Attending the preparatory session, on behalf of the leaders of the Central agencies, there were: Head of Department 3 of the Central Organizing Committee Nguyen Van Phong; Head of Department 7 of the Central Inspection Committee Tran Viet Ha; Head of Department 3 of the Central Internal Affairs Committee Tran Hoang Kiem; Head of Department 2 of the Central Party Office Nguyen Duc Trung; Head of Department 3 of the Central Propaganda and Mass Mobilization Committee Nguyen Huy Ngoc; Deputy Chief of Office of the Central Organizing Committee Tran Thi Phuong Thao.
On the side of Ho Chi Minh City, there were the participation of Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; Member of the Party Central Committee, Head of the Ho Chi Minh City National Assembly Delegation Nguyen Van Loi; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council Vo Van Minh; Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc; Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong; Deputy Secretary of the City Party Committee, Head of the Ho Chi Minh City Party Committee Organization Committee Van Thi Bach Tuyet.
The official delegates summoned to attend the Congress were 547, including 106 ex-officio delegates and 441 delegates appointed from the Party Committees of communes, wards, special zones and the grassroots Party Committees directly under the City Party Committee. The preparatory session had 546 delegates present (99.82%), with 1 delegate absent (with reason, 0.18%).
Speaking at the opening of the preparatory session, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the 1st Ho Chi Minh City Party Congress will carry out two contents: Summarizing the implementation of the Congress Resolution for the 2020-2025 term; Determining directions, goals, and solutions for the 2025-2030 term.
The Congress also discussed and contributed opinions to the draft documents of the 14th National Party Congress. At the same time, the Politburo and Secretariat's decisions on appointing the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee, term I, 2025-2030; and the personnel of the Ho Chi Minh City Delegation to attend the 14th National Party Congress were announced.
Over the past months, along with directing the drastic implementation of the work of arranging administrative units, the Standing Committee of the City Party Committee has focused on directing and organizing successfully and on schedule the Congress of 10,641 grassroots Party organizations and 173 Party Committees under the Ho Chi Minh City Party Committee. The sub-committees of the Congress, the Standing Committee, and the City Party Committee Executive Committee have actively and carefully prepared the contents of the documents and reported to the Politburo for comments.
“It can be affirmed that the 1st Congress of the Ho Chi Minh City Party Committee is a political event of great significance to the Party Committee, the government and the people of the City, attracting the attention of agencies, organizations and people not only in Ho Chi Minh City but also across the country. The success of the congress will contribute significantly to the success of the 14th National Party Congress.
From the experiences drawn from the Party Congresses at the grassroots and upper levels, and the previous terms, to improve the quality and ensure the good implementation of the requirements, contents and programs set out in the Congress, I request the delegates to uphold their sense of responsibility, concentrate their intelligence, and maximize their role as representatives of the will and aspirations of Party committees at all levels and more than 366,000 Party members in the entire Ho Chi Minh City Party Committee. Thoroughly grasp and deeply understand the motto of the Congress: Solidarity - Democracy - Discipline - Breakthrough - Creativity", Secretary Tran Luu Quang emphasized.
Recalling the direction of General Secretary To Lam at the Politburo's working session with the Standing Committee of the Ho Chi Minh City Party Committee: "Ho Chi Minh City must successfully organize the congress in a substantive manner. The City Party Committee must take the lead, be exemplary, and set an example for localities across the country in all aspects. Building the City named after Uncle Ho as a typical socialist city of Vietnam - where every citizen is guaranteed development opportunities, fully cared for in terms of health, education, a safe, civilized, modern living environment, no one is left behind in the development process; leading the cause of industrialization and modernization of the country, having a prominent position in the Southeast Asia region", the City Party Secretary suggested that the congress must discuss and determine development solutions to create new momentum, fundamental changes in all areas to develop the City faster and more sustainably.
“With the tradition of solidarity, dynamism, creativity, daring to think, knowing how to do, and learning from many generations, I believe that the Party Committee and people of Ho Chi Minh City will rise strongly into the new era. Along with that, building the City to become a new growth pole of the Southeast region, a modern international megacity in Southeast Asia, actively contributing to the cause of national construction and development”, the Secretary of the City Party Committee expected.
At the preparatory session, the Congress elected a delegation to examine the qualifications of delegates consisting of 5 comrades:
- Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee Vo Van Dung;
- Permanent Deputy Head of the City Party Committee's Inspection Committee Nguyen Chi Trung;
- Deputy Head of the City Party Committee's Internal Affairs Committee Vo Huy Hoang;
- Deputy Head of the Organizing Committee of the City Party Committee Huynh Van Dan
- Chief Inspector of City Tran Van Bay.
The delegates agreed on the list of 11 members of the Congress Presidium:
- Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang;
- The Deputy Secretaries of the City Party Committee are Mr. Nguyen Van Duoc, Mr. Vo Van Minh, Mr. Nguyen Phuoc Loc, Mr. Dang Minh Thong, and Ms. Van Thi Bach Tuyet;
- Chairman of the City Party Committee's Inspection Committee Vo Van Dung;
- Head of Propaganda and Mass Mobilization Department of City Party Committee Duong Anh Duc;
- Head of the City Party Committee's Internal Affairs Committee Nguyen Thi My Hang;
- Director of Mai Hoang City Police;
- Commander of the City Command Vu Van Dien.
The Congress elected a Congress Secretariat of 3 comrades, including:
- Chief of Office of Ho Chi Minh City Party Committee Pham Hong Son;
- Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee Truong Thanh Nga
- Chief of Office of City People's Committee Duong Hong Thang.
On the same morning, before the preparatory session, the delegation attending the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, led by Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, offered flowers, incense, observed a moment of silence and burned incense at the graves of heroic martyrs at the Ho Chi Minh City Martyrs Cemetery (Long Binh ward).
Afterwards, the delegation offered flowers and observed a minute of silence to commemorate the great contributions of President Ho Chi Minh at the President Ho Chi Minh Monument Park, Nguyen Hue Street, Saigon Ward.
