Lesson 5: Innovation towards modern management and specialized production

Towards the 18th Hanoi Party Congress, the specialized management agency, directly the Hanoi Department of Agriculture and Environment, has demonstrated its role as a guiding center and key lever to promote innovation, digital transformation and administrative reform in the entire industry.

Affirming the role of a pillar

Mr. Nguyen Xuan Dai, Member of the City Party Committee, Secretary of the Party Committee, Director of the Hanoi Department of Agriculture and Environment, said that in the 2020-2025 term, the Party Committee of the Hanoi Department of Agriculture and Environment has promoted its core leadership role, promoted the spirit of political responsibility, focused on building a clean and strong Party organization, with special attention paid to comprehensive Party building in politics, ideology, organization and ethics; strictly implemented the principles of democratic centralism, self-criticism and criticism. Thanks to that, the team of cadres and party members always maintained their political qualities and public ethics, and excellently completed their assigned tasks.

“The Party Committee has promoted its leadership role in effectively implementing professional tasks. Notably, the Capital's Agriculture sector continues to affirm its pivotal role in the context of COVID-19 and severe natural disasters; the average growth rate of agricultural production value over the past 5 years reached 3.19%, exceeding the target set by the Resolution, ranking among the top in the country. The new rural construction program also achieved comprehensive results, completing the city-level target 1 year ahead of schedule. Hanoi continues to be the leading locality in the country in building new rural areas, advanced new rural areas and model rural areas,” informed Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment.

In the field of natural resources and environment, land management has been strengthened, with timely advice and issuance of regulations by Hanoi city; targets for land use fee collection and land rent have exceeded the plan; site clearance for public investment projects, especially key transport infrastructure, has been on schedule, contributing to accelerating the disbursement of public investment capital.

Environmental protection work has been effectively implemented; environmental quality in the area has had many positive changes, Hanoi city has increased 21 places in the national environmental rankings; the rate of collection and treatment of domestic waste in urban areas has reached 100%, in rural areas it has reached 95-100%; hazardous waste has been treated at 100%.

Administrative reform work has been promoted, improving discipline, responsibility, and service quality for the people and businesses. In particular, the merger of two departments and the implementation of the two-level local government model have been carried out synchronously, ensuring psychological stability, ideology, and work efficiency of civil servants and public employees in the entire industry.

"These results not only contribute to enhancing the role of the Department's Party Committee but also create an important driving force for the entire industry to develop sustainably in the coming time," Mr. Nguyen Xuan Dai emphasized.

Strong application of science and technology

In the process of digital transformation, towards modern management and specialized production, the Hanoi Department of Agriculture and Environment promotes the construction and completion of a digital database system on production areas, and widely applies QR codes and cloud data technology to key products and OCOP products (one product per commune). Through a simple scan, consumers can check the entire product history chain, from information on production households, planting/breeding processes (using seeds, fertilizers, pesticides) to processing and packaging. This transparency not only strengthens trust but also acts as an effective barrier against food of unknown origin, contributing to building a safe and sustainable agricultural value chain for the capital.

In crop and livestock management, the application of technology has brought high efficiency in disease prevention, control and control. Using GIS technology (Geographic Information System), specialized agencies are able to monitor diseases in livestock and poultry in a visual and accurate way according to geographical space. This allows for quick and accurate zoning, control and treatment of outbreaks, minimizing economic losses for farmers and preventing the spread of disease to the community.

In the environmental field, digital technology is applied to monitor the quality of wastewater and livestock waste in key rural areas through sensors and digital platforms. This continuous monitoring plays an important role in protecting the rural environment, towards a green, clean and sustainable living space.

The success of the innovation and digital transformation process is a direct result of the unified leadership and direction of the management agency. The collective leadership of the Hanoi Department of Agriculture and Environment has thoroughly grasped the resolutions on developing smart agriculture, while actively organizing training and improving digital skills for staff, creating a workforce with innovative thinking and ready to master technology.

With the industry's characteristics of having a large workload, directly affecting production and life, the growth target for 2025 is 3.1%, digital transformation in the agricultural and environmental sectors must be based on a digital data platform. Therefore, the Department focuses on developing digital infrastructure, building specialized databases, deploying digital platforms, reforming administrative procedures, promoting innovation, improving management capacity...

Accordingly, the Hanoi Department of Agriculture and Environment focuses on upgrading network infrastructure and data centers to serve the management of land, natural resources, environment and smart agricultural development; ensuring that 100% of eligible administrative procedures are performed in the electronic environment; all incoming and outgoing documents are processed on the digital system; civil servants and public employees use digital signatures in handling work.

The Department is focusing on completing large databases on land, environment, crops, livestock, aquatic products, etc., connecting with the common data system of Hanoi city and the country to serve effective search, exploitation, and management. At the same time, the Department has put into use the city's operational document system in the entire industry; built environmental monitoring systems, natural disaster and epidemic warnings, agricultural product traceability systems, and agricultural material management. This is an important technology platform to support transparent and effective state management...

From transportation, education, culture to agriculture, each sector has left outstanding marks in the 2020-2025 term, contributing to creating a new look for the capital. However, Hanoi's development does not only lie in each individual sector and field, but all have blended into an overall picture, reflecting strategic vision, determination to innovate and aspirations to reach further.
