The city will auction 74 land lots in districts. Departments, branches and units are also urgently completing procedures and proposing to remove obstacles to organize auctions of large land lots as well as auctions of short-term land leases (5 years) to limit waste of public assets, create conditions to free up land resources, increase revenue for the state budget and support socio -economic development activities from non-budgetary investment sources.

Auction of 74 residential plots in February and March
According to the Danang Land Fund Development Center, promoting the results and experiences gained in 2024 with a total revenue of more than 320 billion VND from the successful auction of 5 large land plots and 46 residential land lots, the unit is actively coordinating with departments, branches, localities, and units to complete procedures and organize auctions of many large land plots and residential land lots in 2025.
Accordingly, it is expected to auction 16 land plots with a total land rental fee at a starting price of VND9,313 billion. In case the city completes the adjustment of the zoning plan in time in 2025 (for 4 land plots) or there is additional land use demand, relevant departments, units and localities will synthesize and report to the City People's Committee to supplement the list of land use rights auctions in the year. Along with that, it is expected to auction 143 residential land plots whose auction plans have been approved by the City People's Committee and supplement the auction list of 126 residential land plots in 2025 with a total land use fee collected at a starting price of more than VND1,437 billion.
Director of the Da Nang Land Fund Development Center Huynh Tan Quang said that the organization of land auctions this year was carried out quite early. For example, the unit is coordinating with the Vietnam Auction Joint Stock Company to announce the time to receive registration documents to participate in the auction of 74 residential land lots in the city from February 11 to February 24, March 3 and March 10, 2025. These 74 residential land lots have a total area of over 1.22 hectares and a total starting value of up to VND 445.78 billion.
Specifically, the first land auction in 2025 will take place on February 27, 2025 with 23 residential land lots with a total area of 3,328m2 , the total starting price is 137.171 billion VND, including: 3 land lots at the corners of the intersections along 29/3 Street (Cam Le District); 3 lots at the intersections along Kha Vang Can Street (Hoa Vang District), 3 lots at the intersections along Go Lang 1 Street (Hoa Vang District); 2 corner lots at the intersections and intersections along Pham Van Xao Street, 1 corner lot at the intersection of Tran Nhan Tong Street and the 5m planned road, 11 land lots (from lot number 29 to 39) along Chu Huy Man Street (Son Tra District).
The second auction took place on March 6, 2025 with 30 residential plots (from plot number 8 to 37) in row B2-3A with 2 frontages on Vo Chi Cong and Luu Dinh Chat streets (adjacent to the back) in Ngu Hanh Son district, the area of each plot is 105m2 , the total starting price is 149,019 billion VND (starting price is more than 4,967 billion VND/plot). The third land auction will be held on March 13, 2025 with 21 residential land lots with a total area of 5,727m2 , with a total starting price of more than 159,594 billion VND, including: 5 land lots (from lot number 193 to 197) along Minh Mang Street, 10 land lots at the corners of three-way and four-way intersections along Ban Ban 15 Street and 6 land lots at the corners of three-way and four-way intersections along Hoang Hoi Khanh Street (Ngu Hanh Son District).

Quickly remove obstacles
Currently, the Danang Land Fund Development Center manages unused public land including 350 large plots of land and nearly 15,000 resettlement plots. Along with coordinating the implementation of procedures, auctioning large plots of land to call for investment in socio-economic development projects and residential plots with frontage on wide roads, at the corners of intersections, etc.,
The Da Nang Land Fund Development Center has proposed that the city remove obstacles in legal procedures for short-term land lease (5 years) to ensure environmental sanitation and limit waste of public assets, create conditions to free up land resources, increase revenue for the state budget and support socio-economic development activities from non-budgetary investment sources. In fact, in previous years, the Da Nang Land Fund Development Center has implemented a pilot auction for limited-term land lease for 3 land plots and the City People's Committee has also approved the auction plan and decided to auction 11 land plots for limited-term lease for temporary parking lots.
However, the implementation of the auction for lease of land for a limited period of time for the above 11 land plots and other public land plots and areas must be temporarily suspended due to regulations on procedures for short-term land lease in the locality.
To resolve the above-mentioned difficulties, the City People's Committee recently issued a document assigning the Department of Natural Resources and Environment to direct the Danang Land Fund Development Center to deploy and implement short-term land fund leasing (5 years) according to Article 43 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the 2024 Land Law; departments, branches, sectors and localities coordinate with the Danang Land Fund Development Center in the process of implementing short-term land fund leasing in the city.
Regarding some difficulties in the process of implementing the auction of large land plots, the city's departments and units are recommending that central ministries, branches and the City People's Committee remove them and actively complete procedures to promote land auctions to call for investment in socio-economic development in 2025.
