On the afternoon of November 7, the National Assembly turned to questioning cultural and social fields. Questioning Minister of Education and Training Nguyen Kim Son, delegate Ly Tiet Hanh (Binh Dinh delegation) reflected that according to the new generaleducation program, basic general knowledge is equipped until the end of junior high school. Junior high school is a very important milestone to continue to implement student streaming. However, currently, when finishing junior high school, students do not take graduation exams but consider graduation, while when finishing high school, they take high school graduation exams.
Delegate Ly Tiet Hanh raised the issue of whether it is necessary to abolish the high school graduation exam.

"Minister, please let me know if it is necessary to change the direction of organizing the junior high school graduation exam in combination with the 10th grade entrance exam and high school graduation exam?", Ms. Hanh questioned. In addition, the delegate also asked the minister to let me know the biggest concerns and problems that teachers expressed at the meeting and discussion with 1 million teachers organized by the Minister of Education and Training at the beginning of the last school year (September).
Responding to delegates, Minister of Education and Training Nguyen Kim Son said that at the meeting and exchange, teachers expressed their thoughts that the challenges of the education career are great, but the lives and conditions of teachers to overcome the challenges also have limitations and difficulties.
"Teachers, especially young teachers who have just started their careers, have difficulty with salaries. Teachers in remote areas have difficulty with facilities and public housing. In addition, teachers also hope that society and parents will share more with the huge work that teachers are doing. Of course, teachers also want to see improvements in salaries and living standards," said Minister Nguyen Kim Son.
Should the high school graduation exam be abolished?
Regarding the issue of why there is no graduation exam in junior high school but there is a graduation exam in high school, and whether this should be changed or not, Minister Nguyen Kim Son said "this is also a perspective and an opinion".
The Minister of Education and Training affirmed that the high school graduation exam will still be held in the coming years.

However, Minister Nguyen Kim Son explained that according to the design of the 2018 General Education Program, the secondary school level will be a basic, fundamental, and integrated educational stage to equip students with the most fundamental knowledge of general education. The high school program will strengthen the factors of streaming, career guidance, and increase choices for students.
According to Mr. Son, if there are too many exams in 12 years of general education, it will be a very heavy story for students. Public opinion, parents, students and the education sector itself also see the need to reduce exams at the end of secondary school.
Meanwhile, at the end of high school, to complete 12 years of general education, a graduation exam is necessary, this is clearly stated in the 2019 Education Law.
"The purpose and nature of the high school graduation exam is to graduate from high school. However, in reality, this exam is also used to evaluate learning outcomes and is also the basis for some universities to use for admission. With such purposes, the high school graduation exam is still held and will continue to be held in the coming years," Minister Nguyen Kim Son emphasized.

Reporting to the National Assembly , the Minister of Education and Training said that from September 1, 2021 to November 5, 2023, there were 699 cases of school violence nationwide, involving 2,016 students, of which 854 were female.
"The developments of school violence are quite complicated," said Minister Son, noting that on average, there is 1 case of school violence in every 50 schools. This makes the education sector concerned and worried, and they are trying to find ways to deal with it with the whole country and localities.
Minister Nguyen Kim Son said that there are many causes leading to the complicated situation of school violence, including the cause from the education sector in detecting and handling school violence cases.
Another reason is that due to the prolonged pandemic, students have to study online for a long time, leading to psychological problems. In addition, the psychological problems of the growing age group are also the cause.
In addition, the Minister of Education and Training also said that according to statistics from the Supreme People's Court, in 220,000 divorce cases recently, 70 - 80% had reasons related to conflicts and domestic violence.
"With such a rate of domestic violence, students in families are both witnesses and victims of violence and abandonment. According to statistics, the number of students with a background of domestic violence related to violence in schools is very high. Therefore, preventing and resolving the problem of domestic violence is very important in preventing violence in schools," said Mr. Son.
In addition, according to the Minister of Education and Training, the influence of social networks and foreign films with the motif of collective violence and then filming and posting them online is also common. "We hope that relevant sectors will support the education sector in solving this big problem," said Mr. Son.
