According to the report on the progress of the implementation of the Project on rearranging provincial and commune-level administrative units of the city; the arrangement and operation of new commune-level agencies and units. On June 12, the National Assembly passed and issued Resolution No. 202/2025/QH15 on the rearrangement of provincial-level administrative units, including the merger of Hai Duong province and Hai Phong city. On June 16, the National Assembly Standing Committee issued Resolution No. 1669/NQ-UBTVQH15 on the rearrangement of commune-level administrative units of Hai Phong city; after the rearrangement, Hai Phong city has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones. To proactively implement the Resolutions of the National Assembly, the National Assembly Standing Committee and the City People's Committee issued Plan 145 to implement Resolution 1669 of the National Assembly Standing Committee. At the same time, the City People's Committee Party Committee submitted a report on the issuance of the Plan of the City Party Committee Standing Committee on implementing the Resolution of the National Assembly on the merger of Hai Duong province and Hai Phong city.
Regarding the pilot operation of the 2-level local government model in the city, Steering Committee 1806 issued Plan 01 to pilot the operation of Party, State and Vietnam Fatherland Front agencies at the commune level when implementing the 2-level local government model in the new Hai Phong city. Accordingly, phase 1 will organize the first pilot operation in 144 communes, wards and new special zones and organize experience sharing from the pilot operation on June 20; phase 2 will organize the second pilot operation on June 25, organize a preliminary review, draw experience, and ensure simultaneous implementation from July 1, 2025.
At the meeting, members of Steering Committee 1806, leaders of departments and branches analyzed and clarified the results as well as issues raised in the development and implementation of projects to rearrange and consolidate party organizations, government, Vietnam Fatherland Front and socio-political organizations; personnel work; resolving policies and regimes for cadres, civil servants and public employees; arranging working offices, traffic connection solutions and housing development plans when rearranging provincial administrative units and a number of other tasks.
After listening to the reports and opinions of the members of the Steering Committee 1806, concluding the meeting, Secretary of the City Party Committee Le Tien Chau basically agreed on the results of the implementation of the tasks, the progress of the implementation of the tasks of the merger between the two localities and the arrangement of the operation of the new agencies and communes. From now until the new apparatus after the merger of Hai Duong province and Hai Phong city, implementing the 2-level government model comes into operation, there is not much time left, the workload is very large. Therefore, according to the assigned functions and tasks, the Secretary of the City Party Committee requested the members of the Steering Committee 1806 to be proactive, strengthen direction, inspection and supervision at units and localities.
The Secretary of the City Party Committee assigned specific tasks to the units, in which the Party Committee of the City People's Committee presided over and actively coordinated with the Party Organization Committee, the Party Office, relevant agencies of Hai Phong city and Hai Duong province to organize the ceremony to announce the Resolutions of the Party Central Committee, the Secretariat, the National Assembly, the National Assembly Standing Committee on the merger of Hai Duong province and Hai Phong city; establish the City Party Committee, the city's leadership personnel; the conference to announce the Central and City resolutions for communes, wards, and special zones, ensuring solemnity, economy, and efficiency.
He emphasized that this is an important event, which must truly be a festival for all people; at the Conference announcing the establishment of communes, wards, and special zones, assign city leaders, members of the Standing Committee, members of the City Party Committee, leaders of Departments, branches, and city units to attend; consider the form of direct and online organization. The Party Committee of the City People's Committee directed relevant agencies to coordinate and implement Plan 01 of Steering Committee 1806 to test the operation of Party, State, and Vietnam Fatherland Front agencies at the commune level when implementing the 2-level local government model in the new Hai Phong city, ensuring compliance with the requirements and progress set out, and necessary direct inspection. Continue to accelerate the arrangement of vehicles, headquarters, working conditions, equipment, and technological infrastructure at Party, government, and Vietnam Fatherland Front agencies at the commune, ward, and new special zones, ensuring test operations in 2 phases. Direct the completion of the Political - Administrative Center, the Conference - Performance Center, arrange for trial operation, proactively accept, gradually arrange for the relocation of the headquarters of the Departments and branches. Carefully review the headquarters, working conditions of communes, wards, and special zones to have plans for repair, procurement and immediately report to competent authorities if there are any problems. Quickly review the repair of public housing; clearly identify cases of using public housing. Soon have regulations on conditions and plans to arrange funding to support travel for cadres, civil servants, and public employees in remote working conditions. Guide and promptly resolve policies for cadres, civil servants, and public employees.
The Secretary of the City Party Committee assigned the City Party Committee's Organization Board to promptly advise the Standing Committee of the City Party Committee to end the activities of the Party Committees of districts, towns, and Thuy Nguyen city; establish Party Committees of new communes, wards, and special economic zones and personnel plans for new commune-level Party Committees, on that basis, conduct trial operations. Promptly advise on the expected direction of assignment and arrangement of department-level leaders of departments and branches, and report to the Standing Committee of the City Party Committee. Review the conditions and standards of secretaries and chairmen of communes, wards, and special economic zones according to the Central's instructions.
For the City People's Council Party Committee, based on the new documents of the National Assembly and the National Assembly Standing Committee, proactively issue documents directing and guiding the activities of the new commune-level People's Council organization when organizing a two-level local government and organizing meetings of the new commune-level People's Council. For the Party Cell of the Vietnam Fatherland Front of the city, continue to urge and arrange the organization of the Vietnam Fatherland Front apparatus, socio-political organizations, associations, and mass organizations assigned by the Party and the State; coordinate with the Organizing Committee of the City Party Committee to advise and issue regulations on the functions, tasks, and organization of the Vietnam Fatherland Front apparatus of the city and commune levels. Preside over, coordinate, advise, and propose activities to celebrate the merger of Hai Duong province and Hai Phong city, and report to the Standing Committee of the City Party Committee.
The Secretary of the City Party Committee requested the Propaganda and Mass Mobilization Department of the City Party Committee to take the lead in advising on organizing propaganda activities, orienting information and communication to celebrate the merger of the two localities. The Department of Home Affairs - the Standing Office of the Steering Committee 1806, closely follows the direction of the Central Committee and the City Party Committee to urge relevant agencies and units to carry out tasks, ensure the set progress, promptly report on any problems; take the lead and coordinate with relevant agencies to determine the location and number of cadres, civil servants and public employees staying to work in Hai Duong province, and report to the Standing Committee of the City Party Committee.
For the Working Groups of the two localities, direct the review of the contents that need to be coordinated to unify before operation, such as: organizing the event to announce the merger of the two localities; determining the content for the meeting of the Standing Committee of the Hai Phong City Party Committee, the Standing Committee of the Hai Duong Provincial Party Committee before the merger if necessary.
The Office of the City Party Committee advises and drafts documents of the Standing Committee of the City Party Committee allowing the Standing Committees of communes, wards, and special zones to access the work immediately after being assigned tasks and prepare the work before July 1; presides over and coordinates with the City Party Committee, the City Party Committee's Organization Board, the City Fatherland Front Committee, and relevant agencies to develop content and progress roadmap for meetings of the City Party Committee's Standing Committee, the City Party Committee's Executive Board, and the City People's Council from now until July 1 and even after July 1. The comrade assigned the City Party Committee's Inspection Committee to have a plan to inspect the implementation and promptly advise on handling any arising issues./.
