On the afternoon of June 6, during his official visit to Estonia, Prime Minister Pham Minh Chinh received Mr. Jevgeni Kabanov, President in charge of global public policy of Bolt Group - a start-up company providing ride-hailing services, headquartered in Estonia.
Bolt's services include car, scooter, motorbike and food and goods delivery services. Bolt is currently looking to expand its business in Vietnam and is seeking permission from the authorities to operate soon.
Prime Minister Pham Minh Chinh highly appreciated the business performance of Bolt Group (transportation, delivery) in recent times, Bolt's efforts in promoting digital transformation in the field of transportation, freight forwarding, and promoting the sharing economy .
The Prime Minister said that this is a very potential field in Vietnam with a population of more than 100 million people, the needs of the people are increasing as e-commerce is developing strongly. Vietnam strives for GDP growth of 8% or more in 2025 and double-digit growth in the period of 2026-2030, so businesses must grow.
Affirming his support for the trend of green transportation, green services, and sharing economy, the Prime Minister welcomed and said that he would facilitate Bolt's participation in the Vietnamese market, similar to many other transportation and delivery startups in the world that have been present in Vietnam.
The Prime Minister hopes that Bolt will participate in healthy competition, create jobs, benefit the people, deploy activities from low to high, from small to large, starting from big cities and gradually expanding to other areas, including rural areas; research investment, develop new fields and types of business.
Emphasizing that Bolt "has no reason not to succeed in Vietnam", because any service that is beneficial to the people, fast, cheap, of good quality, and convenient will be used by the majority of people, the Prime Minister directed relevant agencies to coordinate with Ho Chi Minh City to urgently handle licensing procedures for Bolt's operations in accordance with the law, ensuring transparency.
The Prime Minister affirmed that the Vietnamese Government will create favorable conditions, in accordance with the law, for Estonian investors to invest and do business effectively and sustainably, in accordance with the law in Vietnam, in the spirit of harmonious benefits and shared risks.
