Comrades Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Vu Manh Ha - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee attended, congratulated and delivered speeches at the Congress.

Co-chairing the Congress were comrades: Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee; Tong Thanh Hai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee; Lo Van Huong - Member of the Provincial Party Executive Committee, Deputy Secretary of the Provincial Party Committee; Nguyen Thi Hong Tuyen - Deputy Secretary of the Provincial Party Committee; Dao Lan Anh - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs, Member of the Provincial Party Standing Committee.

Attending the Congress were members of the Provincial Party Standing Committee; representatives of the Provincial Party Committee's advisory agencies; Deputy Secretaries of the Provincial Party Committee's agencies and 169 delegates who are outstanding Party members, representing the intelligence, will and solidarity of more than 3,200 Party members in the entire Party Committee.

Speaking at the opening of the Congress, Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee emphasized that the first Congress of the Provincial Party Committee for the 2025 - 2030 term is a very important political event, a broad political activity within the entire Provincial Party Committee. He requested the delegates attending the Congress to uphold the spirit of responsibility, democracy, intelligence, solidarity, responsibility, actively discuss, analyze, and objectively and comprehensively evaluate the results achieved in the 2020 - 2025 term, pointing out the limitations, shortcomings and objective and subjective causes; at the same time, analyze, forecast, and correctly evaluate the context and situation, closely following the requirements and political tasks of the Provincial Party Committee; Focus on discussions to unify goals, tasks and solutions for the 2025 - 2030 term, ensuring practicality, feasibility, and suitability to the new situation, to focus on leadership and direction to successfully implement the identified goals and tasks.

The political report presented at the Congress stated that the Lai Chau Provincial People's Committee Party Committee was established and put into operation from March 1, 2025 on the basis of ending the activities of the Provincial Agencies and Enterprises Party Committee and the Provincial People's Committee Party Committee, in order to strengthen the comprehensive, focused and unified leadership and direction of the Party Committee, improve the effectiveness and efficiency of the Provincial People's Committee's direction and administration, and meet the development requirements of Lai Chau province. The Party Committee has 36 grassroots party organizations and 3,214 party members.

In order to carry out the tasks of the 2020 - 2025 term, the Provincial Party Committee has urgently completed the organization and apparatus of specialized agencies to advise and assist the Party Committee, decided to complete the Party organization and grassroots Party committees according to their authority; promptly issued all leadership documents and directed the comprehensive implementation of all aspects of work (issued over 1,300 documents; reviewed and submitted over 700 documents). Political and ideological education ; building grassroots Party organizations and Party members; inspection, supervision, and enforcement of Party discipline have been focused on leadership, direction, and implementation to meet the requirements of political tasks and the direction of the Central and Provincial Party Committees.

Focus on leading and directing the Provincial People's Committee to effectively implement the tasks of socio-economic development, ensuring national defense and security in 2025, striving to achieve the economic growth target of 8% or more, completing the socio-economic development target of the 5-year plan (2021-2025 period). National defense and security are ensured, national border sovereignty is maintained. Crime prevention, combat and suppression are carried out resolutely and effectively. Maintain and develop foreign relations at home and abroad.

Comrade Tong Thanh Hai - Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee presented a report at the Congress.

Implement well the State management of borders, promptly resolve issues related to national borders and territories in the province. Lead and direct the completion of the arrangement and streamlining of the political system's apparatus and the implementation of the two-level local government model. The apparatus of departments, branches, agencies, units and localities is arranged, consolidated and consolidated to ensure streamlining and effective operation, meeting the requirements of implementing two-level local government.

In the 2025 - 2030 term, the Provincial Party Committee and People's Committee set out the main targets for implementation: GRDP growth rate reaches an average of 10% or more. GRDP per capita reaches 90 million VND. State budget revenue in the area strives to reach over 4,500 billion VND by 2030. Complete universal preschool education for preschool children from 3 to 5 years old; maintain and improve the quality of universal preschool education for 5-year-old children, universal primary education level 3 and meet the standards of universal secondary education level 2. The poverty rate decreases by an average of 3-4%/year. Forest coverage rate is 55%. 90% of grassroots party organizations and 90% or more party members fulfill their tasks well every year. During the term, 300 or more party members will be admitted. 100% of cadres and civil servants of party agencies master digital skills, apply information technology in management and operation; 100% of data of party agencies according to regulations is digitized, managed and implemented in the digital environment...

At the Congress, delegates also gave speeches and discussed focusing on the Political Report, the Executive Committee Review Report, the draft Congress Resolution and solutions to successfully implement the set targets.

Comrade Vu Manh Ha - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee delivered a speech at the Congress.

Speaking at the Congress, Comrade Vu Manh Ha - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee praised and highly appreciated the results that the Provincial People's Committee Party Committee has achieved with high determination, great efforts to lead and direct the comprehensive implementation of tasks and achieved many important results. He expressed that the Provincial People's Committee Party Congress will be a great success, becoming a milestone for the Party Committee to firmly step on the path of development, leadership, and direction to complete the goals and tasks set out in the Resolution of the 1st Provincial People's Committee Party Congress, term 2025 - 2030, contributing to the Party Committee, government and ethnic people in the province to successfully implement the goal of building Lai Chau province to develop greenly, quickly and sustainably, and together with the whole country to enter a new era, an era of striving to develop strongly and prosperously of the Vietnamese nation.

Emphasizing that the Provincial People's Committee Party Committee is the right arm of the Provincial Party Committee, the core in advising the Provincial Party Committee to lead and direct the implementation of tasks on socio-economic development, ensuring national defense and security, playing a decisive role in implementing the common goals of the province for the 2025-2030 term. Especially when Lai Chau province is entering a new era of development with many advantages, difficulties and challenges intertwined; many major tasks need to be focused on leading and directing the implementation, focusing on organizing the operation of local governments at 2 levels; promoting the implementation of the "four pillar resolutions" on science and technology development, digital transformation, perfecting the legal system, developing the private economy and deep international integration. The Standing Deputy Secretary of the Provincial Party Committee requested that the Party Committee and the Provincial People's Committee continue to promote the spirit of solidarity, unity, innovative thinking, proactiveness and creativity in leading and directing the comprehensive implementation of Party building tasks and political tasks.

The Congress also announced the Decision to appoint a Delegation of the Provincial Party Committee to attend the 15th Provincial Party Congress, term 2025 - 2030, consisting of 27 comrades. Voted to approve the Report synthesizing opinions at the Congress on the draft documents of the 14th National Party Congress; draft documents of the 15th Provincial Party Congress, term 2025 - 2030 and the Congress Resolution.
