Hai Phong ranks 3rd in the country in terms of Provincial Digital Transformation Index

This is the information announced by the Ministry of Science and Technology at the Program to Welcome National Digital Transformation Day 2025, which took place on the morning of October 21 in Hanoi.

DTI is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide. Since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications ) has issued and deployed the DTI Index to assess the level of digital transformation at three levels: Ministry, province and country.

Accordingly, the national DTI consists of 12 indicators divided into 3 main pillars: Digital Government (400 points), Digital Economy (300 points) and Digital Society (300 points), with a total score of 1,000. The provincial DTI is structured according to 3 similar pillars: Digital Government, Digital Economy and Digital Society, including 8 main indicators with 47 component indicators. Of which, the common foundation index group (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber security) accounts for the majority, in addition to the operational index group (digital government, digital economy, digital society). The ministerial DTI consists of 6 main indicators, 31 component indicators with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.

The indicators are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and verified statistical reports. Specifically, the national DTI has 33% of its indicators measured automatically; the ministerial and provincial DTI have 22.6% and 20% of its indicators measured automatically, respectively. The application of the online evaluation system helps ensure transparency, objectivity and continuous updates throughout the entire process.

At the local level, according to the 2024 provincial DTI rankings, Hanoi ranked first. This locality topped four main indicators including Digital Awareness, Digital Institutions, Digital Economic Activities and Digital Social Activities.

Hue City ranked second, achieving maximum scores in 3 main indexes (Digital Awareness, Digital Institutions, Cyber ​​Security) and ranked top 2 in Digital Government Activities.

Hai Phong holds the third position, standing out with maximum scores in Digital Awareness, Digital Institutions, and is in the top 3 in Digital Infrastructure and Digital Economic Activities. Thus, Hai Phong has increased 5 places compared to 2023 (8th position).

The results from DTI 2024 are not only a measure of the local digital transformation capacity, but also demonstrate the persistent efforts of the entire system in the journey to build an effective digital government, a dynamic digital economy and an inclusive digital society.
