Over the past years, Party committees and organizations at all levels in the Party Committee of Command 86 have led, directed the organization to thoroughly grasp and seriously implement Resolution No. 915, Resolution 1661 dated December 20, 2022 of the Central Military Commission on leadership of military financial work until 2030, and Regulation No. 616 dated September 29, 2021 of the Central Military Commission on leadership of Party committees at all levels over financial work in the Vietnam People's Army.

The Party Committee of the Command has led and directed the development of medium- and long-term financial plans; assigned budget allocation targets to each agency and unit in line with the tasks; focused on directing the preparation of estimates and spending plans for each budget item. Financial work ensures correct content, efficiency, economical and reasonable spending, and good implementation of financial disclosure regulations at each level. The budget is used in order of priority, fully and promptly for combat readiness tasks, purchasing technical equipment, consolidating facilities, training, exercises, etc.

Financial inspection and examination work is conducted regularly, with focus and key points, with content developed and implemented in accordance with the nature of activities of each agency and unit.

Party committees and commanders at all levels have thoroughly grasped and implemented the Law on Anti-Corruption; the Law on Practicing Thrift and Combating Wastefulness and the action programs of the Command on practicing thrift, preventing corruption and waste in spending, purchasing supplies, weapons, equipment and assets. Organized the public disclosure of the budget according to regulations and directed agencies and units to prepare quarterly and annual spending estimates, develop plans, estimates and needs for purchasing supplies and goods before performing tasks to ensure savings and efficiency in budget use. In the period of 2018-2025, the Command saved 44.28 billion VND.

The conference listened to comments and agreed to determine the goal in the coming time of the Party Committee of Command 86, which is to focus on comprehensive leadership and direction to effectively implement the innovation of the military financial management mechanism, improve the quality of work to meet the requirements of building and developing the cyberspace combat force in the new situation.

The Command will focus on improving the quality of budget preparation and implementation, especially the annual budget preparation, closely following the characteristics of tasks and development orientations, ensuring timely and complete regimes, standards and policies for officers, employees and soldiers.

Focus on budget spending planning, strengthen the role of financial agencies in urging spending, disbursement, and settlement, gradually overcome the situation of budget accumulation at the end of the year, the annual budget compliance rate reaches 99.8-100% compared to the assigned estimate.

Implement good coordination and cross-monitoring between financial agencies and professional sectors in the spending process; enhance the application of information technology and digital transformation in financial work. Do a good job of "post-inspection", strictly handle violations that cause loss, waste and inefficiency in budget spending.
