Delegate Do Huy Khanh expressed his many years of concern for teachers in remote, isolated, and especially disadvantaged areas, including regulations on teacher mobilization and transfer.
The delegate stated that Article 19 clearly stipulates the regulations on the transfer of teachers in publiceducational institutions. However, Article 21 requires teachers working in remote, isolated, and especially difficult areas to be transferred after 5 years, but requires "the acceptance and consent of the educational institution".
Delegate Do Huy Khanh was concerned: "If that is the case, teachers in remote areas will never be able to return to the lowlands." The delegate suggested that the education management agency should be assigned to transfer teachers without the need for the consent of the educational institution. The education management agency will mobilize, appoint, and transfer from one position to another, wherever needed, wherever lacking, within the same province as appropriate. This will protect vulnerable teachers who have been in remote areas for many years so they can return to their families, not having to stay in remote areas for life.
Regarding the recruitment and transfer of teachers, delegate Dang Bich Ngoc ( Hoa Binh province) stated that in reality, the need to transfer teachers between schools in the same system (especially at preschool, primary and secondary levels) is common, due to the need to balance the team, avoiding local surplus or local shortage.

However, the draft Law has not clarified the role of state management agencies in coordinating human resources and coordinating with heads of educational institutions when recruiting and transferring in cases where they meet the prescribed conditions.
If the recruitment authority is only given to the principal (when conditions are met), without a clear coordination or delegation mechanism, it will easily lead to a "local" situation and lack of system cohesion. The process of transferring teachers between schools will encounter many difficulties because the requirements and recruitment conditions between schools may be different. On the other hand, only state agencies have the right to transfer teachers between schools.

"As an educational administrator and a teacher, I would like to reserve my views on pedagogical practice," said delegate Do Huy Khanh, citing the proverb "Theory is only gray, the tree of life is forever green." According to the delegate from Dong Nai province, in reality, there are teachers who cannot teach when standing on the podium because they are weak in mentality, knowledge and experience. Delegate Do Huy Khanh emphasized that teaching is a special profession, so pedagogical practice is extremely important.
