Speaking to reporters of Hanoi Moi Newspaper on May 29, a representative of the Telecommunication Services Corporation (under VNPT Group) said that VinaPhone has launched a nationwide campaign to review phone SIM cards with the aim of preventing online fraud.

Accordingly, VinaPhone has proactively received and analyzed information from data sources, such as the 5656 prefix, the Department of Telecommunications, the Ministry of Public Security and other channels to identify subscribers with signs of being spam SIMs.

In border areas, subscribers suspected of spreading spam calls and scam calls are verified through direct calls, video calls and temporarily blocked if unusual signs are detected.

At the same time, VinaPhone standardizes information for postpaid subscribers whose data does not match the information on the system, applies OTP to new developments where the subscriber information is using multiple SIMs, applies video call measures to review and post-check 100% of newly developed subscribers and blocks subscribers with signs of pre-activation.

Along with that, VinaPhone promotes communication, encouraging customers who are businesses to switch to Voice brandname service (branded call solution) so that customers can easily identify the caller.

In addition, the network operator will block all cases of advertising regulation violations; continuously scan and update suspected simbox IMEIs to block and handle according to the request of the Telecommunications Department.

In addition, officers, employees and the entire sales channel system are thoroughly instructed to comply with the regulations on registering subscriber information, while at the same time strengthening the monitoring of the status of pre-activated SIM cards on the market.

VinaPhone strictly handles individuals and units that violate or do not fully implement regulations leading to the existence of junk SIMs or fraudulent SIMs.

A representative of Viettel Telecommunications Corporation (under Viettel Group) said that Viettel manages subscriber information by applying technology to standardize, authenticate, review and recall SIMs with signs of violations to prevent spam SIMs right from the source.

Viettel applies AI to prevent fraud through the free VCall ID fraud call warning system on MyViettel. Subscribers reported to have fraudulent behavior will be blocked after verification. Thanks to that, tens of thousands of subscribers with signs of fraud have been blocked, the number of reports has decreased sharply.

“We consider this a long-term responsibility and will continue to tighten subscriber management, upgrade technology, and encourage people to report via hotline 198 and MyViettel application. Customer feedback is data that helps Viettel perfect its anti-fraud model. Only when the whole community acts together will Vietnam's digital space be truly safe, transparent and civilized,” said a Viettel representative.

According to information from MobiFone Telecommunications Corporation, the network operator strictly complies with and proactively reviews and issues subscriber management policies.

Subscribers must have information that matches the national population database; each customer can only connect to a maximum of 3 new subscribers/documents; customers connecting from the 2nd subscriber or more must have OTP authentication from the previously registered subscriber.

Every week, MobiFone proactively checks and blocks new subscribers who do not install SIM cards to operate, do not incur fees or do not generate transactions.

Actively check the distribution channel, update the list of "suspected" subscriber SIMs that are pre-registered with subscriber information to lock, block, or cut; reset information, reinstall the white kit of existing SIMs on the channel that are "suspected" to be pre-activated SIMs.

However, during the implementation process, MobiFone encountered many difficulties and obstacles, both subjective and objective. Customers who received standardized subscriber information messages also paid little attention to messages from network operators, which made it difficult for network operators to determine the authenticity of subscribers.
