Expanding social insurance coverage

By the end of April 2025, Ha Tinh had 68,457 people participating in voluntary social insurance, an increase of 874 people compared to 2024. This shows that people increasingly trust the State's social security policy.

Thanks to good propaganda work, more and more people trust and participate in voluntary social insurance.

Mr. Bui Hong Nhat - Head of the Department of Collection - Book and Card Management (Provincial Social Insurance) said: “This result is thanks to the whole industry persistently implementing many synchronous solutions. In particular, along with promoting administrative procedure reform, extensive and flexible propaganda work has greatly contributed to bringing the policy to each citizen. In particular, with the support policy under Resolution No. 177/2019/NQ-HDND from 2019 to present of the Provincial People's Council (voluntary social insurance participants are supported by 20% of the monthly social insurance contribution according to the poverty line in rural areas) has promoted and increased the number of voluntary social insurance participants significantly compared to before".

Voluntary social insurance is a humane policy of the Party and the State, operating not for profit. By participating in voluntary social insurance, people not only receive support from the State for the contribution level but also enjoy many practical benefits such as: having the opportunity to receive a monthly pension and being granted a free health insurance card; relatives receive a death benefit when the participant passes away.

Recently, voluntary social insurance participants are even more excited because according to the Social Insurance Law 2024, from July 1, 2025, they will enjoy many new policies, such as: receiving pension after paying for 15 years instead of 20 years as currently; workers who are old enough to retire but have not paid enough social insurance can pay one time for the missing time to receive pension but not more than 5 years instead of 10 years as previously regulated...

Ms. Ho Thi Thu in residential group 3, Hung Tri ward (Ky Anh town) has great confidence in the new policies stipulated in the Social Insurance Law 2024.

Ms. Ho Thi Thu (born in 1971) in residential group 3, Hung Tri ward (Ky Anh town) shared: “I have participated in voluntary social insurance since the end of 2021, up to now, 10 more people in my family have trusted and participated. We are very excited about the new policy, some members also have a financial plan to be able to pay at once, to receive pensions early according to regulations”.

Currently, Ha Tinh's voluntary social insurance coverage rate is 12.8%, 10.3% higher than the national voluntary social insurance coverage target by 2025 (assigned in Resolution 28-NQ/TW) and higher than the national average. To achieve this, the provincial social insurance sector has effectively coordinated with socio -political organizations and the network of collection service staff in localities.

Ms. Bui Thi Hoa - Social Insurance collection service staff of the Women's Union of Tuong Son Commune (Ha Tinh City) shared: "After 6 years working as a Social Insurance collection service staff, up to now, I have helped hundreds of people access and benefit from related policies, of which, 400 people participate in voluntary social insurance alone. To achieve that result, I do not hesitate to go to every alley, knock on every door, go to the fields to propagate and mobilize people to participate".

Ms. Bui Thi Hoa, regardless of the hot weather, still persistently went to the fields to propagate and mobilize people to participate in voluntary social insurance.

In recent times, implementing Resolution 28-NQ/TW on “expanding the subjects of compulsory social insurance”, the provincial Social Insurance has also focused on reviewing and expanding the subjects participating in compulsory social insurance for employees at newly established enterprises. To date, the whole province has 99,218 people participating in compulsory social insurance, an increase of 1,113 people compared to 2024.

In the business sector, although there is still a long-standing debt situation, many units have seriously implemented social insurance policies, ensuring full benefits for employees.

Mr. Nguyen Quang Lam - Director of Hoi Dong Trading Company Limited (Thach Ha) said: “Up to now, 150/150 employees of the company have paid social insurance. In 2024, 42 people received social insurance benefits with an amount of more than 305 million VND, from the beginning of 2025 until now, 14 people have received social insurance policies with an amount of more than 96 million VND. Thanks to ensuring social insurance policies, employees feel secure and stay with the company for a long time”.

At Hoi Dong Trading Company Limited, performing social insurance obligations is considered one of the important tasks.

To ensure the rights of workers, in addition to the inspection, examination and handling activities of the Social Insurance Agency, there is also the supervision of local authorities.

Mr. Duong Tri - Deputy Head of the Steering Committee for the development of social insurance and health insurance participants in Ky Anh town said: "As a locality with many enterprises and individual business households employing workers, we always identify the task of protecting the rights of workers as a regular and timely task. Along with implementing propaganda activities, the locality also coordinates with the Social Insurance to monitor the implementation of social insurance obligations of enterprises. Thereby, both limiting the situation of evasion and debt arrears, and ensuring the legitimate rights of workers".

The road towards the goal of universal social insurance in Ha Tinh still has many difficulties, but with persistent, close-to-the-people approach, and the support of authorities at all levels, businesses and people, social insurance policies will certainly spread more and more widely, bringing stability and humanity to the whole society.
