Ensuring credit policy quality and borrowers' rights when merging provinces and communes

In the first quarter of 2025, the provincial and district branches of the Vietnam Bank for Social Policies regularly and proactively advised local Party committees, authorities, and socio-political organizations to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Central Party Secretariat on improving the effectiveness of social policy credit in the new period; Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister on approving the Development Strategy of the Vietnam Bank for Social Policies to 2030.

Total capital implemented by March 31, 2025 reached VND 5,510 billion, an increase of VND 132 billion, an increase of 2.46% compared to the beginning of the year. The entire branch has disbursed VND 376 billion to over 8,700 poor households and other policy beneficiaries, equal to 101% over the same period last year. Debt collection turnover reached VND 244 billion, an increase of 5% over the same period. Total outstanding debt of policy credit programs reached VND 5,500 billion, with nearly 119,000 households still in debt, an increase of VND 132.3 billion compared to the beginning of the year, completing 31.1% of the debt growth plan for 2025. The remaining target to be implemented is VND 293 billion, focusing on new programs assigned capital by the central government on March 31, 2025, including loan programs: Clean water, rural environmental sanitation; support job creation, maintenance and expansion; social housing.

The entrusted capital from local budgets continues to receive attention. In the first quarter, the district budget added 28.5 billion VND. By the end of the quarter, the total entrusted capital from the provincial and district budgets reached 678.127 billion VND, of which the provincial budget was 509.813 billion VND and the district budget was 168.314 billion VND.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh highly appreciated the initiative of the VBSP at all levels in implementing the tasks of the first quarter. In order to successfully implement and complete the tasks of the second quarter of 2025, the Vice Chairman of the Provincial People's Committee emphasized that the VBSP, relevant departments and branches, People's Committees of districts, towns and cities, especially socio-political organizations receiving the mandate, must not let the policy of merging provinces, merging communes, and ending the district-level model affect the implementation of tasks, affecting the quality of policy credit and the rights of borrowers. Whatever can be done for the people, we must try to do it with the highest sense of responsibility.

The Vice Chairman of the Provincial People's Committee noted that the Provincial Social Policy Bank should regularly and proactively grasp information to be proactive after the post-merger model is established. Carefully review capital sources, lending subjects, credit balance data and specific and detailed lending needs, ensuring accuracy and clarity to serve the work of organizing the apparatus in the context of implementing the merger of administrative boundaries at the provincial and communal levels.

The Vice Chairman of the Provincial People's Committee also requested the provincial Social Policy Bank and socio-political organizations to strengthen inspection, supervision, and tighten credit discipline; not to allow errors or violations in lending activities and lending subjects for policy credit capital sources. At the same time, continue to pay attention to allocating entrusted capital sources in 2025 to the Social Policy Bank...

On this occasion, the General Director of the VBSP presented Certificates of Merit to 2 individuals who are members of the Provincial VBSP Representative Board for their many contributions to policy credit work in the 2020-2025 period.
