
Lam Dong Provincial People's Committee has just issued a document announcing the conclusion of Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the on-site inspection to direct the remediation and handling of local landslides in the downstream area of Cay An reservoir, Ta Nang commune.

According to reports from functional units, due to the impact of prolonged heavy rain from storm Kalmaegi, the water level in the lake increased rapidly, causing a crack about 54m long, 2m deep, and 0.2 - 0.5m wide to appear at the foot of the dam near the spillway. The crack is at risk of continuing to grow if the bad weather continues, potentially causing a dam break.
After listening to the report from the Department of Agriculture and Environment, Duc Trong Area Construction Project Management Board, Ta Nang Commune People's Committee and relevant agencies, Chairman of the Provincial People's Committee Ho Van Muoi requested to immediately deploy urgent measures to avoid bad situations.
The Department of Agriculture and Environment was assigned to preside over a quick assessment of the danger level and mobilize technical forces to be on duty at the scene. At the same time, measures to save the dam must be taken immediately, such as: Draining water to reduce pressure on the dam body, lowering the lake water level, temporarily reinforcing with sandbags, stone cages, and piling cajuput piles, etc.
"Absolutely do not wait for the completion of administrative procedures to proceed with the handling," the document announcing the conclusion of the Provincial People's Committee Chairman clearly stated.

The Department of Construction coordinated with relevant units to survey the scene, determine the cause, propose a comprehensive solution; and closely monitor the construction process to fix the problem.
Duc Trong Area Construction Project Management Board - the unit managing Cay An reservoir must urgently select a capable construction unit, organize continuous construction, even overnight, until the project is initially safe; arrange 24/7 staff, monitor and continuously observe all developments of the project.
The Chairman of the Provincial People's Committee requested the People's Committee of Ta Nang commune to organize the evacuation of all people in areas at risk of being affected, especially downstream and areas near the dam. The evacuation must be carried out immediately and decisively. In case of non-compliance, enforcement will be carried out according to regulations. Local authorities must arrange safe temporary accommodation and prepare adequate food, clean water, medicine and necessities for the people.

The Provincial Police and the Provincial Military Command coordinate to protect people's property in the evacuation area; mobilize maximum forces, vehicles, and mechanical equipment to support rescue, reinforce dams, and transport people and property to safety. At the same time, ensure security, order, and traffic flow in dangerous areas; direct rescue forces to prepare adequate supplies and vehicles to respond in emergency situations; assign forces to be on guard 24/7 to control people entering and leaving dangerous areas.
The Chairman of the Provincial People's Committee also requested Lam Dong Newspaper, Radio and Television to update accurate and continuous information, guide people to proactively prevent, and absolutely not spread false information causing panic.
The Department of Finance is assigned to advise and arrange emergency funding to handle incidents and support people. The Provincial People's Committee Office closely monitors the situation and reports to the Provincial People's Committee Chairman daily until the project is safe.
