The Central Propaganda and Mass Mobilization Commission's working delegation surveyed and evaluated the implementation of the Party's policies and guidelines on science, technology and environmental tasks at Cao Bang Iron and Steel Joint Stock Company.

On the morning of October 28, 2025, at Cao Bang Iron and Steel Joint Stock Company (CISCO), Tan Giang ward, the Central Propaganda and Mass Mobilization Commission delegation led by comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, surveyed the implementation of the Party's policies and guidelines on science, technology and environment tasks.

The delegation included leaders of the Department of Science and Technology (Central Propaganda and Mass Mobilization Commission); Department of Technology Assessment and Appraisal ( Ministry of Science and Technology); Department of Science and Technology ( Ministry of Agriculture and Environment ); Department of Technology Application and Deployment (Vietnam Academy of Science and Technology).

On the side of Cao Bang province, there were comrades: Be Thanh Tinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nong Thanh Tung, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; representatives of leaders of a number of provincial departments and branches: Provincial Party Committee Office; Science and Technology; Agriculture and Environment.

At the survey session, the Working Group listened to the representative of the leadership of Cao Bang Iron and Steel Joint Stock Company report on the implementation of the Party's policies and guidelines on Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (Resolution No. 57-NQ/TW); Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 24-NQ/TW on proactively responding to climate change, strengthening resource management and environmental protection (Conclusion No. 81-KL/TW; the situation of green transformation production and environmental protection at the unit in recent times. In recent years, Cao Bang Iron and Steel Joint Stock Company has synchronously deployed many solutions on digital transformation and green transformation, contributing to the sustainable development of enterprises and the local economy. Currently, the Company has nearly 700 employees; managing and operating 02 key projects including: Cao Bang Iron and Steel Complex with a total investment of over 1,900 billion VND, a total design capacity of 220,000 tons of steel billets/year; Investment project to exploit open-pit iron mine Na Rua with a capacity of 350,000 tons/year. Every year Every year, the Company pays more than 60 billion VND to the state budget, contributing to economic development, ensuring social security and environmental protection in the province.

Implementing Resolution No. 57-NQ/TW, the Company issued a Digital Transformation Plan for the period 2025 - 2027, focusing on 3 pillars: Digital management, digital production and digital culture. Focus on digitizing core production stages to move towards a smart factory model, all production data is digitized and monitored online on the PESAT system, initially forming a Big Data platform to serve analysis and production optimization. Deploy technology innovation projects associated with green transformation to reduce energy consumption; prepare to install a large-capacity inverter system to reduce power consumption; survey the rooftop solar power system expected to be deployed in 2026.

Implementing Conclusion No. 81-KL/TW, the Company applied digital technology in environmental monitoring, completed the installation of 4 automatic emission monitoring systems (CEMS) directly connected to the Department of Agriculture and Environment. The entire production process is operated according to a closed-loop economic model, does not emit industrial wastewater into the environment, and reduces 60% of water consumption for each ton of steel billet compared to the original design. Collect and reuse 100% of industrial sludge and dust, replace more than 500 light bulbs with energy-saving LED lights, gradually inventory greenhouse gases and build a roadmap in line with the Net Zero target of the Vietnamese Government.

At the conference, members of the working group raised a number of issues of concern in the process of implementing the Central Resolutions. At the same time, they gave their opinions to the unit on investing in upgrading production lines towards automation, transferring science and technology, and modernizing with the goal of saving energy, improving efficiency and product quality; the National Innovation Center ecosystem; site clearance; and improving quality solutions for environmental protection.

Concluding the survey, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the serious working spirit and responsibility of the Company's leadership, cadres and workers; the close coordination and responsibility of the Provincial Party Committee, Provincial People's Committee and related sectors and units. He emphasized a number of key orientations and tasks for the Company to continue to develop sustainably in the coming period: The Company needs to promote the unit's spirit of innovation in the metallurgical industry, especially increasing investment in research and application of advanced technology to create new products with high technology content and high added value. Resolutely pursuing the goal of developing green industry, clean industry, taking technological innovation as a pillar; enhancing the application of science and technology, artificial intelligence (AI), Internet of Things (IoT) in production, energy management, quality control, and labor safety. Promote comprehensive digital transformation in business administration, accounting, production management and human resource management; build a shared database, make processes transparent, towards a "digital enterprise" model - efficient, sustainable, modern. Pay attention to environmental protection and sustainable border development, strictly implement waste, wastewater and exhaust gas treatment processes; increase tree planting, reuse scrap, protect water resources, ensure harmony between economic growth and ecological balance. Focus on developing high-quality human resources, especially young engineers and skilled technical workers; coordinate with universities and training institutions to improve skills, connect "study" and "practice"; build a modern, professional corporate culture with high social responsibility. Proactively propose mechanisms to remove difficulties in capital, tax, logistics, while expanding cooperation links, diversifying markets, aiming to export high-quality steel that meets international standards. We hope that the Company will continue to promote its pioneering role as a large industrial enterprise in the border area, actively contributing to the development of Cao Bang in particular and the Northeast region in general; contributing to realizing the goal of building "a green, high-tech, environmentally friendly industry - for people and for a sustainable future".
