The 7th Congress of Delegates of the Thanh Hoa Union of Science and Technology Associations

Attending the congress were comrades: Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations; Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee; provincial leaders; leaders of provincial departments and branches and leaders of localities in the province; leaders of the Vietnam Union of Science and Technology Associations and more than 200 delegates of the Thanh Hoa Union of Science and Technology Associations.

The 7th Congress of Thanh Hoa Union of Science and Technology Associations, term 2024-2029, evaluated the achievements of the term 2018-2023 in the work of consolidating and developing the organization; implementing political tasks to gather, unite and mobilize scientific and technological intellectuals; performing professional tasks to serve socio-economic development...

During the term, the Union advised the Provincial People's Committee to organize the first provincial-level honoring and awarding of the Outstanding Science and Technology Intellectuals symbol to 10 intellectuals working in the fields of science and technology in the province. The Union organized the honoring and awarding of the Outstanding Science and Technology Intellectuals symbol 4 times to 66 intellectuals in the Union system. Some member associations also organized honoring of intellectuals on the occasion of the establishment of associations and sectors at the Central level or on the occasion of organizing term congresses and summarizing the year. The Union introduced and nominated 3 individuals to be awarded the title of Outstanding Science and Technology Intellectuals nationwide by the Presidium of the Central Council of the Vietnam Union of Science and Technology Associations; 2 individuals were honored as scientists of Vietnamese farmers in 2020 and 2021; Coordinate with the Vietnam Fatherland Front Committee of Thanh Hoa province, Department of Science and Technology, Provincial Labor Federation and related units to select and introduce 10 works to be included in the Vietnam Golden Book of Creativity in 2020, 2023...

The Congress, with a serious and open-minded spirit, also clarified a number of shortcomings and limitations that need to be resolved, such as: The rate of gathering intellectuals, scientists and technologists is not commensurate with the actual number; the activities and quality of activities of member associations are not high; the results of research and application transfer are not many, have not contributed to and have not met the requirements of socio-economic development of the province; the quality of criticism of a number of member associations when requested by State agencies is not high, not really convincing...

In the coming time, the Congress has set out the main goals, tasks and solutions for the 2024-2029 term. In particular, the motto of the term is: "Solidarity - Creativity - Innovation - Development"; at the same time, it sets out annual targets and targets until the end of the term; 3 major tasks and solutions and main tasks and solutions...

The Congress emphasized: The work of gathering, uniting, and promoting the intelligence of intellectuals inside and outside the province needs to be innovated; political and ideological work for the scientific and technological intellectuals is given special attention, thereby arousing love for the homeland and passion for dedication to contribute to the development of the province. The content and methods of operation of the Association are more diverse and richer; actively advising and proposing to the Provincial Party Committee and the Provincial People's Committee mechanisms and policies to encourage intellectuals and scientists with a lot of experience and contributions to the development of science and technology in the province and the association's work. In the current conditions, it is necessary to attach special importance to the task of deploying the application and transfer of new scientific and technological achievements in the world and the country into the province's practice.

Activities to honor outstanding science and technology intellectuals are carried out at the provincial and union levels and spread to member associations; advising on organizing conferences to meet, consult and dialogue between provincial leaders and intellectuals, contributing to creating a favorable environment for intellectuals to express their views and contribute ideas and proposals on issues of intellectual concern, serving the socio-economic development of the province.

It is necessary to coordinate many programs between the Association and provincial and local departments, branches, unions, universities, scientific research and technology development centers in the province, associations, and affiliated units signed, creating favorable conditions for the Association to expand and develop political and social activities. Effectively implement professional tasks according to scientific and technical progress transfer activities, consulting, criticism and social appraisal, information and knowledge dissemination, promoting technical innovation movements and international cooperation.

Speaking at the Congress, comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council agreed with the assessments of the achievements of the Thanh Hoa Union of Science and Technology Associations at the Congress. term 2018-2023 in carrying out political and professional tasks, contributing to the socio-economic development of the province. He emphasized that in the coming term, the Thanh Hoa Union of Science and Technology Associations needs to further promote consulting, criticism and social appraisal activities; research, application, transfer of science and technology; education and training, raising people's awareness in environmental protection, contributing to promoting socio-economic development, constantly improving and enhancing the lives of all classes of people, making Thanh Hoa an increasingly prosperous locality in the country./.
