Minister of Education and Training: Not limiting wishes sometimes makes candidates "go crazy"

At the 2025 Higher Education Conference organized by the Ministry of Education and Training on the morning of September 18, Associate Professor Dr. Tran Thi My Dieu, Principal of Van Lang University, proposed limiting the number of candidates' wishes when registering for university admission. This is to reduce the effort of virtual filtering when enrolling. Candidates should also consider when choosing their wishes.

Minister of Education and Training Nguyen Kim Son shared: “Registering unlimited number of candidates' wishes does not necessarily bring many opportunities, but sometimes makes candidates 'go crazy', confused, sometimes even lose all initiative, feel bewildered, not knowing what to do. This seems to bring the most favorable opportunities but becomes difficult for candidates. How will restrictions be regulated to ensure the highest rights and choices of candidates without making things too complicated in handling?"

The Ministry of Education and Training also presented two surveys at this conference, in addition to whether to maintain admission based on academic records or not, there was also content related to the number of admission applications of candidates.

The Minister of Education and Training said that higher education is facing development opportunities. "Opportunities that Eastern people often use the word 'time'. This is the opportunity, the time, the moment for higher education to break through and develop."

Regarding enrollment, the Minister said: Basically, it remains stable. However, from 2027, the high school graduation exam is expected to start taking part of the combined exam on computers.

“Therefore, from 2026, we must take steps to prepare for this process. The Ministry of Education and Training will invite units to organize computer-based assessment tests to have consistency and principles when testing, so that it is still the test that the schools recruit for themselves but not too different in method and standards,” said Mr. Son.

In the survey on university admissions applied from 2026 sent to delegates at the conference, in the content of probing the number of admission registration wishes, the Ministry of Education and Training proposed the following options: Maximum of 5 wishes; maximum of 10 wishes; unlimited wishes.

The Ministry of Education and Training said that the votes of participating delegates will be a consultation channel for the Ministry to make adjustments from the 2026 enrollment season.
