According to the practice before each session of the National Assembly, Secretary of the National Assembly Party Delegation, Chairman of the National Assembly Vuong Dinh Hue and Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh will co-chair the Conference between the National Assembly Party Delegation and the Government Party Committee on coordination in preparation for the session. This has effectively contributed to the regular sessions of the National Assembly being carefully prepared, thoughtful, and highly consensual.
At this conference, delegates listened to the report by Member of the National Assembly Party Delegation, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong and Head of the Government Party Personnel Office, Minister, Head of the Government Office Tran Van Son on the preparation work for the 6th Session of the 15th National Assembly.
Accordingly, it is said that right after the 5th Session, the National Assembly Party Delegation and the Government Party Committee have directed the agencies of both sides resolutely and closely, coordinated with relevant agencies to urgently prepare the contents, ensuring the highest quality to submit to the National Assembly.
Over the past time, the agencies of the National Assembly, the Government and relevant agencies have continued to promote positivity, urgency, proactiveness, enhance responsibility, strive to innovate, accelerate the preparation, receive, revise, and explain the opinions of National Assembly deputies, organize specialized National Assembly deputies' conferences, survey and consult with experts, managers, and affected subjects to perfect the contents of the session. Up to now, the contents of the session have been commented by the National Assembly Standing Committee and are basically qualified to be submitted to the National Assembly.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that the 6th session of the 15th National Assembly will open on October 23 and is expected to close on November 28, and will be held in two phases. The total working time is about 22 days. As the year-end session and also the mid-term session, at this session, the National Assembly will carry out a very large amount of work, many important contents, with high requirements on quality and progress, contributing to ensuring the basic completion of the tasks set out for the term.
At the 6th Session, the National Assembly will consider and approve 9 laws and 01 draft resolution containing legal norms; give opinions on 08 draft laws; assess the results of the implementation of the socio-economic development plan and the state budget in 2023; conduct a mid-term assessment: the results of the implementation of the 5-year plans for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment; consider and decide on the central budget allocation plan for 2024; consider reports of agencies; conduct thematic supervision; conduct questions and answers; take a vote of confidence for people holding positions elected or approved by the National Assembly; consider and decide on other important issues.
Reporting on the conditions to ensure the session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the Secretary General of the National Assembly and the National Assembly Office have proactively coordinated closely with relevant agencies to review and carefully prepare for facilities, technology, information and propaganda, security and safety, reception, logistics, medical security, etc., which have now been basically completed and best serve the session.
Referring to a number of issues that need to be addressed in the preparation of the session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong noted that the situation of agencies being slow in sending files and documents tends to increase; some contents proposed to be added to the session agenda were not sent with the files and documents or were sent late or were proposed to be withdrawn, causing difficulties and passivity for the review work and the National Assembly Standing Committee had to adjust the session agenda many times to promptly give opinions.
Note some issues that have emerged through public opinion, through voter contact activities, citizen reception, handling of complaints and denunciations such as issues related to education, shortage of teachers, facilities, implementation of the new general education program, high school graduation exams, collection of fees at the beginning of the year at schools; issues related to state management of cinema, sports, violations of the code of conduct when using social networks; some issues related to land; slow transition of policy implementation in the implementation of new rural areas; problems and inadequacies in value-added tax refunds and corporate bonds; fire prevention, natural disasters, storms and floods... The Secretary General of the National Assembly and the Head of the National Assembly Office requested the National Assembly Party Delegation and the Government Party Personnel Committee to pay attention to directing agencies to proactively provide information and give convincing explanations when requested. There should be appropriate and specific proposals and solutions to resolve the issue, provide complete and timely information, clarify outstanding results in socio-economic development, thereby bringing new momentum and positive effects in continuing to carry out tasks and solutions in the coming time.
At the Conference, members of the National Assembly Party Delegation and the Government Party Committee discussed in detail and clarified a number of contents submitted to the National Assembly, the progress of preparing and completing documents, receiving, explaining and revising a number of draft laws; the arrangement and organization of contents in the meeting agenda, etc.
Prime Minister Pham Minh Chinh said that since the 5th Session, the National Assembly Party Delegation, the Government Party Committee, the National Assembly and Government agencies have closely coordinated to prepare early and remotely for the contents of the 6th Session. The Government and the Prime Minister have assigned members of the Government and responsible agencies to preside over the preparation of files and documents.
It is clear that the coordination between the two agencies is not only in draft laws but also in all socio-economic issues, supervision, and decisions on important national issues... The Prime Minister said that it is thanks to the effective coordination, constant companionship, close coordination and sharing that has contributed to creating conditions for the Government to carry out its tasks, in executive power, socio-economic, security and defense tasks... At the recent 8th Central Conference of the 13th tenure, the close coordination between the National Assembly and the Government was also acknowledged and highly appreciated, the Prime Minister added.
Regarding some shortcomings and limitations such as the delay in sending documents and records, the Prime Minister frankly acknowledged these shortcomings to seriously learn from experience and overcome them. At the same time, he expressed his wish to continue to receive sympathy and understanding from the National Assembly and National Assembly deputies in the implementation of the Government's tasks, Ministers and heads of sectors so that the two sides can continue to closely coordinate and carefully prepare the contents to be submitted to the National Assembly.
Regarding some draft laws with different opinions, the Prime Minister said that through discussions, many issues have been agreed upon, and suggested that the Government and National Assembly agencies continue to closely coordinate, absorb and explain these contents to the maximum extent. In addition, it is necessary to continue reviewing the contents submitted to competent authorities for guidance. For the contents that have not been included in the meeting agenda, the agencies need to actively and urgently prepare to submit them to the National Assembly at the nearest meeting.
Concluding the conference, agreeing with the Prime Minister's opinions and welcoming the preparations for the session by the agencies, National Assembly Chairman Vuong Dinh Hue emphasized that the important thing is that there has been close coordination to be able to reach an agreement on the content, program of the session, and organization plan.
Emphasizing that the 6th Session is a mid-term session, making an important contribution to the completion of the tasks of the 15th tenure, the National Assembly Chairman said that the National Assembly will carry out a huge amount of work in terms of legislation, supervision, deciding on important national issues, taking a vote of confidence for those holding positions elected and approved by the National Assembly... with very high requirements on quality and progress. Many important contents directly affect the socio-economic development and people's lives.
The National Assembly Chairman said that the Party and State leaders have set very high requirements for the session and voters and people nationwide have high expectations and trust in the success of the session. To ensure the session is successful and completes the proposed content with the best quality, the National Assembly Chairman requested that agencies coordinate to do a good job of preparation, ensuring the quality of draft laws and issues submitted to the National Assembly. Regarding some major contents with different opinions, the National Assembly Chairman requested that agencies of the National Assembly and the Government carefully prepare the explanation content, clarifying the advantages and disadvantages of each option so that National Assembly deputies have a basis for consideration and decision, ensuring the quality of legislative work.
The National Assembly Chairman also noted that it is necessary to continue to do a good job of information and propaganda before, during and after the session. In particular, it is necessary to proactively and promptly inform about the progress of the sessions, especially the discussion sessions, giving opinions on issues of public interest, not allowing information gaps; orienting propaganda with focus, key points, in line with the goals and viewpoints of the Party and the laws of the State, ensuring objectivity, comprehensiveness, and timeliness, contributing to accurately and fully conveying the progress of the session to voters and people nationwide.
