 40 years old (identity and hometown unknown) riding a motorbike to the Tan Hop culvert area, across the Ban Thin River, in Khuat Xa commune.
At that time, after a heavy rain on the evening of July 22, the river water from Tu Mich area rose high and flowed rapidly. Authorities had put up warning ropes and prohibited people from passing. However, the two people still ignored the warnings, broke the barrier to pass and were swept away by the floodwaters.

Immediately after receiving the news, although it was still raining, the water was rising and flowing strongly, the rescue team urgently deployed plans to search for the victims.

It is known that Tan Hop spillway across Ban Thin river is about 10m long. Due to heavy rain in recent days, the river water level has risen, causing this spillway to be flooded. Local authorities and functional forces have put up danger warning signs; advising people not to go through the spillway when floodwaters come, especially when the spillway is flooded and the water is flowing rapidly to ensure safety.
