On the afternoon of May 8 (local time), General Secretary To Lam , his wife and a high-ranking Vietnamese delegation arrived in Moscow, beginning an official visit to the Russian Federation and attending the 80th anniversary of Victory Day in the Great Patriotic War at the invitation of Russian President Vladimir Putin.

At exactly 10:00 a.m. on May 9, Moscow time (2:00 p.m. on the same day, Vietnam time), the parade commemorating the 80th anniversary of the victory over fascism in the Great Patriotic War began on Russia's Red Square.

May 9, 1945 – a historical moment that has entered the memory of humanity as a brilliant milestone: Fascism was crushed, the world turned a new page with hope for peace, justice and freedom. 80 years have passed, but the echoes of the Victory over Fascism still retain their current value.

On the morning of May 9, Prime Minister Pham Minh Chinh chaired a special Government meeting on the arrangement of administrative units at all levels and the construction of a two-level local government model.
