The works of the CSAT Project are both economically and socially effective.

BDK.VN - The projects of the Project on developing smart agricultural value chains to adapt to climate change in Ben Tre (CSAT Project) are divided into 2 groups: rural roads and dykes combined with rural roads to contribute to supporting the development of key agricultural product value chains of the province. The projects during implementation ensure the correct investment process, especially with high consensus from the community in the construction area.

Project implementation

The project has issued guidelines for management, operation and maintenance of rural infrastructure works. Completed works are handed over to localities for exploitation and use. The project pays special attention to maintenance instructions to ensure the quality and duration of use of the works.

Through survey and evaluation, the projects have all shown high efficiency, especially economic and social efficiency such as: convenient trade, reduced cost of transporting input and output materials, improved material and spiritual life of rural people.

The specific progress is as follows, for the progress of 35 projects implementing construction investment activities in 2023 and transitioning to 2024: 35/35 projects have been completed and put into use, of which the Provincial People's Committee has approved the final settlement of 15 projects, the Department of Finance is reviewing the final settlement of the remaining 20 projects.

Regarding the progress of 30 projects implementing construction investment activities in 2024 and transitioning to 2025, 20/30 projects have been completed.

For 13 projects in 2025, 4 projects are under construction, 2 projects have been handed over , 2 projects have been evaluated, 1 project is being evaluated, 2 projects have been issued, and the Department of Construction is appraising the technical economic report for the remaining 2 projects.

For 18 projects in 2025 (phase 2), immediately after the Provincial People's Committee approved the adjustment of the Feasibility Study Report, including adjusting and supplementing the list of 18 projects in Decision No. 1703 of the Provincial People's Committee.

PMU urgently prepares investment preparation estimates, organizes appraisal and approval of estimates , prepares contractor selection plans, organizes appraisal and approval of contractor selection plans for bid packages in the investment preparation phase, and procedures for selecting consulting units to prepare technical economic reports.

Currently, the consulting unit is coordinating with the People's Committees of the communes to organize meetings with the people , and has collected people's opinions through the technical economic reports of 18 projects. As a result, the people have agreed to hand over the clean land without compensation. The consulting unit is completing the documents to submit to the Department of Construction and the Department of Agriculture and Environment for appraisal of the technical economic reports.

Private investment in value chain development

Select, divide, disseminate climate-smart agriculture (CSA) model packages and implement investments. The project is carrying out procedures to recruit technical support experts to identify, analyze, evaluate, select and develop documents on highly effective climate-smart agriculture models suitable for each locality in the province to serve as a basis for developing the province's agricultural value chain in a sustainable manner.

The consultant selection period begins in the third quarter and ends in the fourth quarter of 2025. Capacity building activities for value chain linkages based on smart agriculture and digitalization in value chain implementation are invested in upgrading and developing, closely linked to promotional activities, trade promotion and activities of registering brands, trademarks, certifications, packaging, labels, and logos for CSA model products.

The project has coordinated with units to carry out many activities that not only contribute to improving people's capacity and economic development but also create an important foundation to promote chain linkages, develop rural economy associated with the goal of sustainable poverty reduction and new rural construction.

The classes have helped people master knowledge about VietGAP standards, food safety and hygiene, and record keeping of farming records, thereby contributing to increasing the value of agricultural products and increasing access to demanding markets.

Coordinate with the National Target Program on Sustainable Poverty Reduction: Actively support localities in implementing livelihood diversification activities and developing poverty reduction models suitable to practical conditions.

Up to now, 160 livelihood projects/models have been approved and implemented by districts and cities, with the participation of 1,148 households , including many poor, near-poor and newly escaped poverty households . The models are gradually proving effective, helping people increase their income and reduce their dependence on external support.

Coordinated with the Agricultural Extension Center to organize 15 training courses on fresh coconut cultivation techniques for export and management of fresh coconut growing area codes with 648 participants.

The training course provided knowledge to farmers, members of cooperatives and coconut production cooperatives on fresh coconut cultivation techniques for export and management of fresh coconut growing area codes, contributing to supporting actors participating in the coconut value chain to improve production efficiency, share responsibilities and harmonize the interests of all parties.

These activities have made important contributions to improving farmers' digital capacity, promoting agricultural product consumption through e-commerce channels, and creating an effective public-private partnership mechanism in local agricultural development.
