Delegate Nguyen Thi Lan ( Hanoi delegation) said that the construction of Gia Binh airport is also appropriate when Noi Bai airport is operating beyond its capacity, the expansion of the southern airport is facing difficulties due to the large population, large land clearance costs and time-consuming nature.

Expectations to improve the country's competitiveness

Especially when neighboring provinces such as Bac Giang , Hung Yen, and Hanoi concentrate many industrial and electronic production centers, attracting FDI, having a modern airport in the right strategic location will enhance the country's competitive position.

The construction of the airport is in line with the overall master plan. Capital mobilized from the private sector for Gia Binh airport also helps reduce pressure on public investment, while serving the strategy of national defense, security, and foreign affairs for important events.

However, delegate Lan said that with 7,100 affected households, it will be a challenge and without a good solution, the project will be delayed.

At the same time, it is necessary to carefully research to minimize environmental impacts, forecast transportation needs, and exploit structures to consider investments with appropriate scales, ensuring efficiency.

There are good solutions to clear the land faster and on schedule. Along with that is ensuring livelihoods for people when land is recovered.

Also highly in agreement with the investment in Gia Binh airport to become a symbol of the country, especially in the international integration where a large-scale airport is needed, delegate Nguyen Minh Hoang (HCMC) said that this airport also helps solve the overload situation compared to the planning, when creating an aviation network in the Northern region, the capital Hanoi.

However, Mr. Hoang said that there are many issues that need to be clarified before approving the investment policy for Gia Binh airport.

First of all, it is necessary to calculate the transport demand of Gia Binh airport with Noi Bai airport as well as the airport system in the North such as Van Don airport; other modes of transport such as highways, roads, high-speed railways...

With the project scale determining the passenger scale of 30 - 50 million passengers/year, while comparing with Long Thanh airport, delegate Hoang said that it needs to be explained more clearly to convince, refer to international airports for appropriate calculations.

Further analysis, thorough evaluation of effectiveness

Regarding land acquisition, the impact is huge with more than 7,100 households, 18,000 graves and national and provincial cultural relics, many relic sites need to be preserved. This reality raises the issue that compensation and clearance is not easy, but the target is set to be completed by 2026, causing delegates to express concern due to the huge workload.

Not to mention the policy of attracting labor, people working in international ports cannot do it immediately because of the requirement of training and vocational training. The 500kV, 220kV, 110kV power lines pass through or the water canals. Therefore, Mr. Hoang believes that there needs to be special policies and mechanisms, specific mechanisms for investors and the Provincial People's Committee in site clearance and land recovery.

Another concern of the delegates is that historical and cultural relics need to be preserved but must be relocated. These are recognized historical and cultural relics, including national historical and cultural tourism sites, and if they have to be relocated, it will affect the structure, architecture and materials.

"Is it still a historical relic? I think that issue needs to be analyzed very carefully, the Ministry of Culture also needs to have its own opinions. In the spirit of supporting the investment policy of Gia Binh International Airport, I still feel hesitant, I really want to clarify further" - Mr. Hoang said.

According to delegate Truong Thi Ngoc Anh ( Can Tho ), the construction of Gia Binh airport can create a transit center for goods and passengers, which is very good. However, she expressed concerns about the effectiveness when the distance from Noi Bai is very close, only about 40km, while with the current number of passengers, the airports can also meet the demand, so is the current capacity as presented in the proposal appropriate?

"In the long term, I think it will be able to meet the requirements, be a transit center for goods or share and reduce the pressure on Noi Bai airport. However, at present, I see that it is not effective, so it is necessary to analyze and evaluate very specifically so that when investing in such a large project, it must ensure efficiency and promote its effects" - Ms. Anh raised the issue and suggested that it is necessary to review the contents related to investors.
