Speaking at the opening of the Congress, comrade Nguyen Duy Hung, member of the Executive Committee of the City People's Committee Youth Union, Secretary of the Department of Science and Technology Youth Union (temporary) emphasized: In the past term, together with the city's youth, the youth of the Department of Science and Technology have made efforts to effectively implement action movements, contributing significantly to the successful implementation of the agency's political tasks, while meeting the legitimate needs and aspirations of youth union members. The 1st Congress of the Department of Science and Technology Youth Union took place at a time of special significance, aiming to welcome the 1st Congress of the City People's Committee Youth Union and the 13th National Youth Union Congress, with the spirit of "Pioneering - Solidarity - Innovation - Development".

Comrade Nguyen Duy Hung, member of the Executive Committee of the City People's Committee, Secretary of the Department of Science and Technology Youth Union (temporary) presented a report at the Congress.

At the Congress, delegates listened to the Summary Report on the work of the Youth Union and the youth movement for the period 2022-2025, and at the same time proposed directions, goals, tasks and solutions for the term 2025-2030. During the past term, the Department's Youth Union Executive Committee has promoted the spirit of solidarity, overcome difficulties, successfully completed political tasks, and actively contributed to the overall results of the Department of Science and Technology and the Youth Union work of the City's agencies. The movements "Three responsibilities", "Building office culture", "Young creativity" were widely deployed, attracting a large number of union members to register for creative labor emulation, successfully completing professional tasks. In addition, the Department's Youth Union organized many activities to accompany young people in studying, practicing life skills, improving physical fitness, spiritual and cultural life; at the same time, actively participated in volunteer programs, care and education for teenagers and children.

Speaking at the Congress, Comrade Pham Van Thep, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, Director of the Department of Science and Technology, praised and highly appreciated the achievements of the Department's Youth Union in the past term. He requested the new Executive Committee to continue promoting the spirit of initiative and creativity, effectively advising the Party Committee and leaders of the Department on the work of the Youth Union and the youth movement; at the same time considering science and technology and digital transformation as the key tasks in the coming period. He also emphasized the need to pay attention to political and ideological work; promote training and introducing outstanding union members to the Party, build a team of young cadres with qualities and capacity, contributing to the development of the science and technology sector in the new period.

The Executive Committee of the Department of Science and Technology Youth Union for the 2025-2030 term was introduced to the Congress.

The Congress also announced the Decision to appoint the Executive Committee of the Ho Chi Minh Communist Youth Union of the Department of Science and Technology of Hai Phong for the 2025-2030 term, consisting of 07 comrades, of which comrade Nguyen Duy Hung was appointed to hold the position of Secretary of the Department's Youth Union. The representative of the new Executive Committee expressed his determination to unite, be creative, and strive to excellently complete the tasks of the Youth Union and the Department's youth movement in the 2025-2030 term; contributing to the excellent completion of political tasks, building the Department to develop comprehensively and sustainably, together with the Youth Union work and the youth movement of the City People's Committee Youth Union to develop strongly./.
