Imprint of Commune Police Part 2: For peace at the border

Tay Ninh is a border province, with 20 communes bordering 3 provinces of the Kingdom of Cambodia. The police of the border communes in the province have taken specific actions, promoting the core role in ensuring security and order (ANTT) so that people can feel secure in working, producing, and developing the economy .

Spread the movement of All people protecting national security

Tien Thuan Commune (Ben Cau District) has a 3.5km long border, adjacent to Svay Rieng Province, Kingdom of Cambodia, where there are many casinos and cockfighting arenas, trails and open paths - conditions for criminals to take advantage of to commit illegal acts. This is a big challenge for the local police force in ensuring security and order.

A representative of Tien Thuan Commune People's Committee said that the Commune Police advise the Party Committee and the People's Committee on ensuring security and order, coordinate well with departments, branches and organizations in patrolling and maintaining security as well as managing post-rehabilitation subjects and subjects reintegrating into the community after serving prison sentences; deploy many solutions to mobilize the combined strength of the entire political system in preventing and fighting all types of crimes and violations.

The communal police assigned tasks to officers and soldiers to grasp the local situation, associated with launching and implementing models of the movement "All people protect national security" such as "Security key chain" and "Mobilizing all people to participate in denouncing and arresting criminals".

Maintain a regular meeting and reporting regime to exchange information with the District Police and local authorities, thereby taking measures to promptly resolve complex issues, not allowing the incident to drag on and creating hot spots. In 2022 and the first 6 months of 2023, the Commune Police coordinated with other forces to arrest 30 cases and 50 law violators.

Major Vo Minh Trung - Head of the Commune Police said that the unit regularly coordinates with the Border Guard force to patrol and control people crossing the border. The police have eliminated and arrested many subjects with illegal entry and exit, smuggling, and transporting prohibited goods and drugs.

To further reduce crime, the Commune Police have stepped up measures, focused on firmly grasping the area, strongly spreading the movement of All People Protecting National Security, mobilizing people to join hands in preventing and fighting crime, gradually creating solid trust for local people.

Effectiveness from coordination

Chau Thanh is a district with an important geographical, political, security and defense position, therefore, ensuring security and order and border security is an important task. Lieutenant Colonel Nguyen Van Cam - Head of Chau Thanh District Police said that, in the face of increasingly rapid crime with many sophisticated and aggressive forms, especially sabotage activities on the border, the District Police advised the District People's Committee to coordinate the three forces of Police - Military - Border Guard to carry out key tasks on security and defense, participate in ensuring political security, social order and safety; not to be passive, surprised, not to let hostile forces have the ability, conditions, and opportunities to take advantage of and conduct sabotage activities.

The forces always pay attention to and focus on preventing and repelling crimes, preventing riots, terrorism, and sabotage on the border. They have done a good job of advising and coordinating in training, education, and organizing commune-level defense zone drills according to the Resolution of the District Party Committee. In the first 6 months of 2023, the District Police Department's leadership directed relevant professional units to coordinate with the District Military Command to successfully organize the 2023 district defense zone drill with 4 communes: Long Vinh, Tri Binh, Dong Khoi, and Phuoc Vinh.

Thanh Long Commune, Chau Thanh District has a 12km long border and a large administrative boundary, so some people take advantage of it to organize gambling dens, smuggling, commercial fraud, drug transportation... Major Pham Thanh Liem - Head of Thanh Long Commune Police said: "The commune police identify coordination as an indispensable part of the task of ensuring political security and social order and safety in the area.

We build a coordination plan between the three forces of Police - Military - Border Guard; coordinate the organization of armed patrols on the border, propagate to people living in the border area about the regulations of the land border area of the Socialist Republic of Vietnam, raise awareness of protecting border markers, not encroaching, illegal immigration, preventing crime, especially robbery, theft, drugs... The unit regularly coordinates with the Fatherland Front, departments, branches, and organizations through meetings of self-managed residential groups, integrating propaganda for the people".

With the spirit of attacking and suppressing crime to contribute to cleaning up the area, in 2022, Thanh Long Commune Police coordinated with other forces to detect and prevent 4 cases, 23 subjects with illegal entry; arrested 3 cases, 6 subjects for property theft; 4 cases, 21 subjects participating in gambling...

In addition, the Commune Police coordinated with forces stationed on the border to organize visits, congratulations and support with necessities and necessary materials when Cambodian border communes organized activities such as elections, festivals and traditional New Year.

Through visits, congratulations, timely grasp of the situation, exchanges, creating a close relationship between Vietnam and Cambodia, creating favorable conditions for people on the border to trade. Every month, the Commune Police coordinate with forces stationed on the border to advise the Commune People's Committee to organize meetings with the authorities and armed forces of the Cambodian border communes.

During the meeting, the authorities and armed forces of the two sides discussed the security and order situation in the border area, and made recommendations and proposals for the authorities and armed forces of the two sides to coordinate more closely in detecting, combating, and preventing the activities of subjects taking advantage of the border area to illegally transport weapons, artillery, explosives, and drugs.

Mr. Nguyen Hoang Doan, a resident of Thanh Bac hamlet, Thanh Long commune, was happy to see that the local security and order situation is increasingly stable. Mr. Doan said: “The close coordination between forces plays an important role in protecting national border security and sovereignty. People in the border commune can work with peace of mind, increase production, and develop their family economy.”

The Chief of Thanh Long Commune Police added that the force will continue to advise the Party Committee and the Commune People's Committee to mobilize the entire political system and the Police force in crime prevention and control; develop a plan to coordinate the three forces of Border Guard - Police - Military to organize patrols, detect and suppress crimes on the border as well as inland.

Bringing the law to border people

Major Nguyen Hoai Tam - Head of the Border Commune Police, Chau Thanh District said that the commune has 1,360 households with more than 5,300 people, 62 Khmer ethnic households with 176 people. The land border has many small roads, causing difficulties in managing the movement of people on both sides of the border, which is also a favorable condition for all kinds of criminals to operate.

The Border Commune Police always identify propaganda work to raise awareness for people in border areas as a key step, contributing to stabilizing the security and order situation in the area, so they focus on implementing many propaganda methods to the people.

Officers and soldiers coordinated with departments, branches and hamlet organizations to go to every alley and knock on every door to propagate the law, disseminate information about the movement "All people participate in protecting territorial sovereignty and national border security in the new situation", and inform people about the methods and tricks of various types of criminals.

The form of propaganda is flexibly applied depending on the locality of each hamlet such as: oral propaganda through self-managed residential group meetings, model movement meetings, hanging banners at markets, densely populated areas, distributing leaflets to cadres and people; transferring information to 37 Zalo groups of self-managed residential groups, 1 Zalo group of Khmer ethnic people...

Border Commune Police organized patrols to ensure security and order.

The Chief of Border Commune Police emphasized: “We coordinate with the Border Guard force to focus on propaganda to prevent and combat all types of crimes and social evils, notify the search for suspects, mobilize people to raise awareness about border issues, demarcation, and marker planting, and be vigilant against distorted arguments.

Through propaganda work, people's awareness and sense of law compliance have been gradually raised. Everyone has raised the spirit of denouncing crimes, providing valuable information to support the work of protecting security and order, and border security. From 2020 to now, the masses have provided the Commune Police with more than 95 valuable reports, contributing to the handling of nearly 80 cases related to economic crimes, illegal immigration, smuggling...

The police force in border communes has ensured the safety of property and life, promptly resolved the legitimate needs and aspirations of the people in accordance with the law. For the people in border communes, the grassroots police force is a solid support, helping them have more faith in the Party and the State, and feel secure in building a prosperous and happy life.
