The concluding announcement stated that immediately after the third session, ministries, central and local agencies focused on mobilizing resources, providing guidance, organizing implementation and achieving many positive results.
The Prime Minister has decided to consolidate the Central Steering Committee on eliminating temporary and dilapidated houses, assigning the Ministry of Ethnic Minorities and Religions as the standing agency of the Steering Committee; and approved the 2025 Work Program of the Steering Committee.
Localities have completed the review of the need to eliminate temporary and dilapidated houses in the area of all 3 Programs, and sent reports to the Central Government. The whole country has supported the elimination of 209 thousand temporary and dilapidated houses, of which 111 thousand houses were inaugurated; 98 thousand houses were started, reaching 77% of the total demand. Since the 3rd Session, there has been an increase of nearly 87,000 houses, an average increase of 26 houses/locality/day.
100% of localities have developed plans, implementation methods, and determined progress to eliminate temporary and dilapidated houses in the province, striving to complete before October 31, 2025. Many localities have reached the finish line and set a goal to reach the finish line earlier than the previous plan in the context of many difficulties; as of May 7, 2025, there are 15 localities with no temporary or dilapidated houses.
The Prime Minister acknowledged, highly appreciated and commended the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, the Ministry of Construction, the Ministry of National Defense, the Ministry of Public Security, the Government Office , the Central Committee of the Vietnam Fatherland Front, the Banking sector, ministries, agencies, localities, and sponsors, especially the localities that finished ahead of schedule, proactively and actively implemented the tasks and solutions set out, contributing to achieving the initial positive results of the Program.
However, the implementation of the program still has some shortcomings and limitations that need to be urgently focused on to effectively overcome. In particular, the number of houses that need to be completed from now until October 31, 2025 is still large; the funding to support housing for people with revolutionary contributions and relatives of martyrs has not been arranged in a timely manner; some localities have a large number of houses that need to be started and arise due to the review process, facing financial difficulties. In particular, some localities have supported funds but the number of temporary houses and dilapidated houses has not been started or repaired; there is a situation of transferring houses after receiving support...
Housing support for martyrs' relatives to be completed before July 27, 2025
The Prime Minister , Head of the Central Steering Committee, requested and requested that Ministers, Heads of agencies, Secretaries, and Chairmen of People's Committees of localities continue to focus on directing and drastically implementing the viewpoints, tasks, and solutions set forth in the Program and Action Plan of the Steering Committee.
Continue to adhere to the orientation and viewpoint of "determining that completing the goal of eliminating temporary and dilapidated houses is not only a particularly important political task" but also "a conscience and responsibility" to the people, with the motto "each person helps a hand, each family shares a part, whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little". Special priority is given to allocating resources to support housing for people with meritorious services to the revolution and relatives of martyrs.
Determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025; in which housing support for martyrs' relatives will be completed before July 27, 2025, and housing for people with revolutionary contributions will be completed before September 2, 2025.
The Prime Minister requested the Ministry of Ethnic Minorities and Religions to closely monitor, regularly urge and request localities to update daily the results of the Program's implementation on the guided statistical software; review and complete the plan by day, week, month, quarter and from now until October 31, 2025 to basically complete the goal of eliminating temporary and dilapidated houses in the area; preside with relevant ministries and agencies to organize meetings and work online with the Heads of the Steering Committees of provinces and centrally run cities to remove difficulties and obstacles, and promote the progress of completing the Program.
Continue to update and clearly identify local difficulties and problems to proactively resolve them within authority; promptly advise and propose to the Prime Minister and the Central Steering Committee to handle issues beyond authority.
The Ministry of Ethnic Minorities and Religions shall coordinate with the Ministry of Finance to synthesize and submit to the Prime Minister for decision to adjust the budget from the 5% savings on regular expenditures in 2024, and the budget from the National Fund for the Elimination of Temporary and Dilapidated Houses to support the elimination of temporary and dilapidated houses for poor and near-poor households based on the review needs of the locality; to be completed before May 25, 2025.
Preside over and coordinate with relevant ministries and agencies to issue documents guiding the housing support level under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, ensuring consistency with the general support level of the Program; complete in May 2025; preside over and coordinate with relevant ministries and agencies to organize a preliminary review of the Program by the end of June 2025 to promptly assess the situation, propose solutions and reward and commend organizations and individuals with many achievements in organizing and implementing the Program.
Guide localities to proactively use resources to support housing for people with revolutionary contributions
The Prime Minister requested the Ministry of Finance, while the National Assembly Standing Committee has not yet decided on housing support funding for people with meritorious services to the revolution, to guide localities to proactively use local resources to support housing for people with meritorious services to the revolution, ensuring the right subjects and within the scope of funding needs determined in the Housing Support Project for People with Meritorious Services; to be completed before May 25, 2025.
Urgently complete and submit to the Prime Minister for promulgation a Decision on allocating support funds from the central budget to localities to implement housing support policies for people with revolutionary contributions and martyrs' relatives immediately after the plan to use the increased central budget revenue in 2024 is decided by the National Assembly Standing Committee.
The Ministry of Finance shall preside over the submission to the Prime Minister for allocation of 5% savings in regular expenditures in 2024, and funds from the National Fund for the Elimination of Temporary and Dilapidated Houses to support the elimination of temporary and dilapidated houses for poor and near-poor households based on local review needs; to be completed before May 25, 2025.
Guidance and recognition of expenses to support the elimination of temporary and dilapidated houses for near-poor households as deductible expenses when determining taxable income for corporate income tax; to be completed in May 2025.
People's Committees of provinces and centrally run cities promptly review and consolidate Steering Committees at all levels in localities in accordance with the 2-level local government model after arrangement to direct the work of eliminating temporary and dilapidated houses in localities, ensuring continuity and no interruption.
Direct departments, branches, and sectors, especially heads of local authorities and Heads of Steering Committees at all levels to resolutely implement the Program with the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results" to speed up progress, basically completing the elimination of temporary and dilapidated houses in the area before October 31, 2025.
In the immediate future, advance funds from local funding sources to immediately implement support for starting new construction and repairing houses for martyrs' relatives to be completed before July 27, 2025 and support for people with revolutionary contributions before September 2, 2025, ensuring that it does not exceed the number of houses and the amount of local funding approved by the Ministry of Construction for appraisal and synthesis to be sent to the Ministry of Finance; make a refund after receiving funding.
Urgently allocate career capital for the National Target Program on Sustainable Poverty Reduction 2025 (first time) and review and creatively apply the mobilization and effective use of socialized resources in the area to ensure the completion of the approved Project according to the required schedule for completion in May 2025. Be responsible to the Prime Minister and the law for the accuracy, completeness, and correct support objects of the reviewed data.
Continue to effectively mobilize and mobilize all legal resources to support households, save costs on housing construction and repair. Timely grasp and immediately resolve difficulties and problems during the implementation process. Strengthen communication work, raise people's awareness; regularly inspect, monitor, and grasp the situation early and from afar; do not let the transfer of supported land and housing happen; promptly spread typical examples, good and creative practices.
Localities that have completed the goal of eliminating temporary and dilapidated houses will organize announcements so that people and society can see the determination of the entire political system, the care and concern of the Party, the State, and society for the work of eliminating temporary and dilapidated houses nationwide, and continue to research and propose support for localities with many temporary and dilapidated houses. The remaining localities will take advantage of favorable weather conditions to organize groundbreaking, immediately disburse the allocated funds, and complete on schedule as committed.
