The National Innovation Center (NIC) has just coordinated with the Embassy of Japan in Vietnam to organize the "Vietnam - Japan Semiconductor Cooperation Connection Program".
The Japanese delegation visiting Vietnam are member units of the "Kyushu Semiconductor Human Resource Development Joint Venture", including representatives of local authorities, institutes, schools, businesses, financial institutions, etc.
Kyushu is a high-tech hub, especially in the electronics and semiconductor industries, and is known as Japan’s “Silicon Island.” During its heyday, semiconductor production in Kyushu was instrumental in Japan’s dominance, accounting for half of the global semiconductor industry.
The Japanese government is determined to “restore the glory” of the semiconductor industry, including reviving the Kyushu region. Therefore, the visit of the “Kyushu Semiconductor Human Resource Development Joint Venture” aims to survey and demonstrate the need for cooperation with Vietnam in the semiconductor sector, especially human resources.

According to Mr. Vu Quoc Huy, Director of the National Innovation Center, the program is an important event, marking a step forward between Vietnam and Japan in realizing commitments and implementing substantive cooperation between the two countries in the semiconductor field.
Vietnam is at a crucial moment, preparing to enter a new era - the era of national development as affirmed by General Secretary To Lam. In that context, Vietnam is focusing on promoting digital transformation, green transformation and developing science and technology, innovation to create breakthroughs in productivity, quality and increase the competitiveness of the economy .
“ Vietnam has gathered the conditions to be ready to welcome and cooperate with businesses and investors from all over the world in the semiconductor industry ,” said Mr. Vu Quoc Huy.

In recent times, Vietnam has cooperated with Japan in developing the semiconductor industry ecosystem and enhancing business capacity through cooperation with the Japanese Ministry of Economy, Trade and Industry (METI), the Japanese Embassy in Vietnam, and the Japan External Trade Organization (JETRO).
Regarding human resources, NIC has cooperated with Hiroshima University to search for and send Vietnamese human resources to Japan to train international bachelors in semiconductors. The cooperation with Japan has been implemented effectively, practically and brought many values. In fact, there are many Vietnamese engineers participating in semiconductor production lines at factories in Japan.
Mr. Ishikawa Isamu, Deputy Ambassador of Japan to Vietnam, said that he felt Vietnam's expectation in cooperating with the Kyushu region on the issue of developing semiconductor human resources.
According to the Deputy Ambassador of Japan to Vietnam, the Japanese semiconductor industry is currently among the top in the world, with many companies having high competitiveness, not only in the production of integrated circuits, but also in the production of semiconductor equipment and materials.
“ The Japanese semiconductor industry is currently concentrated mainly in the Kyushu region. By 2023, more than half of Japan’s total integrated circuit production value will be carried out in Kyushu, which accounts for only 10% of Japan’s land area. Many businesses are planning to invest in Kyushu, bringing the semiconductor industry in this region into a period of strong development, ” said the Deputy Ambassador of Japan to Vietnam.

Mr. Ishikawa Isamu said that Vietnam has potential for semiconductor human resources, while Japan is a developed country in this field. Cooperation between the two countries will bring beneficial results for both Vietnam and Japan.
Understanding each other’s viewpoints and strengths is the first step in cooperation. Therefore, frank exchanges and discussions between representatives of businesses, organizations and units on both sides will contribute to promoting the relationship between Vietnam and Japan in the semiconductor field.
“ If you want to go fast, go alone. If you want to go far, go together. ” This viewpoint was unanimously agreed upon by representatives of both Vietnam and Japan.
Within the framework of the program, after meeting, connecting, exchanging information, and finding partners, Japanese enterprises all expressed their desire to continue to accompany and support Vietnam in developing key industries such as semiconductors and innovation, thereby consolidating and strengthening the Vietnam-Japan cooperative relationship.
