Dien Bien Patriotic Emulation Congress for the period 2025-2030

Attending the Congress were comrades: Tran Van Son - Minister, Head of the Government Office ; Tran Quoc Cuong - Member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee; Le Thanh Do - Chairman of Dien Bien Provincial People's Committee with the participation of 381 delegates.

The Congress was held in a jubilant atmosphere, the whole country and Dien Bien province practically welcomed the Party Congresses at all levels. With the theme "Solidarity, promoting the heroic tradition of Dien Bien Phu, competing to build Dien Bien province to develop rapidly and sustainably", the Congress was an opportunity to honor outstanding collectives and individuals in the period 2020-2025.

During the 2020-2025 period, the whole province effectively implemented 8 key emulation movements of the Government and 5 specialized movements of the province. Dien Bien has basically completed and exceeded 18/18 main target groups of the Resolution of the 14th Provincial Party Congress. The economy maintained an average growth rate of 8.76%/year; GRDP per capita is estimated at 54 million VND, an increase of more than 62% compared to 2020.

Social security work has achieved many outstanding results: Eliminating 7,365 temporary houses, supporting the repair and renovation of more than 22,300 houses for poor households and people with meritorious services. The poverty rate has decreased by an average of 4.53% per year, far exceeding the set target. In 2024, Dien Bien province successfully organized the 70th Anniversary of Dien Bien Phu Victory and the National Tourism Year, contributing to welcoming more than 1.85 million visitors, exceeding the plan. In the period of 2020-2025, more than 14,000 collectives and individuals were awarded from the provincial to the state level.

Dien Bien aims to become a green, smart, and sustainable province by 2030, with the following main targets: economic growth (GRDP) of 10-11%/year, GRDP per capita reaching 115 million VND; poverty rate decreasing by an average of 3%/year; 60% of communes meeting new rural standards.

Comrade Tran Van Son, speaking at the Congress, affirmed: “Dien Bien is a heroic historical land, associated with the glorious victory of 1954. In the new period, the Party and State always pay attention and create conditions for the province to promote its potential and advantages. I hope Dien Bien will continue to innovate, be creative, build a real and effective emulation movement, arouse the desire for development, and be determined to become a fairly developed province in the region by 2030”.

Within the framework of the Congress, a photo exhibition was held with the theme "Dien Bien - Imprint of the Patriotic Emulation Movement for the period 2020-2025" and 10 booths displaying typical OCOP products, agricultural products, and handicrafts.

Also at the congress, many outstanding collectives and individuals were awarded noble prizes: The Prime Minister awarded the Emulation Flag to Dien Bien province - the leading unit of the Emulation Cluster of 7 northern mountainous border provinces in 2024; and also awarded the Emulation Flag to the Department of Culture, Sports and Tourism and the Provincial Party Committee Office. The President awarded the First Class Labor Medal to Mr. Mua A Thi, Head of Hang Pu Xi village (Xa Dung commune) for his brave act of saving people, and the Third Class Labor Medal to Ms. Chu Thi Thuy and Mr. Le Minh Tu; 3 households and 7 individuals received Certificates of Merit from the Prime Minister; 8 collectives were awarded the Emulation Flag by the Provincial People's Committee; 17 collectives, 2 households and 15 individuals were awarded Provincial Certificates of Merit.
