Telegram on proactively responding to tropical depression/storm about to enter the East Sea

The Ministry of Industry and Trade issued Official Dispatch 5305/CD-BCT dated July 17, 2025 on proactively responding to tropical depressions/storms approaching the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on July 17, 2025, the center of the tropical depression was at about 15°N - 127.4°E, in the sea east of the Philippines. The strongest wind near the center of the tropical depression reached level 6-7 (39-61km/h), gusting to level 9, moving in the West Northwest direction, at a speed of about 20km/h.

It is forecasted that in the next 24-48 hours, the tropical depression will move in the West-Northwest direction, at a speed of about 20km/h, at 16.2°N - 124.5°E, over the sea east of Luzon Island (Philippines), with a level 8 intensity, gusting to level 10, and is likely to strengthen into a storm.

At 1:00 a.m. on July 19, the tropical depression continued to move northwestward at a speed of 20-25 km/h, located at 18.9°N - 119.8°E in the eastern sea area of the North East Sea, with a level 10 intensity, gusting to level 12. The dangerous area in the East Sea (strong winds from level 6 or higher) is from 16.5°N to 21°N, from 117.5°E to 120°E. In the next 48-72 hours, the storm will continue to move northwestward at a speed of 15-20 km/h and is likely to continue to strengthen. Disaster risk level 3.

This is forecasted to be a strong storm, with a similar path to that of storm No. 3 ( Yagi ) in 2024. In order to proactively respond to the developments of tropical depressions/storms, ensure the safety of people's lives, and limit damage to people's and state's property, the Minister of Industry and Trade requests units in the industry and trade sector to focus on performing the following tasks:

Strengthen the work of disaster prevention and control on duty, closely monitor the developments of tropical depressions and storms from the National Center for Hydro-Meteorological Forecasting to promptly deploy response measures to natural disasters caused by tropical depressions/storms.

Strengthen the review and inspection of key and vulnerable works and areas, be ready to respond to developments of tropical depressions/storms, and ensure the highest level of safety for people and property.

Department of Industry and Trade of provinces and centrally run cities

Strengthen inspection and ensure safety for mineral exploration and exploitation activities and power grid systems in the management area. Require mineral exploitation facilities in the area to have measures to prevent landslides and flooding at mines, review and inspect tailings ponds at mines, and mines with great depth.

Direct industrial and commercial production establishments in the management area, especially those in areas at risk of flash floods, landslides, critical works, and unfinished works to have response plans to ensure the safety of people, works, machinery, equipment, and prepare resources, means, and materials to proactively deploy response measures to emergency situations that may occur due to the impact of tropical depressions/storms.

Direct hydropower dam owners in the area to strictly implement the reservoir operation procedures approved by competent authorities, strengthen inspection of operation work to ensure safety of dams and hydropower reservoirs, especially weak dams, small hydropower plants or those under construction or repair, promptly detect points at risk of landslides to post warning signs, closely coordinate with local authorities to promptly inform, ensure safety for people, especially in emergency flood discharge situations.

Urgently review areas that are likely or at risk of being cut off or isolated due to the storm's impact to promptly develop specific plans for stockpiling goods, ensuring the supply of essential goods, especially food, drinking water, and necessities to serve the people.

Vietnam National Oil and Gas Group ( Petrovietnam )

Notify ships and offshore oil and gas projects (under the management of Petrovietnam) in areas affected by tropical depressions/storms to deploy measures to ensure safety for people, property and projects.

Direct units under their management to prepare resources, means, and materials to promptly handle situations caused by tropical depressions/storms.

Vietnam Electricity Group (EVN)

Directing local power units and hydropower dam owners under their management to prepare sufficient human resources, materials and means according to the "4 on-site" principle to respond to tropical depressions and storms, strengthening inspection and self-inspection of power grid projects and hydropower dams to ensure stable and safe power supply, especially for important loads, and preparing all plans to restore power as soon as possible to areas affected by tropical depressions/storms.

Direct the units managing and operating hydropower projects under the Group to fully implement the requirements in this Official Dispatch.

Coordinate with the Department of Industry and Trade to direct and inspect the implementation of measures to ensure dam safety, especially dams that are weak, or under construction or repair; the operation of hydroelectric reservoirs to ensure construction safety.

National Electricity System and Market Operation Company

Establish a method of operating the national power system, mobilize reasonable power sources so that the national power system operates safely and continuously, ensuring sufficient electricity supply for the country's economic development and people's living needs.

Closely coordinate with units managing and operating hydroelectric reservoirs to update the actual hydrological situation, flood situation and requirements of competent authorities, ensuring power generation efficiency; develop plans to regulate hydroelectric reservoirs to ensure compliance with inter-reservoir and single-reservoir operating procedures and instructions of the National Civil Defense Steering Committee, Disaster Prevention and Control Command Committees of provinces and centrally-run cities. Coordinate with relevant units to optimize the operating mode of power plants and power grids, limit the risks of power grid incidents and generator set incidents.

Hydroelectric dam owners

Strictly comply with the hydropower reservoir operation process and inter-reservoir process approved by competent authorities. Organize a serious on-duty team, closely monitor weather information, flood and rain situation, strengthen announcements and warnings to ensure safety for people and related activities on rivers and streams in the downstream area of the dam and factory before operating, regulating, starting to release water for power generation or cases of sudden increase in discharge flow downstream.

Actively operate the reservoir to ensure the flood capacity according to regulations. The organization of operation must ensure that there are no sudden, abnormal flows that directly threaten the lives and property of people in the riverside areas downstream of the reservoir. Organize the implementation of information and notification to the authorities and people in the downstream areas about the operation and regulation of the reservoir.

Other Corporations and General Companies in the Industry and Trade sector

Closely monitor the development of tropical depressions/storms from the National Center for Hydro-Meteorological Forecasting to promptly direct disaster prevention work at facilities under management, ensuring safety for people and important works.

The telegram requests units under the Ministry and units in the Industry and Trade sector to seriously implement this telegram, prepare forces, equipment, means and materials to promptly respond to natural disaster situations; closely coordinate with authorities at all levels in disaster response and participate in rescue when requested.
