Da Nang provides free personal digital signatures to all citizens

With the free issuance of personal digital certificates, Da Nang residents can use digital signatures when performing administrative procedures and other transactions in the electronic environment.

The 8th locality issues free digital certificates to people

Since its construction and operation in 2019, the Da Nang City Public Service Portal has been designed as a core, meeting technical criteria such as payment, digital signature, scheduling, dynamic eform definition, etc. and combining delivery, receipt and return of administrative procedure results via public postal services. Therefore, the implementation has been gradually simplified to ensure efficiency for organizations and individuals to access the city's online public services.

According to statistics from the Department of Information and Communications of Da Nang, by May 2023, most of the city's administrative procedures had been provided as full-process online public services, with 1,797 services, only about 4.5% of procedures were provided online partly due to various regulations. In addition, 1,635 online public services were integrated and provided on the National Public Service Portal.

To further facilitate people and businesses in conducting transactions in the electronic environment, including using online public services, on July 7, the Department of Information and Communications of Da Nang City signed a memorandum of understanding to coordinate the implementation and promotion of digital signature popularization in Da Nang with the Vietnam Digital Signature and Electronic Transaction Club and 7 public digital signature certification service providers (CA).

Deputy Director of the Department of Information and Communications of Da Nang, Tran Ngoc Thach, said that in the coming time, the police will assign officers to preside over and coordinate with the Community Digital Technology Team and the Youth Union in the localities to issue and guide the use of digital signatures for people. The planned locations for organizing propaganda activities and issuing personal digital signatures for people in the city are at the one-stop areas of agencies; at transaction points of postal and telecommunications enterprises; or during activities of residential groups, community activities; at seminars/training sessions...

More services using personal digital signatures are needed

The memorandum of understanding on promoting the popularization of digital signatures in Da Nang city also stated that in the coming time, the Department of Information and Communications of Da Nang and the Vietnam Digital Signature and Electronic Transaction Club will coordinate to implement communication activities, provide consultation, and introduce the application of remote digital signature solutions for people in Da Nang city to use in the city's public services.

In particular, in addition to the general policy of free use of personal digital signatures in the form of remote digital signature on mobile devices for a period of 12 months for all Da Nang residents, when using and transacting digital signature of administrative procedures on Public Service Portals, public CAs including VNPT, Viettel, FPT IS, Bkav, Misa , Savis (Trust CA), Nacencomm (CA2) will have separate preferential policies for individuals and organizations using remote digital signature solutions to perform other online transactions.

In recent times, public CAs have also accompanied the National Electronic Authentication Center - NEAC in developing personal digital signatures for people, through activities supporting the issuance and free distribution of digital certificates as well as promoting and guiding people to use digital signatures in electronic transactions. Thereby, promoting awareness change and shaping new habits of people and society in electronic transactions.

To date, NEAC and public CAs have coordinated to provide free digital signatures to people when using online public services in 8 localities including Hanoi, Thai Nguyen, Quang Ninh, Ba Ria - Vung Tau, Yen Bai, Ho Chi Minh City, Binh Duong and Da Nang. The total number of personal digital certificates issued is 500,000. Along with that, 21 localities have successfully integrated digital signatures into the Public Service Portal.

Sharing at the regular press conference in July of the Ministry of Information and Communications, Mr. Pham Quoc Hoan, Deputy Director of NEAC emphasized that digital signature is an important element in carrying out electronic transactions. When digital signature is popularized, all transactions can be carried out safely in the electronic environment. However, the representative of NEAC also pointed out that the current environment for using personal digital signatures is still limited. Therefore, in the coming time, industries and fields need to provide more services for people to use personal digital signatures.
