Da Nang completes evacuation of people from dangerous areas before 5pm tomorrow

Faced with the complicated developments of storm No. 12 (Fengshen storm) which is likely to cause very heavy rain, this afternoon, October 21, the People's Committee of Da Nang City issued Official Dispatch No. 8 requesting the entire political system to take action with the most proactive, urgent, and drastic spirit to respond and protect the safety of people's lives and property.

Also related to the preparation work to respond to the complicated developments of storm No. 12 (Fengshen) and the risk of heavy rain, flooding, and widespread flooding, on October 21, Waterway Police Team No. 1 (Traffic Police Department, Da Nang City Police) mobilized maximum forces and means, proactively and synchronously deployed response measures.

The unit has closely coordinated with the City Border Guard, Inland Waterway Port Authority, Son Tra Ward Police, Fire Prevention and Rescue Police Force, Tho Quang Wharf Management Board... to safely arrange for fishing boats and tourist boats to enter the storm shelter anchorage area.

As of 3:00 p.m. on October 21, the functional forces of Da Nang City have safely arranged 104 vehicles in the Co Co River area (including 59 fishing boats, 22 tourist boats, 5 sailboats, 1 canoe, 6 rudimentary boats, 15 small boats) and 832 vehicles at Tho Quang fishing port (671 fishing boats, 161 small boats).

In the coming days, the City Police Traffic Police Department will continue to mobilize 100% of officers and soldiers to be on duty 24/7, increase patrols and control in areas at high risk of flooding and flash floods, promptly support people, and be determined to minimize damage caused by storms.

Rising water levels in the Han River combined with large waves continuously hitting the embankment of Nhu Nguyet Street, causing serious damage to many sections of riverside sidewalks.

On the same afternoon of October 21, CAND Newspaper reporters recorded at the foot of Thuan Phuoc Bridge (Hai Chau Ward, Da Nang City) that the rising water level of the Han River combined with large waves continuously hitting the embankment of Nhu Nguyet Street, causing serious damage to many sections of the sidewalk along the river.

Due to the impact of storm No. 12, high tides and strong winds caused waves on the Han River to be more than 3 meters high, each wave crashing into the shore. At many times, water overflowed the railing, splashing into white columns higher than the edge of the embankment and then pouring down onto the sidewalk, spreading onto Nhu Nguyet Street. The pressure of the large waves caused the sidewalk along the river to shift, the tiles to peel off, many tiles were blown off, lying haphazardly along the route. In some locations, the sidewalk was deeply eroded, creating dangerous water holes and subsidence points, water from the river overflowed, causing local flooding, making it difficult for people and vehicles to travel through the area.

Faced with the above situation, functional forces and local authorities were present to inspect, stretch warning ropes, and request people to limit access to riverside areas to ensure safety. Infrastructure management units were also mobilized to record the damage and deploy temporary solutions to prevent water from flooding into residential areas.

On October 21, strong waves continuously hit the shore, causing severe damage to the sidewalk on Nhu Nguyet Street (Da Nang).

On October 21, the Department of Construction of Da Nang City issued a document requesting the Inland Waterways Port Authority to coordinate with port and inland waterway management and operation units to urgently deploy plans to prevent storms and floods and raise the span of Nguyen Van Troi Bridge to facilitate the relocation of boats to avoid storms.

Accordingly, all tourist boats anchored at Han River Port and CT15 Inland Waterway Terminal must move to safe shelters before 3:00 p.m. on October 21. The move is to ensure absolute safety for people and vehicles in the context of the possibility of heavy rain due to the impact of storm No. 12.

On the afternoon of October 21, Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Da Nang City, signed Official Dispatch No. 8 requesting the entire political system to take action with the most proactive, urgent, and drastic spirit to respond and protect the safety of people's lives and property.

Accordingly, the People's Committee of Da Nang City assigned the directors of departments, branches, and chairmen of the People's Committees of communes and wards to activate the highest level of natural disaster prevention plans, strictly implement the "4 on-site" motto, grasp the situation of storms, flash floods, and landslides to promptly direct and respond. Localities must complete the evacuation of people from dangerous areas and areas at risk of deep flooding and landslides before 5:00 p.m. on October 22, ensuring that evacuation sites have enough food, drinking water, medicine, blankets, and mosquito nets, so that people do not go hungry or cold.

Police, military and border guards are required to proactively review and arrange personnel, vehicles and rescue equipment, and be ready to support localities in all situations; resolutely not to be passive or surprised.

People's Committees of coastal communes and wards continue to call for, count and strictly manage boats, maintain regular communication, guide fishermen to find safe shelters, and not let boats operate in dangerous areas.

The Department of Construction focuses on inspecting and operating the reservoir system, anti-flood pumping stations, and proactively responding to vulnerable points and deep flooded areas. The Department of Agriculture and Environment directs to ensure the safety of irrigation dams and dykes, minimizing damage in agricultural production and aquaculture. The Department of Industry and Trade prepares goods, fuel, drinking water, and necessities to promptly support people in emergency situations.

The leaders of the City People's Committee also requested the Military Region 5 Command and the Naval Region III Command to coordinate and prepare forces and means to support Da Nang in responding, rescuing, and overcoming the consequences of the storm. In particular, the entire city is required to increase 24/24 duty, regularly update the storm situation, proactively inform, and advise people to stockpile food and necessities for at least 3 days to proactively respond, contributing with the government to ensure absolute safety in all situations.
