Investing 3,626 billion VND for Logistics Center, ICD and Tay Ninh General Port

The People's Committee of Tay Ninh province has just sent an official dispatch to the Ministry of Finance and the Ministry of Construction regarding capital support for the construction of the Logistics Center Project, ICD dry port, general port and dredging of the Saigon River route.

Specifically, the People's Committee of Tay Ninh province wants the two ministries to consider supporting the locality to build the Logistics Center Project, ICD dry port and Tay Ninh general port using the central budget for the period 2026 - 2030.

This project has a total investment of 3,626 billion VND, of which the construction cost is 2,410 billion VND, the site clearance cost is 1,216 billion VND; the implementation period is in the period 2026 - 2028.

“The People's Committee of Tay Ninh province commits to completing investment procedures according to regulations and carrying out site clearance immediately, ensuring construction commencement and disbursement as soon as capital is allocated,” said Mr. Nguyen Minh Lam, Vice Chairman of the People's Committee of Tay Ninh province.

It is known that, along with the Logistics Center Project, ICD dry port and Tay Ninh general port, Tay Ninh Provincial People's Committee also proposed the Ministry of Finance and the Ministry of Construction to consider assigning the Vietnam Maritime Administration and Waterways or Ho Chi Minh City People's Committee to implement the project of dredging, renovating and upgrading the 130 km long Saigon River channel from Binh Loi Bridge to Ben Cui Bridge (Tay Ninh) using public investment capital.

The project is expected to help effectively exploit the Tay Ninh - Ho Chi Minh City - Ba Ria-Vung Tau waterway transport corridor (Cai Mep - Thi Vai port area) and collect products and materials to serve the implementation of key national projects such as: Ring Road 4 and Ho Chi Minh City - Moc Bai expressway.

According to the Inland Waterway Infrastructure Planning for the 2021-2030 period, with a vision to 2050: The Tay Ninh - Ho Chi Minh City - Ba Ria-Vung Tau waterway transport corridor (Cai Mep - Thi Vai port area) is one of the four waterway transport corridors in the country.

The corridor has a transport volume of about 31.5 - 35.5 million tons/year, serving the transportation of goods connecting the provinces of the Southeast and Southwest through Ho Chi Minh City to the Cai Mep - Thi Vai seaport area, connecting to logistics centers and dry ports in Ho Chi Minh City, Binh Duong, Dong Nai, Tay Ninh and Long An (according to administrative boundaries before the province's merger).

The planning includes inland waterways along the Dong Nai River, Saigon River, and Vam Co Dong River. Of which, the Saigon River is planned to have a route from Ho Chi Minh City to Ben Cui, from the intersection of Thi Nghe Canal to the downstream of Dau Tieng Dam, 130km long, level II channel.

Previously, the Tay Ninh Logistics Center, ICD and General Port Project in Hung Thuan Commune, Trang Bang Town, former Tay Ninh Province (now Hung Thuan Commune, Tay Ninh Province) was approved by the Tay Ninh Provincial People's Committee in the List of investment projects using land to organize investor selection in 2020.

Tay Ninh Provincial People's Committee has recognized the TANIL - ILS - ASG Joint Venture as an investor that meets the preliminary requirements for capacity and experience to register to implement the project (including members Tay Ninh Logistics Joint Stock Company, International Investment, Trade and Services Joint Stock Company, ASG Logistics Joint Stock Company); the project implementation organization is Tay Ninh International Logistics Joint Stock Company.

Due to the project's slow progress, the investor has not yet deposited funds to implement the project, and has not yet transferred specific funds to pay compensation and support according to the approved plan, so in June 2025, the Tay Ninh Department of Finance chaired a meeting between the Departments, branches and investors to agree on the content to carry out the process of terminating the operation of the Tay Ninh Logistics Center, ICD and General Port Investment Project.
