Former Chairman Nguyen Duc Chung continues to deny being given 2.6 billion VND for Tet

The former Chairman of Cay Xanh Company stated that on holidays and Tet, he gave Mr. Nguyen Duc Chung 2.6 billion VND many times as a thank you, however, Mr. Chung denied this statement.

Regarding the case of inflating the price of trees in Hanoi, on June 13, the Ministry of Public Security's Investigation Police Agency completed a supplementary conclusion and continued to propose prosecuting former Hanoi Chairman Nguyen Duc Chung.

According to the additional investigation, the planting, replacement and addition of trees in Hanoi has been carried out for many years. Since 2016, Mr. Chung requested to suspend bidding in districts and reduce the focal point to the Department of Construction for implementation.

At subsequent meetings, defendant Chung directed, imposed, and forced subordinates to apply the form of ordering from Green Eco Company, while bidding was possible.

Green Ecology Company was newly established in 2016, not qualified to place orders but has a close relationship with defendant Chung.

The director of this company is Bui Van Man, a debt evader in Lam Dong , who was called to Hanoi by Mr. Chung to work on the tree, the investigation agency stated.

Through the instructions of defendant Chung, from 2016 to 2019, the Urban Technical Works Maintenance Board under the Department of Construction did not organize bidding but signed a direct order contract with Hanoi Green Parks and Trees Company Limited (Green Trees Company) and Green Ecology Company.

The Maintenance Board has ordered 10 contracts from Green Tree Company worth more than 241 billion VND; Green Ecology Company has 6 contracts worth more than 43 billion VND.

During the contract implementation process, a group of Maintenance Board officials and the heads of these two enterprises colluded to inflate prices, causing losses to the state of more than 34 billion VND.

The investigation agency said that it had organized a confrontation between the accused Chung and the accused Bui Van Man. From here, the supplementary investigation conclusion did not change the content compared to the previous version.

According to the conclusion, after being ordered by Hanoi, Hanoi Green Tree Company colluded to inflate the price of green trees to gain a profit of 17 billion VND.

Vu Kien Trung - former Chairman of Cay Xanh Company stated that on holidays and Tet from 2016 to 2018, he repeatedly gave Mr. Chung a total of 2.6 billion VND to thank him for creating favorable conditions and directing Hanoi Departments and branches to place orders for the company.

Defendant Bui Van Man also confessed that he spent 1.2 billion VND to plant trees at Yen Khe Kindergarten (Thanh Ba district, Phu Tho) for defendant Chung to use his personal capacity to sponsor and spent 140 million VND to plant trees at defendant Chung's parents' house in Phu Tho; 240 million VND to plant trees at defendant Chung's uncle's church in Hai Duong. Man confessed that all the money given to Mr. Chung to plant trees came from inflating the price of trees.

However, defendant Chung denied the above statements, claiming that he did not receive any money from Trung. He and several others had also paid in full for Man planting trees at the above locations.

Regarding Bui Van Man's statement about planting trees at a school in Phu Tho, Mr. Chung said that it was sponsored and supported by former students of the school.

As for the defendant Man planting trees at Mr. Chung's parents' house in Phu Tho, it was because while planting trees at a school near his house, Man persuaded Mr. Chung's parents to plant trees. After that, the family paid Man. According to Mr. Chung, the trees Man planted in Hai Duong were also planted by a person named Phi and Man, after that Phi paid Man.

During the additional investigation, the Investigation Police verified at the above locations and determined that people came to plant trees at these places, consistent with Bui Van Man's statement about planting trees for Mr. Nguyen Duc Chung.

In addition, the Ministry of Public Security's Investigation Agency confronted the defendants Nguyen Duc Chung with Vu Kien Trung and Bui Van Man. The results of the confrontation showed that they maintained their original statements.

This is the fourth case that has brought Mr. Nguyen Duc Chung into legal trouble. Previously, the former Chairman of Hanoi was involved in three criminal cases.

After the appeal hearing of the bidding violations case related to Nhat Cuong Company on July 13, 2022, Mr. Chung must serve a total sentence of 12 years in prison.
