Outstanding marks
The political contest on protecting the Party's ideological foundation was held for the first time in 2021, for cadres and lecturers of the Ho Chi Minh National Academy of Politics and political schools of provinces and centrally run cities, with two categories: newspapers and magazines. After the success of the first contest, the Central Steering Committee 35 decided to upgrade the contest to a national scale, assigning the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department), the Central Theoretical Council, Nhan Dan Newspaper, Communist Magazine, and the Vietnam Journalists Association to organize (from 2023, Vietnam Television will co-organize). After 5 years, the Political Contest on protecting the Party's ideological foundation has recorded many outstanding results:
Firstly, the contest's influence is increasingly widespread in the political system, the whole society and abroad.
After 5 times of organization, the contest has increasingly spread widely in the country and internationally, with the number of entries increasing each year (1) . The composition of the contest is increasingly expanding, not only attracting the core staff of the Steering Committee 35 at all levels, theoretical research agencies, reporters, editors of news agencies and newspapers, but also attracting a large number of authors from many social sectors, professions, and ages. Many authors are from remote, border, and island areas; authors are officials, embassy staff, Vietnamese students working and studying abroad, scientists at research institutes, and officials at foreign media agencies. Notably, the contest received attention, response and participation from a number of foreign scholars and politicians, such as the General Secretary of the Communist Party of Switzerland, a number of leading Marxist research experts from major research institutes in China, officials from the Lao National Academy of Politics and Public Administration, the Communist Party of the United States, Italy... Many entries with the participation of groups of authors from many different agencies, units and localities, including international ones, show the attractiveness of the contest.
Over the past 5 years of organization, the Steering Committee of the contest has awarded 570 prizes to authors and groups of authors with excellent works, including 480 official prizes and 90 promising prizes; awarded prizes to 8 outstanding young and old authors; including many authors and groups of authors who have won high prizes many times. The Steering Committee has also awarded certificates of merit and prizes to 80 excellent groups, many of which have achieved good results over many seasons (2) .
Second, the Contest is a form of gathering forces on the political struggle front, contributing to building a "national position" in protecting the Party's ideological foundation.
The political contest on protecting the Party's ideological foundation is a creative and effective way to raise awareness, consciousness and responsibility of cadres, party members and people in the task of protecting the Party's ideological foundation. This is not only the task of specialized forces, but also the responsibility of the whole society and of each individual in accordance with the spirit of Resolution No. 35-NQ/TW of the Politburo. Through the contest, cadres, party members and people can more clearly identify false and distorted arguments to improve "resistance" and create "immunity" against bad and toxic information. At the same time, it contributes to strengthening trust, increasing solidarity and unity within the Party and the political system, creating social consensus, successfully carrying out the task of building and defending the Fatherland, constantly consolidating and enhancing the position and potential of the country and the prestige of the Party. This is an important basis for building and consolidating the "people's position" in protecting the Party's ideological foundation.
In the annual competitions, the military, police, press, propaganda and mass mobilization forces, and political theory lecturers across the country have played a key role with many high-quality, combative works. Many new factors have been discovered, including the large participation of union members and youth, bringing a new vitality. The award ceremony of the Competition is not only to honor the winning collectives and individuals, but also an opportunity to commend the forces participating in the competition, creating motivation and inspiration to participate more and more actively in the task of protecting the Party's ideological foundation.
Third, the contest provides a rich source of good-quality political works with scientific arguments, serving the propaganda to protect the Party's ideological foundation and fight against erroneous and hostile viewpoints.
Over the past 5 years, there have been more than 1.5 million entries in 5 categories (newspapers, magazines, video clips, radio, television). Each entry demonstrates the awareness, enthusiasm, responsibility, initiatives and solutions of the author and author group for the work of protecting the Party's ideological foundation. Each year, the requirements of the contest are raised with adjustments and additions to the scoring scale for each category, harmoniously arranging the requirements for content and form. Scoring criteria, such as good titles, attractiveness, attracting readers, reflecting the content of the article; ensuring the novelty (timeliness, updating, discovery, practical significance) of the issue; content ensuring scientific, political, combative, persuasive; combining theory with practice, between "building" and "fighting"; ensure the structure of a political work, coherent writing style, tight, sharp, logical arguments, convincing and engaging readers; promote the creativity and political messages of works in the genres of television, radio, and video clips. Many entries vividly reflect good experiences, models, and creative ways of implementing Resolution No. 35-NQ/TW of the Politburo, especially models, experiences, and solutions to fight to protect the Party's ideological foundation and refute erroneous and hostile viewpoints.
Unlike other competitions, the works participating in the Political Contest on Protecting the Party's Ideological Foundation are original creative products, not yet published in the mass media, and are a rich source of quality scientific materials and arguments serving the propaganda to protect the Party's ideological foundation.
Fourth, the contest contributes to improving the capacity of direction, administration and organization of the implementation of Resolution No. 35-NQ/TW of Party committees and steering committees at all levels.
Over the years, the organization of the Contest has become increasingly systematic and synchronous from the Central to the local levels, with the close and regular leadership and direction of the Central Steering Committee 35, the early and synchronous, regular and continuous participation of the provincial and municipal Party Committees, and Steering Committees 35 at all levels. The work of developing plans, regulations, rules, and a system of contest themes has been carried out early; the work of communicating and disseminating the contest has been maintained regularly. The work of receiving and classifying contest entries, organizing preliminary and final judging panels, and organizing the award ceremony has been carried out systematically, scientifically, and carefully screened through many levels. From the 2024 Political Contest, the Organizing Committee has clearly stipulated the regulations on the number of contest entries sent to the Central level (3) . Therefore, the organization of the Contest in localities poses high requirements, requiring the mobilization and coordination of forces of many agencies and units, especially the advisory and organizational role of the propaganda and mass mobilization committees at all levels in screening, evaluating and selecting works to send to the Central Committee.
The 5th contest (2025) took place in the context of units and localities restructuring and streamlining their apparatus with many important political tasks. However, most units and localities proactively completed the contest before the merger. This shows that the capacity to direct, operate and organize the implementation of Resolution No. 35-NQ/TW of Party committees, authorities and Steering Committees 35 at all levels has been improved, which is an important basis and valuable experience to continue improving the quality and effectiveness of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the coming time.
Fifth, the award ceremony was held solemnly, creating a wide spread in the political system and the whole society.
The annual award ceremony is solemnly held and broadcast live on VTV1 channel of Vietnam Television. Attending the award ceremony were key leaders of the Party and State, members of the Politburo, Secretariat, and Central Party Committee; leaders of departments, ministries, branches, localities... and the participation and monitoring of a large number of cadres, party members, and people, creating a widespread influence throughout society.
The award ceremony was shared on digital platforms and posted on social media, creating a positive media effect in carrying out the task of protecting the Party's ideological foundation and fighting against erroneous and hostile views.
Reasons for success and lessons learned
After 5 years of organizing the contest, it shows that to ensure success, it requires the attention, leadership and direction of the Central Steering Committee 35, Party committees, heads of agencies, units and localities.
The contest was directed by the Central Steering Committee 35 and included in the annual work plan. The Central Propaganda and Mass Mobilization Commission - the Standing Office of the Central Steering Committee 35 - issued a document assigning provincial, municipal and affiliated party committees to propagate and urge response and participation throughout the political system. The Standing Committee of the Vietnam Journalists Association sent a document to all levels of the association and press agencies to disseminate the contest plan and rules, and encourage members and journalists to participate. The Standing Committees of provincial and municipal party committees and Steering Committees 35 at all levels effectively participated. consider this a broad political activity, a key task in protecting the Party's ideological foundation.
During the competition and award ceremony, news agencies, newspapers, websites, and media systems from the central to local levels actively promoted and disseminated the plan, rules, themes, implementation process, and results of the competition. Social media spread information and created positive public opinion in the political system and throughout society.
The methodical organization and the smooth and effective coordination of agencies and units contributed to the success of the contest. During the contest, the Organizing Committee advised the Steering Committee, directly organized the contest-related activities and the award ceremony flexibly and proactively. The members of the secretariat and support team were truly dedicated and responsible; the standing unit made many efforts, constantly made efforts, and innovated in advising and proposing the implementation of related work.
The organization of the examination is conducted impartially, objectively, with information security and strictness. The members of the jury are scientists and experts with prestige and high expertise. The examination criteria are built and discussed carefully, both qualitatively and quantitatively, in which the Party spirit, scientific spirit, combative spirit, novelty and creativity are emphasized.
The reports broadcast at the annual award ceremony are closely following the content and meaning of the competition, reflecting the spread and response atmosphere in agencies, units, localities, especially from remote areas, and abroad. The coordination work to prepare conditions ensures that the award ceremony is proactively implemented, with clear and specific assignment of tasks and smooth coordination.
The contest's website (baovenentang.org.vn) is always proactive and timely in posting information about the plan, rules, and orientation of the contest's themes. The contest's Organizing Committee has edited, published, and distributed 6 books compiling award-winning articles and magazines for units and localities to refer to and apply in building political products on protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.
In terms of resources, in addition to the regular budget of the Ho Chi Minh National Academy of Politics, the contest also receives the accompaniment and support of agencies and businesses.
However, in addition to the proactive and active participation of units and localities, some localities have not really paid attention to organizing the contest, so the number of participating works is not high. Some localities have not focused on training core forces, so the quality of works is limited. Some works submitted to the Central competition do not meet the criteria of a political work (both content and form). The 2025 contest takes place in the context of restructuring and streamlining the organizational apparatus, so the specialized and core forces of many units have fluctuated, affecting the quality of the organization of the contest.
After 5 years of organizing the contest, some lessons learned are as follows:
First, there is unity in perception of the role and importance of the competition .
This is a creative form in protecting the Party's ideological foundation, mobilizing a wide range of forces to promote collective intelligence and creative ideas, meeting the requirements of a large number of cadres, party members and people, while also having a focus, key points and high expertise. Therefore, in order to organize the contest well, the Party Committee and leaders need to clearly understand the role and importance of the contest, thereby having focused and drastic directions in the organization and having ways to mobilize the participation of cadres, party members and people.
Second, closely link the competition with the political tasks of agencies and units at each specific time.
This is an important experience to both build high-quality product lines, closely linking theory and practice, and promote the value of the contest in the work of protecting the Party's ideological foundation at the local level. The works not only participate in the contest, but must directly serve the core political tasks of each unit and locality, at each specific time. The role of the steering committees at all levels in guiding the theme is extremely important. At the Central level, the contest theme closely follows outstanding theoretical and practical issues, new policies and guidelines, "bottlenecks" and "bottlenecks" in the work of protecting the Party's ideological foundation. Based on the general orientation, agencies, units and localities concretize the theme orientation associated with their political tasks.
Third, closely combine the widespread mobilization of all classes of people with the building and organization of core forces.
Protecting the Party's ideological foundation is the political task of the entire Party, the entire army and the entire people, so the political contest needs to mobilize a large number of people from all walks of life to participate, creating a solid "national position". In particular, building a core cadre team is an important factor, decisive for the quality of the contest. The cadre team must be regularly trained and fostered in knowledge and skills to create political works, from selecting issues to collecting information and documents to analyze, synthesize and solve the issues raised, to ways to present content in an attractive and creative way. Units, localities, press and media agencies need to continue to pay attention to building a team of quality political theorists, collaborators, reporters and editors to meet new requirements.
Fourth, the coordination of many participating forces, in which the core is the propaganda and mass mobilization committee at all levels.
Organizing the contest involves many different stages, from planning, organizing implementation, receiving, screening products, judging, awarding prizes... requiring synchronous, proactive, smooth, close, responsible and effective coordination of forces. At the central level, the coordination of the agencies in charge of and participating in organizing the contest is increasingly smooth and effective. At the local level, it is necessary to further promote the role of press and media agencies, political schools, and political theory teaching facilities. This is the experience in organizing the implementation of the task of protecting the Party's ideological foundation in general, and the propaganda work to protect the Party's ideological foundation in particular.
It can be affirmed that the Political Contest on protecting the Party's ideological foundation is truly a bright spot in implementing Resolution No. 35-NQ/TW of the Politburo on "Strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation". The contest is a convergence of new ideas, good initiatives, unique and creative works, enthusiastic and responsible arguments and interpretations on protecting the Party's ideological foundation, contributing to consolidating and developing the Party's ideological foundation, realizing the goal of building a peaceful, independent, democratic, prosperous, civilized, prosperous, happy Vietnam, firmly moving towards socialism./.

The second competition (2022) had 116,252 entries in the newspaper and magazine category (more than 13 times more than the first competition). The fourth competition received 463,792 entries, 1.5 times more than the third competition.
