Congress of Party Delegates of Provincial Party Agencies: Solidarity - Responsibility - Discipline - Innovation - Development

On the afternoon of August 7, the Party Committee of the provincial Party agencies held the 1st Congress of Delegates for the 2025-2030 term. The Congress had the theme: "Improving the leadership capacity and fighting strength of the Party Committee; promoting the tradition of solidarity and creativity; strengthening discipline and order; building a clean and strong Party Committee; contributing to the successful implementation of the Resolution of the 18th Congress of the Tuyen Quang Provincial Party Committee". Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and directed the Congress.

Attending the Congress were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the provincial Party agencies; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee, National Assembly Delegation of Tuyen Quang province, Standing Committee of the Party Committee of the provincial Party agencies; Standing Committee of the Party Committee of the agencies and units directly under the Provincial Party Committee of the provincial Party agencies, together with 210 delegates, representing 1,503 party members in the entire Party Committee.

Previously, on the morning of August 7, the Congress delegation offered incense at the Ho Chi Minh Temple - Nguyen Tat Thanh Square and the Provincial Martyrs' Monument.

Speaking at the opening of the Congress, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial Party Committee emphasized: The 1st Congress of Delegates of the Provincial Party Committee of the Provincial Party Committee for the 2025-2030 term has the task of summarizing and evaluating the results of the implementation of tasks for the 2020-2025 term; reviewing the leadership and direction role of the Party Committee; pointing out advantages, disadvantages, causes and lessons learned; clearly identifying directions, goals, breakthroughs, tasks and key solutions for the coming term.

Although it was only established in January 2025, on the basis of merging party organizations at the provincial level, the Party Committees of the provincial Party agencies have soon stabilized their organizations, operated smoothly and promoted efficiency according to the new model. Party building work has had many positive changes. 100% of cadres and party members have studied the Party's directives and resolutions; the rate of party members completing their tasks well is over 98%; 100% of branches and grassroots party committees have registered to implement the "4 good" model. The Party Committee has focused on political , ideological and ethical work, enhanced exemplary conduct of cadres and party members; effectively implemented the topics of studying and following Uncle Ho; proactively fought against and refuted erroneous and hostile viewpoints.

Inspection and supervision work has been carried out seriously, with increasingly improved quality; many violations have been handled strictly and promptly. The Party Committee has also promoted its role in mass mobilization work, building solidarity and close ties between cadres, Party members and the People.

The subordinate party organizations such as the People's Council, the Fatherland Front Committee, the People's Procuracy, the People's Court, the Political School, the Provincial Newspaper, Radio and Television, etc. have all excellently fulfilled their political tasks, contributing to effectively advising the Provincial Party Committee in formulating and implementing major policies.

Speaking at the Congress, Comrade Hau A Lenh, Secretary of the Provincial Party Committee, affirmed: The establishment of the Party Committee of the provincial Party agencies is a concrete step, realizing the major policy of the Central Committee on streamlining the organizational apparatus, associated with innovation of the organizational model and improving the operational efficiency of the entire political system. He highly appreciated the results achieved by the Party Committee in the past time, especially the rapid stabilization of the organization, smooth operation according to the new model, demonstrating the spirit of solidarity, discipline, innovation and creativity of the entire Party Committee.

The Provincial Party Secretary suggested that in the coming period, the Party Committee should continue to strongly innovate its thinking and leadership methods, ensuring comprehensive, timely and effective leadership of Party committees over subordinate Party organizations and agencies and units; effectively carry out the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with Party building and rectification; strengthen training in morality, lifestyle, working style and sense of responsibility, especially for young cadres.

Along with that, the Party Committee needs to pay attention to building a team of cadres, civil servants and public employees with good moral qualities, solid professional capacity, innovative thinking and aspiration for dedication; Party cell activities and thematic activities must be substantial, effective and diverse in form, closely linked to practice and professional activities. In addition, the Party Committee needs to be exemplary in building solidarity and unity; effectively implementing digital transformation and administrative reform in Party work, applying information technology to build a modern, transparent Party organization, operating effectively and efficiently in the digital age.

At the Congress, delegates discussed and approved the Congress Resolution. The Resolution set out 8 main groups of targets, including: 100% of cadres and party members studying directives and resolutions; 95% of grassroots party organizations and party members completing their tasks well; admitting 40 or more new party members during the term; 100% of agencies and units performing work in the digital environment.

The Resolution sets out three key tasks identified as: Strengthening Party building in terms of politics, ideology, and ethics; improving the effectiveness of staff work, organizing the implementation of Party resolutions; innovating inspection and supervision work, and improving discipline and order. The two breakthroughs are: Promoting digital transformation associated with administrative reform in the Party; building a contingent of cadres and Party members with innovative thinking, courage, and meeting task requirements.
