Paving the way for Hai Phong's science and technology to take off

On the afternoon of October 26, at the 30th session, the third thematic session after 4 months of merger, the Hai Phong City People's Council passed 19 resolutions on socio- economic development policies, including 5 resolutions on innovation, science and technology development in the city.

With high consensus, the City People's Council delegates unanimously approved tax incentives for creative startups, innovation, semiconductors, and artificial intelligence; non-refundable support policies from the city budget for organizations and individuals conducting scientific and technological activities, innovation, and creative startups in the city; and support for direct leasing of scientific and technological infrastructure assets without auction.

In addition to direct support policies, fundamental and long-term policies that create strong potential for science and technology development in the city were also approved by the Hai Phong City People's Council.

That is the resolution regulating the policy of human resource development in the field of semiconductor microchips and artificial intelligence in Hai Phong city in the period of 2025 - 2030 and the resolution regulating the content, level, time, criteria and subjects eligible for land incentives for science and technology enterprises in the city.

5/19 resolutions on socio-economic development policies approved at the People's Council session are policies on science and technology development with total expected implementation resources of about 200 billion VND, showing the great attention and investment of Hai Phong city in science and technology activities, innovation, and creative startups in the area.

Along with that, among the 41 outstanding specific policies of Hai Duong province and Hai Phong city (old), the City People's Council approved the continued application of 2 typical policies on supporting science and technology activities of the 2 old localities throughout the new city after the merger, including the resolution regulating the content and level of expenditure for implementing science and technology tasks using Hai Phong city budget, the resolution regulating a number of mechanisms and policies to support the development of science, technology and innovation activities in Hai Duong province.

These new policies will create an important premise to attract investment, develop high technology and create a favorable environment for scientific research, innovation and start-up activities in the city.

In recent times, science and technology activities in Hai Phong city have achieved important achievements, demonstrated through evaluation indexes that are always at a high level and among the leading groups in the country.

Hai Phong currently has 8 universities and many colleges with the number of graduates being over 15,000 people each year; there are over 48,000 businesses. This is a huge potential that Hai Phong can take advantage of in innovation.

However, in the past, Hai Phong has not yet built mechanisms, policies, and standards to support innovation and creative startups that are attractive enough to promote innovation activities and attract projects from provinces and cities in the region to set up businesses in Hai Phong.

In particular, the city lacks mechanisms and policies to directly and indirectly support and guide individuals, groups of individuals, and small and medium-sized enterprises to start creative and innovative businesses and grow in the process of generating ideas, forming and developing businesses.

Faced with that reality, the City People's Council's approval of resolutions has promptly removed difficulties, given resources and opportunities to organizations and individuals starting up creative businesses in the area.

Science and technology development will be a springboard for industries, strongly impacting the socio-economic development process of Hai Phong, improving the quality of people's lives.

The policies recently approved by the Hai Phong City People's Council need to be implemented resolutely by all levels and sectors, put into practice soon, in line with the goals when built and approved, and meet the expectations of voters, people and businesses.
