How to participate: Contestants answer multiple-choice questions directly on computers or mobile devices with internet connection according to pre-designed question set software, specifically:
Step 1: Candidates register for the exam in 3 ways as follows:
- Access the Contest link at: http://thicchchaiphong.hethong.vn/ to log in and compete directly;
- Access the link at http://sonoivu.haiphong.gov.vn/, access the banner of the Online Contest to learn about administrative reform work of Hai Phong city in 2025;
- Scan the QR code below with the camera (on iOS operating system) or go to the QR code scanning section on the Zalo application (on Android operating system) to access the Contest:

During the contest, each contestant can only participate once in one of the three ways above.
Step 2: Declare information
- To be eligible to participate, candidates must provide complete and accurate information as instructed by the Organizing Committee. Individual entries will be considered invalid if they are found to contain incorrect registration information.
- At the exam page interface, select the "Join" button.
- Enter personal information accurately according to your citizen identification card or identity card including: full name, citizen identification card/identity card number, email, phone number.
- Select the work unit (required): The software has a pre-installed list of agencies and units (Departments, branches, People's Committees of communes, wards, special zones, etc.) for candidates to participate in the Self-Selection Contest. Please select the correct participating unit.
- In the password section: enter "Contest Password" (Contest Password: thicchc2025) .
- After filling in all the information, select "Join" to start the test.
- The contestant's registration information will be one of the bases for the Organizing Committee to consider awarding prizes. Those who do not fully declare the required information will not be allowed to participate in the awarding. Any changes to the contestant's registration information during the contest must be promptly notified to the Organizing Committee (through the Department of Home Affairs).
Step 3: Take the exam Candidates answer 10 multiple choice questions in 10 minutes and answer 1 question predicting the number of participants who correctly predict all 10 multiple choice questions in each round within 30 seconds. With 10 multiple choice questions, select the answers A, B, C, D that appear on the screen, choose the most correct answer. The time will count down, when the test time is over, the software will automatically end the candidate's test, during the test time, candidates can change the answers to the questions they have chosen before.
Entries will only be considered valid when the contestant fully answers all questions and ensures the specified time.
After completing the test, select “Submit” to send the results, the system will automatically inform the test taker of the results of their multiple choice test (scores achieved and total time to complete the test). When the test time is over, if the test taker does not select to submit the test, the system will automatically end the test submission.

Start: open exam link from 8:00 on November 3, 2025;
End: 5:00 p.m. November 28, 2025./.
