Da Nang expands health insurance coverage

By the end of July 2025, Da Nang city recorded more than 2.62 million people participating in health insurance, reaching 98.02% of the target, with universal health insurance coverage of 93.13%.

The above results were achieved thanks to policy innovations, community cooperation, and many practical support models, helping people in difficult circumstances access health care services, contributing to strengthening the comprehensive social security network after the merger.

Bringing policy to workers

According to Director of the City Social Insurance (SI) Nguyen Tri Dai, to increase the rate of people participating in health insurance (HI), social insurance agencies at all levels actively promote propaganda and dissemination of policies to specific groups of people.

For example, recently, the City Social Insurance coordinated with the City Labor Federation to organize a propaganda and direct dialogue session at the 29/3 Textile Joint Stock Company, focusing on introducing new points of the Social Insurance Law 2024, and at the same time instructing employees on how to recover the password of the VssID application - Social Insurance number, how to look up information on the City Social Insurance Electronic Information Portal as well as the industry's official social networking platforms.

These practical activities help workers easily access, update and effectively use digital utilities, thereby raising awareness and proactively participating in health insurance and social insurance.

Not only stopping at propaganda work, many models support people in difficult circumstances to access social security and sustainable health care systems.

In Binh Thuan area (Hai Chau ward), the model “A small card, eliminating worries” launched by Party Cell 19A has become a bright spot. From mobilizing within party members to calling for community cooperation, the model has helped dozens of disadvantaged cases access medical examination and treatment services using health insurance cards, contributing to taking care of people’s health right at the grassroots level.

Ms. Le Thi Nam (67 years old, residing in Hai Chau ward) lives alone and has no stable income. She is one of the beneficiaries of the model. She shared: “Before, every time I got sick, I was afraid to go to the doctor because I was afraid of the cost. Thanks to the health insurance card given to me, I feel more secure and can go to the doctor in time without fear of high costs.”

Creating a humane and sustainable safety net

In Thanh Khe area, the program to support the disadvantaged to participate in social insurance and health insurance, chaired by Thanh Khe Social Insurance, in coordination with businesses and philanthropists, has helped hundreds of people in difficult circumstances. The program has mobilized more than 270 million VND to present 152 social insurance books and 62 health insurance cards to people and students.

Deputy Director of Thanh Khe Social Insurance Le Lanh shared: “Each book or card given out carries a message of sharing, connection and social responsibility. We do not only provide immediate support, but also want to sow the seeds of self-reliance, encouraging people to understand the long-term value of social insurance and health insurance to proactively protect their own health and future.”

The spread of the program cannot be achieved without the support of the business community.

As one of the units actively participating in the support, Mr. Nguyen Trung Quan, Director of BAP Investment and Technology Joint Stock Company expressed: “We consider this not simply a charity activity, but a profound investment for the future. A healthy community, caring for each other and having a sustainable social security system is the foundation for solid development in any circumstance.”

Mr. Nguyen Tri Dai said that the health insurance policy is becoming more and more practical. Changes in legal policies and the joint support of the community to increase the health insurance coverage rate, create a humane and sustainable social security network, aiming to leave no one behind due to lack of access to health services.

To develop Da Nang city comprehensively after the merger, along with expanding benefits, current procedures related to health insurance have also been significantly improved, towards simplification, shortening waiting time and reducing administrative barriers for people.

Medical examination and treatment facilities in the city are actively coordinating with the city's Social Insurance to implement the new process, ensuring convenience and efficiency.

In particular, communication work on the rights and responsibilities of health insurance participants will be further promoted, helping to raise public awareness, encouraging people to proactively participate in insurance to protect their own health and that of their families and contribute to ensuring social security in the city.

In the first 6 months of 2025, the Health Insurance Fund paid medical examination and treatment costs for more than 3.6 million people in Da Nang city, with a total amount of nearly 2,900 billion VND.
