Register birth, issue health insurance card through public service portal from July 1

People nationwide can register birth, permanent residence, and health insurance cards for children under 6 years old through the National Public Service Portal from July 1.

Vietnam Social Security has just issued two decisions on the interconnected process for handling two groups of administrative procedures on the National Public Service Portal.

The service group of Birth Registration - Permanent Residence Registration - Health Insurance Card Issuance for children under 6 years old will be implemented from July 1st nationwide after half a year of piloting in Hanoi and Ha Nam . The father or mother, or guardian, or relative of the child fills in the electronic declaration form on the portal. The declaration will be sent to the local Social Insurance Agency for processing according to regulations. Valid documents will be processed within two days.

The group of Death Registration - Permanent Residence Deregistration - Funeral Allowance will be implemented from today. This service applies to 6 cases of death, including: People receiving monthly pensions and social insurance benefits; people who have paid compulsory social insurance for more than 12 months and are reserving it; people who have paid voluntary social insurance for 60 months or more; people who have paid voluntary social insurance in which there was a compulsory payment period of more than 12 months or the total payment period in both areas is more than 60 months; people who are not old enough and are waiting to receive retirement benefits; people over 80 years old who are receiving monthly death benefits.

Individuals who register the death of a deceased person in one of the above cases will have the death certificate extracted from the Public Service Portal via the inter-connected software sent by the competent authority to the local Social Insurance Agency to issue a decision to stop receiving monthly death benefits. After that, the Social Insurance will resolve the funeral benefits or carry out the termination procedures according to regulations.

According to Vietnam Social Security, deploying two groups of public services nationwide helps people reduce time and costs of going to work when they only need to do it once but handle three accompanying administrative procedures. Previously, this agency and a number of ministries and branches piloted the two groups of public services above in Hanoi and Ha Nam. As of May 30, the Social Security of the two localities above received and processed more than 34,000 applications for health insurance cards for children under 6 years old and 1,220 applications for funeral expenses.
