Disseminate policies of the Social Insurance Law 2024 to employees

Previously, individual business owners were not included in the group participating in compulsory social insurance, so they could only participate in voluntary social insurance with limited benefits. Ms. Le Thi Dieu Trang, Director of Happy English Foreign Language Center (Phu Thuong Ward, Thuan Hoa District) shared: “I used to not enjoy maternity benefits when giving birth because I only participated in voluntary social insurance. Now that I am included in the compulsory group, I am very happy because this helps ensure long-term social security, and at the same time motivates me to strive to stick with my job.”

Not only expanding the scope of beneficiaries, the 2024 Social Insurance Law also adjusts the conditions for employees to receive pensions in a more favorable direction. Specifically, the minimum period of participation in social insurance is shortened from 20 years to 15 years, creating more favorable conditions for employees to access the pension regime. Mr. Nguyen Van Ty, a business owner in Dong Ba ward, Phu Xuan district, said: "Participating in compulsory social insurance is a great motivation for me to stick with my job and feel secure in doing business for a long time, because I will have a pension later."

According to Decree 01/2021/ND-CP dated January 4, 2021 of the Government on business registration, a business household is an organization registered in the name of an individual or a household member. With the new policy, the household head will be able to choose the salary as the basis for social insurance contributions, but not lower than the reference level (currently VND 2,340,000/month) and not exceeding 20 times this level. The corresponding minimum contribution level is 25% of the salary, or about VND 585,000/month. This is considered a reasonable approach, both creating conditions for freelance workers to be financially proactive and ensuring the stability of the social insurance fund in the long term.

At the “One-stop shop” department of Hue City Social Insurance, every day dozens of people come to learn about social insurance policies, many of whom are business owners. Ms. Bui Thi Thu Ly, Deputy Director of Hue City Social Insurance, said that the social insurance sector is actively promoting communication work so that people can clearly understand the new points of the law. Various forms of propaganda are deployed such as organizing conferences, competitions, communication at the “One-stop shop” department, job service centers, social networks and electronic information portals of the social insurance agency, etc.

As of March 2025, the entire city of Hue has nearly 19,000 operating business households, a large workforce that is accessing the first mandatory social security policy.

Along with individual business owners, the 2024 Social Insurance Law also expands the scope of compulsory social insurance participation to non-professional workers at the commune, village, and residential group levels; part-time workers; business managers, controllers, etc.

The 2024 Social Insurance Law assigns the National Assembly Standing Committee to decide on compulsory social insurance participation for other subjects who have stable and regular jobs and incomes based on the Government's proposal in accordance with the socio -economic development conditions of each period. This provision creates conditions for expanding the scope of compulsory social insurance participation for other groups of subjects in accordance with changes in labor relations, socio-economic development conditions, and the lives of workers in the future.

These changes demonstrate the State's determination to gradually improve the social security system towards a more inclusive, comprehensive and equitable one.
