The 1st Congress of Hai Phong City Party Committee, term 2025

In the spirit of democracy, frankness and responsibility, the delegates promoted their intelligence, discussed enthusiastically, contributed many profound and practical opinions, making an important contribution to the completion of the Congress documents, with 15 presentations presented in the Hall, 105 opinions discussed in the Groups and 156 opinions sent to the Congress Organizing Committee. The Congress unanimously approved the Political Report, the Report on reviewing the leadership and direction of the City Party Executive Committee for the 2020-2025 term; at the same time, contributed many enthusiastic opinions to the draft Resolution, Action Program and Report synthesizing the opinions of the City Party Committee on the documents submitted to the 14th National Party Congress.

The Congress announced the Politburo 's Decision and the Secretariat's appointment of 78 members of the City Party Executive Committee, term I; The delegation of the City Party to attend the 14th National Congress of the Party includes 44 official delegates and 03 alternate delegates. This is a collective representing the intelligence, will, aspiration and belief of the entire Party Committee, worthy of shouldering the responsibility that the City Party Committee and People trust and expect; at the same time, it is the core force, pioneering in leading and organizing the successful implementation of the Congress Resolution, bringing the construction and development of the city to a new stage.

In his closing speech at the Congress, Secretary of the City Party Committee Le Tien Chau emphasized that the success of the 2020 - 2025 term with many outstanding results in all fields has created a solid foundation for the new development path of Hai Phong city, with a greater position and responsibility, worthy of being the strategic growth pole in the North of the Fatherland. On that basis, the Congress has determined the goal by 2030: “Hai Phong becomes a modern, civilized, ecological and livable industrial port city of the Southeast Asian region; a pioneer in industrialization, modernization, digital transformation, green transformation and innovation; a leading center of marine economy , high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology. The material and spiritual life of the people is improved, social security and welfare are comprehensive, approaching typical cities in the region; national defense - security - social order and safety are solid. The city's Party Committee and political system are united, have leadership capacity, high fighting strength, cadres are exemplary in courage, intelligence and aspiration to contribute; take the lead in building a model of Socialism associated with Socialist people”.

The Congress identified 29 main targets, 05 strategic breakthroughs and 11 key tasks and solutions, which are pillars for the city's development model until 2030, with a vision to 2045. In particular, the GRDP growth target for the 2026 - 2030 period is from 13% or more, striving to reach 14%, which was affirmed by the Congress with the highest unity of will and determination to act. These are great, difficult and challenging goals; but they are also the development aspirations and responsibilities of the Hai Phong City Party Committee before the People and the country.

The success of the 1st City Party Congress is a great encouragement, adding confidence and momentum to the entire Party Committee, government, business community and people of the city. This is not only an important starting point, but also an affirmation of the determination to unite and join hands to build and develop Hai Phong into a modern, civilized, ecological and livable industrial port city of the Southeast Asian region by 2030.

Immediately after the Congress, the City Party Secretary requested the entire Party Committee to urgently grasp and widely propagate the Congress Resolution; launch a vibrant emulation movement throughout the city; immediately deploy the Action Program to implement the Resolution, clearly assign people, tasks, time, responsibilities, authority and results, turn aspirations into actions, turn the Congress's spirit and determination into concrete results; prioritize the implementation of strategic breakthroughs, launch key infrastructure projects and works, create breakthroughs in administrative reform, associated with specific mechanisms and policies approved by the National Assembly, create new confidence and motivation right from the first days and months of the term.

The City Party Secretary called on all cadres, party members, armed forces and people of all walks of life to uphold the spirit of solidarity, determination, and unity, bringing the Resolution of the 1st City Party Congress into life, making an important contribution to the successful implementation of the Resolution of the 14th National Party Congress.

During the preparation and organization process, the Congress has always received close and comprehensive leadership and direction from the Politburo and the Secretariat, and timely and practical guidance and support from the Central Committees, ministries and branches. In particular, the Congress would like to express its sincere thanks to Comrade Pham Minh Chinh, Politburo member and Prime Minister, on behalf of the Politburo, for directly directing the preparation work for the Congress, attending and delivering important, profound, strategic and highly practical speeches. The Congress respectfully accepts and assigns the City Party Executive Committee, Term I, to seriously implement it in the 2025-2030 term and the following years.

The Congress respectfully thanks the leaders, former leaders of the Party and State; leaders of neighboring provinces and cities; armed forces, veteran revolutionaries, former leaders of Hai Phong - Hai Duong through the periods; and all cadres, party members, business community, intellectuals, artists, religious dignitaries and people of all walks of life - including Hai Phong people living, working and studying all over the country, who have contributed their enthusiasm, intelligence and responsibility, making an important contribution to the success of the Congress.

The Secretary of the City Party Committee praised and thanked the Congress Service Subcommittees and all cadres, civil servants, public employees, armed forces soldiers, and service staff for their dedicated work, contributing significantly to the overall success of the Congress. The city is well aware that the road ahead is full of challenges: ensuring rapid, sustainable development and strong innovation in the growth model; balancing industrialization and urbanization with agricultural and rural development and ecological environment protection; attracting large-scale FDI with developing domestic enterprises. At the same time, it is necessary to overcome limitations in infrastructure, human resources and management capacity; and improving the quality of social security, culture and people.

However, Hai Phong today is "wider in space, longer in stature, brighter with the aspiration to stand shoulder to shoulder with major cities in the region and the world". The city has an important foundation to confidently move forward: the Party, government and people are united in one heart; outstanding policy mechanisms; synchronous and modern infrastructure; high-quality human resources; safe living environment, the most competitive investment environment in the country and above all, the heroic tradition, the steadfastness of the Port City and the rich culture of the Eastern region./.
