National Assembly delegates highly appreciate the contents of the first phase of the 9th Session.

Sharing on the sidelines of the 9th Session of the 15th National Assembly, National Assembly deputies highly appreciated the contents that the National Assembly has implemented in the past 20 days.

Answering the question of the reporter of Tin Tuc and Dan Toc newspaper, Delegate Trinh Thi Tu Anh, National Assembly Delegation of Lam Dong province, said that the National Assembly Delegates had gone through an active and effective working session, completing the program of Session 1, 9th Session with a spirit of urgency and responsibility.

Important decisions with the four strategic sets set by the Party include: Timely implementation of Resolution 57-NQ/TW on breakthroughs in science, technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68-NQ/TW on private economic development.

Analyzing Resolution No. 66-NQ/TW, Delegate Trinh Thi Tu Anh said that Resolution 66 demonstrated the new points, determination and timeliness of General Secretary To Lam . The requirements for law-making in the resolution clearly stated: it is necessary to promptly institutionalize the policies of the Party and the State, focusing on the prevention and combat of corruption, negativity, and group interests in law-making; thoroughly eliminate the mindset of "if you can't manage, then ban" in law-making; only build in terms of policies and principles, proactively build those under the authority of the Government; proactively disseminate and widely propagate the law to people and businesses; focus on consulting opinions of relevant parties, especially those affected by the policy; apply information technology, digital transformation in law-making and enforcement, etc.

At the parliament, delegates also actively discussed and gave their opinions, including issues related to science and technology that are of great public interest, such as the drafts: Law on Digital Technology Industry, Law on Science, Technology and Innovation... to quickly institutionalize new policies of the Party and State. When these documents are issued, they will certainly resolve difficulties in a number of areas.

“With these innovative thoughts in law enforcement, we will build a modern legal system, approaching international standards and practices; the law will be the legal corridor of society, thereby improving the effectiveness of law enforcement, ensuring respect for human rights, civil rights and best serving the work of building and innovating the country in the new era,” said Delegate Trinh Thi Tu Anh.

Concerned about the implementation of large projects, Delegate Tran Van Lam, National Assembly Delegate of Bac Giang said that when implementing large projects, especially foreign technology projects, we must gradually localize and promote efficiency. On that basis, we will create a spread of the project to all fields, the economy, as well as related supporting industries because most foreign investors and partners calculate based on economic efficiency. When foreign investors see that technology transfer brings benefits to all parties, everything will go smoothly and effectively.

Previously, discussing at the National Assembly, Delegate Tran Van Lam also pointed out the reality that in the current period, priority must be given to investment to support growth, but first of all, resources must be allocated to ongoing projects that have the ability to absorb capital.

If used for new projects, those projects must be projects that are in the medium-term investment plan and are eligible for early implementation, and should not be spread out over additional projects. In the past, this source, including the central and local governments, has been allocated to many projects that are not in the medium-term investment plan, are not really urgent, and have not been thoroughly implemented, making them difficult to implement.

Some delegates also expect that, with these innovative thoughts in law enforcement, we will build a modern legal system, approaching international standards and practices; the law will be the legal corridor of society, thereby improving the effectiveness of law enforcement, ensuring respect for human rights, civil rights and best serving the work of building and innovating the country in the new era.

The 9th session of the 15th National Assembly will be held in 2 phases, specifically: Phase 1 from May 5 to May 29, 2025; Phase 2 from June 11 to June 30, 2025.

From May 30 to June 10, the National Assembly will be on recess so that National Assembly agencies, the Government and relevant agencies can absorb, revise and complete draft laws and draft resolutions.
